Section 00 21 00, Section 5, Bid Repository and Bid Opening, Line 5.2 states that Bids WILL NOT be accepted electronically or by Facsimile.

Section 01 00 00, Section 6, Paperless Contracting, Line 6.2 states that other electronic processes will be enacted. These include, but are not limited to, electronic bidding/offers…

Will it be acceptable to submit an electronic proposal to the Contracting Officer for this proposal?

No. Electronic bids will NOT be accepted. Bids can be mailed or delieverd in person.

The WS50S9H24B0001 Solicitation Bid Item No. 0001 on page 3 of 93 includes the statement “The project seeks to construct a new 3,430 SF facility addition,…”.

Bid Item No. 0004 on Page 5 of 93 of the Solicitation is for the labor, equipment and material necessary to add 3,430 SF of new Fire Crash Rescue Station space…”

Please clarify if the cost of the addition is to be included in the total cost of Item No. 0001.

CLIN 0001 States: REPAIR FIRE/ CRASH RESCUE STATION BLDG

510 BASE BID

CLIN 0004 States: ADD TO FIRE CRASH RESCUE STATION

CLIN 0001 is for the repair and CLIN 0004 is for the addition.

The WS50S9H24B0001 Solicitation Bid Item No. 0003 on page 4 of 93 includes cost for Communications Cabling and Equipment.

Bid Item No. 0004 on Page 5 of 93 of the Solicitation includes cost for the Add to Fire Crash Rescue Station.

Does the cost for communications cabling and equipment of the 3,430 SF addition need to be included in Bid Item No. 0003 or Bid Item No. 0004?

CLIN 0003 includes all communications cabling and equipment for both the repair and the addition.

The WS50S9H24B0001 Solicitation Section 01 00 00, 1. Insurance – Minimum Amounts states “(if applicable) Aircraft Public and Passenger Liability” will be required. It further states “coverage for passenger liability bodily injury shall be at least $200,000 multiplied by the number of seats - $200,000 multiplied by the number of seats or passengers, whichever is greater.” Please confirm if the Aircraft Public and Passenger Liability is applicable to this project, and if so, please confirm the required number of seats or passengers for the upper limit.

Aircraft Public and Passenger Liability is not applicable to this project.

Section 3.5.1 states “Provide two sets of data CD/DVDs containing the current project schedule and all previously submitted schedules…”

Please confirm if it is acceptable to submit the project schedules and updates to schedules electronically via e-mail?

Project schedules and invoices are submitted electronically. The method in which they are transmitted will be determined after award with the awarded contractor.

QA LOG ‐ ADD ALTER FIRE STATION ‐ 07092024 Page 2 7/9/2024 10:41 AM

Drawing A-101 Floor Plan General Note 17 States “Reference G-101 for construction staging and sequencing phasing requirements.”

Drawing A-102 Floor Plan General Note 17 States “Reference G-101 for construction staging and sequencing phasing requirements.”

Drawing G-101 is not included in the DRAWINGS FULL SET Project YAQF049026 document. Please include Drawing G-101 for staging and sequencing phasing requirements.

References to construction staging and sequencing phasing requirements were an error on the plan set as no such requirements are listed in the plans or specifications. The facility will be vacated for the duration of the project, so there are no phasing requirements. The contractor can utilize the east-west road immediately south of the facility for construction staging. Additional staging space can be coordinated after contract award, and may include the pavements immediately east of the facility but would require coordination for traversing airfield pavements in order to access that space.

7 Need contact information for the following companies: Advantor Security Systems, Monaco Enterprise Inc.

Advantor: Advantor Systems, govsales@advantor.com, (800) 238-2686 ext. 6937 Monaco: Robin Lawlor, Customer Service & Proposal Supervisor, robinl@monaco-inc.com, 509-926-6277 ext. 1343

8 1. Ref Drawing A601 & A201- How may rows of lites in the sectional doors. Elevations show 5 and door schedule is showing 1 row?

The exterior elevation on A201 represents the required lite layout (3 rows by six columns). The "DOOR TYPES" detail on A601 shows notional door types for the purpose of coordinating the abbreviation with the door type column on the schedule.

