About this file

This Standard Form 30 is an amendment to the West Desert Test Center (WDTC) Mission Support Services (MSS) solicitation, numbered W51EW725RA001. Amendment 0002, issued on 18 April 2025, modifies Sections L and M of the original solicitation to provide clarity on several key areas, including past performance questionnaire completion, indirect rates DCAA supporting documentation, and the option to extend services calculation.

The amendment maintains the original solicitation close time of 5:00 PM EDT on 29 April 2025 and requires offerors to acknowledge the changes within their proposal. Specifically, the modifications ensure that past performance questionnaires will only be completed by government personnel, clarify indirect rates documentation requirements, and provide additional guidance on calculating the option to extend services. The changes are intended to improve the clarity and precision of the solicitation's evaluation and proposal submission requirements without altering the fundamental scope of the mission support services contract.

Remote location Proximity to metropolitan area and associated infrastructure and resources Commute time: one-hour from Tooele Valley Region (one-way) and up to one-hour, forty-five minutes

(one-way) from Salt Lake City or Provo Areas, results in average minimum weekly mileage of 400 miles Contractor pay is based on Department of Labor, which is generally less than government pay and subsequent pay raises are rare, coupled with rising costs of living and wages in the WDTC area Loss of personnel to government employment Lack of defined paths for advancement within organization Weather delays or early dismissals are not applicable to contractor personnel unless approved by the KO
