About this file

This document is an Amendment of Solicitation (Standard Form 30) for the West Desert Test Center (WDTC) Mission Support Services (MSS) procurement, issued by the U.S. Army. Amendment 0003, effective 22 April 2025, primarily addresses changes to the solicitation's communication and proposal submission requirements. The key modification is the discontinuation of the Acquisition Source Selection Interactive Support Tool (ASSIST), which necessitates updates to Sections L and M of the solicitation to remove ASSIST-related language and provide new instructions for communication and proposal exchanges.

The amendment confirms that the solicitation close time remains unchanged at 5:00 PM EDT on 29 April 2025. Offerors are required to acknowledge this amendment within their proposal, with specific instructions provided in Block 11 of the document and Section L.4 of the solicitation. The changes impact how offerors will submit proposals and communicate with the government during the procurement process, transitioning from the ASSIST platform to using the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module and email for all post-proposal submission exchanges.

(*If the Offeror has already submitted a request when the solicitation was first released, another request is not necessary.)

L.3.3.3 The Cost/Price Volume shall be clearly marked. "Volume III, Cost / Price, W51EW7-25-R-A001."

The Cost/Price Volume shall consist of a Cost Section and a Narrative Section. Electronic versions of the Cost / Price Volume will be submitted in Microsoft Office Excel format (2016 or newer) only. The one exception is for the Narrative Section, to be submitted via PDF format. All formulas, lookup tables, and links shall be intact, and no links shall exist to files not included with the submission. Spreadsheets shall not contain hidden rows, columns or cells. Each worksheet shall be labeled to indicate its contents.

Spreadsheets shall not be password protected. The Cost / Price Volume shall be organized as follows and contain the following information:

L.3.3.3.1 Cost Section: The Offeror shall include a completed Schedule B. The Offeror shall complete Attachment 4 (A4) "Pricing Matrix." In addition, a separate spreadsheet (Offeror's format) or a separate tab added to the provided Pricing Matrix is required to provide the cost breakdown for each proposed labor category. The cost breakdown should show the calculations for each labor category. The Offeror shall ensure that the amounts included in the Schedule B match the amounts included in the Pricing Matrix. The Offeror shall provide unit prices that, when multiplied by the quantity, equal an extended price that does not require rounding beyond a whole penny/cent. While not subject to Schedule B, Offerors shall ensure A4 completion of Scenario 1 and 2 tabs, with the same level of cost breakdown for each proposed labor category.

L.3.3.3.1.1 A4, Tabs "Total Proposed Price" through "PMO Rate" rows have been filled in with red EXAMPLE FIGURES ONLY. These numbers are used strictly to illustrate to Offerors what the formulas should look like and shall not be construed as the Government dictating a specific cost element and/or fee amount.

L.3.3.3.2 Narrative Section: The Offeror shall complete a Narrative section to substantiate the proposed costs. This section shall clearly provide the basis of estimate, methodology, and assumptions used in developing each cost element (labor hours, labor rates, fringe rates, indirect rates (overhead, G&A, material handling, subcontract handling, etc.), and fee. This section shall also include the requested support documentation to substantiate each cost element. See cost element sections below.

The Narrative Section shall include a section substantiating proposed costs for Scenarios 1 L.3.3.3.2.1 and 2, to the same level of detail specified at L.3.3.3.2.

Certified cost or pricing data is not anticipated for contract award as adequate competition is L.3.3.4 anticipated. However, the Government reserves the right to request such information should it become necessary, consistent with Federal Acquisition Regulation (FAR) Subpart 15.4, Contract Pricing. Other than certified cost or pricing data is required for the Cost-Plus Fixed Fee (CPFF) Contract Line Item Numbers (CLINs) to perform cost realism as required by FAR 15.404-1(d)(2). The CPFF CLINs are 0001, 0002, 1001 and 2001. For the Not-To-Exceed (NTE) CLINs, which are CLINs 0003 and 1003, the Government-provided NTE amount will be used. If a material handling rate and/or if G&A will be applied to the NTE CLINs, the Offeror shall provide the rate with its proposal A4 "Pricing Matrix" in the material handling and/or G&A Rate section, which can be located in Tab "Total Proposed Price". The proposed material handling and/or G&A Rate will then become/be calculated as part of the Total Evaluated Probable Cost/Price. This rate will be capped for the life of the Task Order/Contract and no upward adjustments will be allowed based on the actual rate incurred. Fee will not be applicable to the NTE CLINs. The following other than certified cost or pricing data is required for the CPFF CLINs, to include Scenarios 1 and 2, as applicable:

Attachment 5 (A5) provides historical data of WDTC MSS staffing for L.3.3.4.1 Labor Hours/Staffing:

the calendar years 2022-2024. It provides the labor categories and productive hours employed during that period to satisfy mission requirements and is the basis of the structure for the Pricing Matrix.