Bid solicitation, offer, award document, page 6 of 93 bid option item #007 indicates window shades and references “in accordance with the project plans and specifications”. However, the drawing set / plan sheets do not indicate roller shades anywhere, there is no window treatment schedule nor are they shown on the plans or in interior elevations or sections. The only place that the terminology window treatment is used is located on the 1st floor and roof demo plan. We did a search of the documents for Roller Window Shades, and nothing came up.

Can you please clarify what if any scope of work is required.

Sun Control Shades are referenced in Keyed Note 4.183 on Drawing A-121 First Floor Ceiling Plan as Bid Option 6. The top pocket for the shade is shown in detail 9/A-501.

The sun control roller shades are specified in section 12 24 13 Roller Window Shades.

CLIN 0007 covers the sun control window roller shades.

10 Does the Government have the core samples on the portion of roof that is to be removed down to the deck and re-roofed? The Government does not have core data on the portion of the roof that is to be replaced.

Specification 122413 list the top treatment to be an exposed headbox. The plan drawings show a section view of a ceiling pocket with a tile lip. Could you please confirm if we are to bid per the drawings and include the ceiling pocket with lip?

The project bid should include ceiling pocket with lip as shown in detail 9/A-501.

12 Are side/sill channels required on these shades? Specification 122413 lists ``Furnish samples of each type and color of roller shade fabric and roller shade channel." Channels are not listed elsewhere in the specifications. Side/sill channels are not required.

13 This project looks to have Buy American requirements - does this apply to our scope of work? Or are we OK to bid with a manufacturer who is not compliant? Bids must comply with ALL of the solicitation.

14 Who should we send our bid to? Do sub-c bids have to be hand delivered?

One bid package per general contractor is to be mailed or hand-delivered to SMSgt Seth Swieter. Suncontractor pricing should not be submitted seperately. It is up to the general contractor to compile all pricing and submit according to the CLIN structure as required in the solicitation.

15 Are any prequals/payment/performance bonds required of us as a sub-c? The Government does not require bonding from the Subcontractors.

16 I see this job has wage rates - do any WHEDA, AA, EEO requirements apply to us as a sub-c NO, these are not applicable.

QA LOG ‐ ADD ALTER FIRE STATION ‐ 07092024 Page 3 7/9/2024 10:41 AM

16.1 Can you confirm that the generator and automatic transfer switches have already been pre-purchased for this project?

Page E-701 states the diesel generator will be "FURNISHED BY GOVERNMENT" but that same statement is not applied to the transfer switch. The generator has not been purchased. Once purchased, the spec sheet will be provided to the contractor to properly select an auto transfer swith with bypass isolation that will function properly with the provided generator. The listed size and characteristics of the generator and switch can be used for bidding purposes to price the required tranfer switch.

16.2 Ref spec 09 30 10- porcelain tile CT-1, CT-2 & CT-3 Tile x Design Mirage Hub Design Core have all been discontinued. Will other colors selections be forthcoming?

The only required manufacturers for this project are Advantor and Monaco. All other products such as porcelain tile can be substituted with an equivalent product in function and quality. After contract award, the contractor will submit proposed products through the Submittal process for consideration by the governement. The submittal can include color options for selection by the Government as part of the Submittal response.

There is an oil separator onsite, located on the east side of the building at the existing east apron, as shown in drawing C041. Can you confirm if the Air National Guard will pump out and dispose of the existing fluids within the oil separator?

The Government will drain and dispose of the contents of the oil/water seperator prior to removal by the contractor.

With the building being vacant during construction, will the fire department still require space in the apparatus bays to park their response vehicles? If so, will temporary enclosures and temporary heating be required to protect the vehicles during winter conditions so that they can be response ready 24/7?

The Fire Department will not be utilizing any portions of the facility during construction.

Salvaged Owner Items. - The is reference to salvaged owners’ items on the plans, for e.g. existing appliances item #4.010 and existing lockers 4.011 on drawing sheet AD101. Can you please confirm that the Air National Guard will handle and move offsite all appliances and all existing lockers once they are disconnected and left in place by the general contractor?

Items with notes 4.010 and 4.011 can be disconnected and moved to the aparatus bays (rooms 139 or 141), and the Government will moving them offsite from there.

