About this file

This is a Questions and Answers document addressing clarifications on a Grounds Maintenance contract.

The document clarifies key service requirements and pricing structures. Herbicide application is restricted to specific areas including the perimeter fence line, mulch zones, sidewalks, and rock beds, applied directly on the fence line. Annual plantings are categorized as "unpriced" items requiring separate quotations rather than being included as regular activities with established quantities, with the contractor bearing both financial and labor responsibilities. Tree and shrub pruning and maintenance activities also fall under the unpriced CLIN structure, requiring fixed-firm pricing quotations. Snow removal services include Priority 1 routes (blue markings) as primary contractor responsibility, Priority 2 routes (green markings), and Priority 3 routes (red markings) which may be cleared upon request. During major storm events requiring support for depot parking lots and roads on a per-push basis, Priority 1 routes remain unchanged and the contractor must split resources to support the mission. Contractor-labeled routes on the snow plowing map must be completed within specified time frames. The document references Section 5.11 Miscellaneous and Section 5.12.3 Tree and Shrub Pruning/Maintenance in the Performance Work Statement for additional details on unpriced items.

Grounds Maintenance Questions and Answers 3

Question 1: Weed Control - Fence Line - Are we spraying herbicide on just the fenceline itself? Would we spray 5 ft on both sides?

Answer 1: - Herbicide application is restricted to specific areas, including the perimeter fence line, mulch zones, sidewalks, and rock beds, thereby permitting its use directly on the fence line.

Question 2: Annual Plantings - Are we factoring in plant material cost for each spring in terms of annual plantings? If so, how many annuals are required for the property?

Answer 2: -The PWS clarifies that while the contractor bears the financial and labor responsibilities for annual plantings, these tasks are categorized as "unpriced" items, requiring separate quotations rather than being considered as regular activities with established quantities. See 5.11 Miscellaneous

Question 3: Snow Plowing Figure 7 - In the event of a major storm event and we are asked to help plow the depot parking lots and roads on a per push basis, Would the priority level change for our current responsibilities?

Answer 3: -Priority 1 routes will remain unchanged, as indicated by the blue markings on the maps and will have to split resources to support the mission.

Question 4: The Blue routes on the snow shoveling list are priority 1 and our responsibility.

For Figure 7, The Snow Plowing Map, there are DPW Priority 1,2,3 and then 5 contractors listed. Are we responsible for just the routes of the contractors labeled on the map?

Answer 4: Yes, you are responsible for just the routes of the contractors labeled on the map. Also, those routes must be plowed by the time frame listed next too contactor. The Blue routes on the snow shoveling list are classified as priority 1. The green routes are designated as priority 2; however, it may be necessary to clear snow from the red areas upon request. The red areas are categorized as priority 3.

Question 5: Would Pruning and Trimming plant material or trees be included in the contract? Is that also a situation where we would give an FFP?

Answer 5: See Section 5.12.3 Tree and Shrub Pruning/Maintenance in the PWS. This will fall under the unpriced CLIN.