Offerors should utilize historical data at A5 as deemed appropriate, but the Offeror is L.3.3.4.1.1 responsible for proposing personnel, hours and associated labor rates to meet requirements.

A5 is also the basis of the structure for the Pricing Matrix. The Pricing Matrix is designed to L.3.3.4.1.2 differentiate between prime or subcontractor(s) effort and cost. The Offeror's Cost Narrative Section and any supporting worksheets shall also differentiate between prime and subcontractor(s) effort and cost accordingly. The proposed hours shall reflect a realistic assessment of each team member's expected participation/contribution to this effort. The Offeror's proposal shall not blend or combine labor categories. If multiple PWS paragraphs are being performed by cross utilized employees, identify such approach by cross-referencing the cost of such PWS paragraphs.

The Pricing Matrix contains labor categories for skills the government anticipates will be L.3.3.4.1.3 needed to satisfy the requirements of the PWS. These labor categories correspond with those shown in A5. Additional rows may be inserted in the Pricing Matrix to enter additional labor categories the Offeror deems necessary. The Offeror shall ensure the additional labor categories are added at the bottom of each applicable Section (Regular or Overtime) of the Pricing Matrix and use a blue font color to easily differentiate the added labor categories. The Offeror must ensure that any formatting and/or formulas are copied to match the formatting and/or formulas of the existing labor category rows included in the Pricing Matrix.

For exempt employees only, the Offeror is to comply with FAR 52.237-10, Identification of L.3.3.4.1.4 Uncompensated Overtime. If uncompensated overtime is proposed, the adjusted hourly rate (i.e., the rate that results from multiplying the hourly rate for a 40-hour work week by 40, and then dividing by the proposed hours per week, which includes uncompensated overtime hours) shall be applied to all proposed hours (regular and overtime). The Offeror shall ensure the accounting practices used to estimate uncompensated overtime must be consistent with its cost accounting practices used to accumulate and report uncompensated overtimes hours. The Offeror shall include a copy of its policy in addressing uncompensated overtime within its proposal.

Tabs "Scenario 1" and "Scenario 2" of the Pricing Matrix include the same labor categories as L.3.3.4.1.5 established for the entire PWS. However, Offerors shall add/subcontract categories as necessary based on their technical approach in support of the Scenario(s). Deletions or additional rows may be inserted in the Pricing Matrix to enter additional labor categories the Offeror deems necessary. The Offeror shall ensure the additional labor categories are added at the bottom of each applicable Section (Regular or Overtime) of the Pricing Matrix and use a blue font color to easily differentiate the added labor categories. The

Offeror must ensure that any formatting and/or formulas are copied to match the formatting and/or formulas of the existing labor category rows included in the Pricing Matrix.

The cost breakdown shall provide the base labor rates associated with each L.3.3.4.2 Base Labor Rates:

labor category. Base rates are the hourly rates that the employees will actually be paid for performance under the contract. In the narrative, explain the basis for the proposed labor rates and provide support documentation (Only for Exempt labor categories). Some common basis for proposed rates is the actual rate the employee is currently being paid, Bureau of Labor Statistics, Payscale, etc. In addition, the method used to escalate rates for additional periods requires explanation and the inclusion of the basis for the escalation factors used, along with the date that pay increases are effective. Note, this only applies to the Exempt labor categories. Escalation shall not be applied to Service Contract Labor Standards (SCLS) labor rates. The SCLS labor rates for the Option Years shall be IAW with the applicable Wage Determination at the time of Option Year exercise. All Non-Exempt base labor rates shall be proposed IAW the applicable Wage Determination and/or applicable Executive Order. If Executive Order (EO) 14026 forces an update to the applicable Wage Determination after contract award, then the contractor may be entitled to an adjustment to their contract price post-award. Only the labor categories affected by the minimum wage increase established by EO 14026 will be adjusted.

L.3.3.4.3 Fringe Benefits: In the cost breakdown spreadsheet, the Offeror shall provide either the proposed fringe benefit rate or provide the individual elements that comprise the fringe benefits such as Health & Welfare (H&W), Paid Time Off (PTO), Federal and State Mandated Payroll Taxes, Worker's Compensation Insurance, etc.
