About this file
This is a Questions and Answers document for a Grounds Maintenance contract solicitation for Tobyhanna Army Depot (TYAD).
The solicitation covers grounds maintenance services including lawn care, landscaping, weed control, vegetative roof maintenance, tree services, and snow removal. Proposals must be submitted via email to dean.m.berkovics.civ@army.mil with no specified file size limitations or format requirements; separate PDFs are acceptable. The contract uses a Best Value trade-off evaluation methodology with three equally weighted evaluation factors: Technical, Past Performance, and Price, with no sub-factors or differential weighting among factors. Three past performance references must be provided from the same industry, though the Government clarified that references need not be exclusively grounds maintenance-specific and key personnel (Project Manager and Quality Control Manager) may be from subcontractors rather than the prime. The contract includes both priced and unpriced CLINs; CLINs 0002, 1002, 2002, 3002, and 4002 are unpriced for on-call tree services and snow plowing, with contractors required to provide Firm Fixed Price quotes to the Contracting Officer Representative as needed. CMMC Level 2 self-certification must be obtained by time of award, with offerors providing proof of current certification or evidence of working toward certification at proposal submission. Equipment may be proposed with specifications rather than specific manufacturer models, with post-award substitutions permitted with KO approval. Pennsylvania Pesticide Applicator Licenses are required for any herbicide application on TYAD. Referenced figures for vegetative roof maintenance plant lists are available on SAM.gov.

Grounds Maintenance Questions and Answers 1
Question 1: The solicitation requires proposal submission via email to dean.m.berkovics.civ@army.mil. Please confirm: (a) the maximum file size permitted per email attachment; (b) whether multi-file submissions are acceptable (i.e., separate PDFs for the technical proposal, past performance, and pricing); and (c) the required format for the technical proposal (PDF only, or are Word documents acceptable).
Answer 1: Not a required format or maximum size. Separate PDFs are acceptable.
Question 2: Section L requires three (3) past performance references. Please confirm whether the Government will accept past performance references from contracts in adjacent service categories performed at DoD installations — for example, facilities management, base operations support, or other federal service contracts — where the offeror served as prime contractor, in addition to or in lieu of grounds maintenance-specific references. If grounds maintenance references are required, please confirm whether references from the primary subcontractor may be included as part of the offeror's submission.

Answer 2: Three past performance must be provided in the same industry.
Question 3: DFARS 252.204-7021 (CMMC Level 2) requires self-certification at "time of award." Please confirm whether offerors must have an active CMMC Level 2 self-assessment score posted in SPRS at the time of proposal submission, or whether the requirement is fulfilled at contract execution/award. If SPRS registration is required prior to proposal submission, please advise what documentation offerors must include in their proposal.

Answer 3: Provide proof of CMMC Level at submission or proof that you are working towards certification. CMMC Level 2 Self must be obtained by time of award.
Question 4: Please provide the Government's estimated annual expenditure for the unpriced CLINs (0002, 1002, 2002, 3002, 4002), specifically: (a) estimated annual spend for on-call tree services (cutting, pruning, stump removal); and (b) estimated annual spend for snow plowing (for events of 10+ inches of accumulation). Historical spend data for the most recent three contract years would be appreciated. This information is needed to model total contract value and assess financial risk.
Reference: PWS Section 5.12 (Unpriced Orders); SF1449 CLIN Structure
Answer 4: These CLINs are unpriced. The contractor will provide a Firm Fixed Price quote to the Contracting Officer Representative when these requirements are needed.
Question 5: To assist in pricing the snow removal unpriced CLIN (snow plowing per PWS Section 5.12.4), please provide: (a) the number of snow events at TYAD during each of the last three winters (defined as events requiring contractor response); (b) approximate annual acreage or linear footage of plowing services performed per season; and (c) the approximate total annual expenditure on snow plowing (unpriced work orders) in each of the last three years.
Reference: PWS Section 5.12.4 (Snow Plowing); PWS Section 5.7 (Snow and Ice Maintenance)
Answer 5: We don’t have this information as this is a new contract. These CLINs are unpriced. The contractor will provide a Firm Fixed Price quote to the Contracting Officer Representative when these requirements are needed.
Question 6: PWS Section 1.10 designates the Project Manager (PM) and Quality Control Manager (QCM) as key personnel. Must these individuals be direct employees of the prime contractor (CommLogic), or may a designated representative of the principal subcontractor serve in the PM and/or QCM roles, subject to prime contractor oversight and contractual accountability? Please clarify the Government's intent.
Reference: PWS Section 1.10 (Key Personnel)
Answer 6: These personnel need to be identified, does not have to be from the prime.
Question 7: PWS Section 5.2.4 requires that contractor personnel applying herbicides hold a Pennsylvania Pesticide Applicator License. Please confirm whether this requirement applies specifically to the prime contractor's employees, or whether it is satisfied by subcontractor personnel performing herbicide application under the prime's supervision and management. Additionally, please confirm whether the same license requirement (PA Pesticide Applicator License, Category 10) applies to vegetative roof pesticide/herbicide application under PWS Section 5.4.
Reference: PWS Section 5.2.4 (Weed Control); PWS Section 5.4 (Vegetative Roof Maintenance)
Answer 7: This requirement is required when using herbicides on any requirement used on Tobyhanna Army Depot.
Question 8: PWS Section 5.2.11 requires the contractor to submit a "complete equipment list including make, model, specifications, and catalog cut sheets" for KO approval with the proposal. Please clarify: (a) will the Government accept a proposed equipment type list (e.g., "commercial ride-on mulching mowers with turf-type tires, 72" decks") with performance specifications in lieu of specific manufacturer/model numbers, where the contractor intends to finalize equipment sourcing after award; and (b) if specific make/model is required, will the Government allow substitutions post-award with KO approval if equivalent or superior equipment is identified?
Reference: PWS Section 5.2.11 (Special Equipment Requirements)
Answer 8: You can submit equipment with specifications with the proposal. Yes, we will allow substitutions with KO approval.
Question 9: Section M identifies evaluation factors as Technical, Past Performance, and Price under a Best Value trade-off methodology. Please provide: (a) the sub-factors or evaluation elements under the Technical factor; (b) whether any Technical sub-factors are evaluated on a pass/fail basis versus a rated/scored basis; and (c) the relative importance or weight of each evaluation factor (Technical, Past Performance, Price) relative to one another.
Reference: Solicitation Section M (Evaluation Criteria)
Answer 9: There are not any sub-factors associated with this and each factor has the same weight, there is not one factor that carries more weight during evaluation.
Question 10: PWS Section 5.4 references "Figure 6" as the approved plant list for vegetative roof maintenance (Building 11, Wings A/B/C/D). This figure does not appear to be included in the solicitation package as provided. Please confirm whether Figure 6 (and other figures referenced in the PWS: Figures 1–9) will be made available as part of an amendment or addendum, or whether they were available for review at the site visit. If not yet distributed, please provide the figures at the earliest opportunity.
Reference: PWS Section 5.4 (Vegetative Roof Maintenance); PWS Section 8.2 (Installation Maps listing Figures 1–9)
Answer 10: I confirmed this is posted on SAM.gov.
