KABD152001 REPAIR HVAC SYSTEM, MAUI
Solicitation W50SLF-20-R-0001 Dated 11-Aug-2020
Q1: We were able to look at a few of the Air Handling Units that are to be replaced. Please confirm if replacement will also include the isolation valves. Furthermore, please confirm that the chilled water piping, to include valves and appurtenances will be insulated.
A1: Per Statement of Work page 4, Principle Elements of Work – Mechanical, item 1 states to demolish all existing mechanical equipment, ductwork, piping, valves, appurtenances, and controls. Similarly, item 2 states to provide the demolished items and replace with new, resulting in a complete functioning system in compliance with all applicable codes. In regards to the AHUs, this would include the isolation values for both the return and supply lines.
Concerning the chilled water piping, to have a complete functioning system, all chilled water piping and appurtenances would include insulating as necessary to prevent condensation. This would include any re-insulating necessary due to the demolish phase and the tie-in phase.
Q2: It was noticed that the exterior pipe/duct for the split AC units were different. The exterior pipe/duct for the 12K BTU unit for the Server room had its black insulation exposed, the 36K BTU unit for room 123 was encapsulated in a metal pipe, and the 2 each 36K BTU units for the Keawe Cove room were encapsulated in a PVC type of jacket/channel. Please advise on the jacket/channel type of new split units.
A2: The exterior pipe/duct for all new split AC units will following the existing type, or similar, used for the Keawe Cove room existing split AC units. Refer to the pictures taking during the site visit.
Q3: Page 6 of the Statement of Work provides requirements for DESIGN SUBMISSION.
Please confirm if this is a requirement for this project.
A3: As addressed during the Pre-Proposal Conference, the Design Submission section will be required should the new installation equipment, location, associated piping/routing, and current code requirements differs from what is existing. This will include situations where the existing location may need to be structurally reinforced to receive the new installation (i.e., soffit structure in the Keawe Cove room, boring new holes for piping/routing, etc). If the new equipment, location, and associated piping/routing are in-kind with the existing and there are no conflicts with current code requirements, the Design Submission section is not required.
Q4: It was mentioned that Pre-Construction Meeting requirements will be discussed after project award. Just so we are aware of these requirements, please advise on these.
A4: After project award/NTP and prior to the start of onsite construction, a Pre-Construction Meeting will be held with the Contractor, Contracting, Civil Engineer Squadron, and other key stakeholders from the Government. The purpose of the Pre-Construction Meeting will be for the Contractor to present how they intend to complete the project in accordance with the contract documents. At least 2 weeks prior to the Pre-Con, the Contractor is to submit to the Gov’t the following items as these will be agenda items of discussion: 1) Quality Control Plan to include Submittal Register and Testing/Commissioning Register, 2) Environmental Protection Plan, 3) Safety Plan, 4) Gantt-type Baseline Construction Schedule with sufficient detail to track progress to include Administrative items, Submittals, Onsite Work Activities, and Closeout Activities, and 5) Schedule of Values for Progress Payment with sufficient detail to track completed items for invoice purposes. Approval or further revisions to these submittals will be made at the conclusion of this Pre-Con. For scheduling requirements in the Technical proposal, assume Pre-Construction Meeting to be held no later than 4 weeks after NTP (Notice To Proceed).

Q5: Can you advise if contracting will accept CPARS for the project experience in lieu of the Project Past Performance Questionnaire? We suspect that CPARS is acceptable as it is more formal than the PPQ and is government furnished.
A5: Yes - CPARS is acceptable.
Reference solicitation, sub-section 2.5.3.11. Past Performance References – REQUIRED – A “Final” Performance Evaluation (Construction) (also referred to as CCASS Evaluation) issued for a project may be included in lieu of sending out reference package for the project.
According to Acquisition Central, the CPARS, Architect-Engineer Contract Administration Support System (ACASS) and Contractor Appraisal Support System (CCASS) are being merged into a single application under the CPARS name in order to standardize the contractor performance evaluation process across the entire Federal Government.
Q6: Please confirm all work is assumed to be non-hazardous.
A6: Other than the work/materials associated with the existing A/C refrigerant and AHUs per industry standards, all other work are non-hazardous. The paint in the building has been tested earlier this year for asbestos with results negative.

Q8: For JV or teaming arrangements, are max 3 PPE/PPQ (Exh A/Exh C) allowed for each company (total 6 for the team)? Or are max 3 PPE/PPQ (Exh A/Exh C) allowed for the team?
Is it a requirement that each company must submit at least 1?
A8: Max 3 PPE/PPQ (Exh A/Exh C) allowed for the team. There is no such requirement that each company must submit at least 1.
Q9: The Form DD2626 is a standardized final performance evaluation form used by some contracting agencies. Can Form DD2626 be included (similar to the CCASS evaluation) in lieu of the Exhibit C reference package?
From past requests, some agencies will refuse to complete any evaluation and will simply defer to only CCASS evals. However, CCASS evals are generally only required to be completed for projects over $750,000. So if there is a project of smaller scale, there will not be a CCASS on file to reference and the agency will decline to provide an evaluation.
From past requests, DD2626 have been accepted similar to the CCASS since it is a standardized government evaluation form.
A9: DD Form 2626 can be submitted in lieu of CCASS Evaluation (CPARS) or Exhibit C Reference Questionnaire Forms.