20 Salvaged Owner Items. - Can you please confirm that the Air National Guard will remove offsite all existing FFE that was verified to exist onsite during the walk thru on 6.6.24

The Fire Department will be removing the following list of items from the facility prior to contract award: PPE gear lockers, all foam and foam related containers, and all items from Room 140 and upstairs mezzanine area.

Aside from the above list of items, and the items listed on AD101 with notes 4.010 and

4.011 (see answer to question 19 above), the remainder of FFE will be the responsibility of the contractor.

21 Specification Section 32 13 13.06; 1.3.1: Portland Cement Concrete Pavement for Roads & Pavement - Will WisDOT HTCP certifications be acceptable in lieu of the NRMCA certification requirement?

No, HTCP is not acceptable in lieu of NRMCA certification.

HTCP is a certification for individual testers: The Highway Technician Certification Program (HTCP) certifies that you have demonstrated abilities to engage in quality control or quality assurance activities in highway work contracted by the Wisconsin Department of Transportation (WisDOT).

NRMCA Certification is for both facilities and individuals: NRMCA offers certifications for both ready mixed concrete industry facilities and employees. Certifications provide a competitive edge in the industry, showing customers and regulatory agencies that certified producers have an understanding of and support measures to provide the highest quality ready mixed concrete in the safest and most efficient ways possible.

The spec section listed is for the facility, not the individual tester.

Ref page 3 - 8 of the solicitation-Item 0001 description appears to include new additions totaling 3430sqft, renovations to 15970sqft of space and all utilities and site work are included in bid item 0001. Item number 0004 indicates to add 3430sqft. Should it be assumed the cost for 3430sqft of addition space is not to be included in bid item 0001?

CLIN 0001 States: REPAIR FIRE/ CRASH RESCUE STATION BLDG

510 BASE BID

CLIN 0004 States: ADD TO FIRE CRASH RESCUE STATION

CLIN 0001 is for the repair and CLIN 0004 is for the addition.

1. Ref page 3 - 8 of the solicitation- what portion of the utilities and site work is to be included in bid item 0001?

If bid item 0004 is not accepted what portion of utilities and site work is required? Will 8” reinforced concrete aprons be required if additions are not accepted as part of the project? If so will 8” concrete be required up to the existing OH doors? If bid item 0004 is not accepted how will day room 112 and kitchen 111 be configured with new cabinets, entry door 111b and door 112a? How will rooms 101, 102, 103, 104, 105, 106, 107 and 109 be configured if the east addition is not part of the project? Will additional drawings and descriptions be provided for the different bid option scenarios so one knows how to price out structural architectural, site and MEP work?

The delineation of site improvement/utility/etc work should follow the Renovation/Addition separation line as it exits the building on A-101. Grid line 4 and east can be put towards the Addition (CLIN 0004), and everything to the west can be Renovation (CLIN 0001). At the apparatus bays, site work should be put towards the Addition (CLIN 0004) to match the project delineation on A-101.

The separation of bid items 0001 and 0004 are for accounting purposes to differentiate between the renovation of the existing facility and the new portions. The Governemnt does not intend to award bid item 0001 without also awarding bid item 0004, so no scenarios need to be explored where both are not awarded.

QA LOG ‐ ADD ALTER FIRE STATION ‐ 07092024 Page 5 7/9/2024 10:41 AM

24 Ref drawing G-001- Bid options listed on drawing does not match bid item numbers on bid schedule pages 3-8.

Which is correct?

CLIN 0005 is Bid Option 1 from G-001 CLIN 0006 is Bid Option 2 from G-001 CLIN 0007 is Bid Option 3 from G-001 CLIN 0008 is Bid Option 4 from G-001 CLIN 0009 is Bid Option 5 from G-001 CLIN 0010 is Bid Option 6 from G-001

25 Ref drawing A-422- If display cabinets are not accepted as part of the project how will the east wall of room 101 be finished?

If CLIN0008 (Bid Option 4) display wall is not funded, the east wall will have the same finish (drywall, paint, trim) as the other walls in Room 101.

26 Ref drawing S-101- if bid option 0004 is not accepted will 8 bollards be required on the inside of existing apparatus bay south?

The Governemnt does not intend to award bid item 0001 without also awarding bid item 0004, so no scenarios need to be explored where both are not awarded.

27 Ref page 9 of the solicitation- The table of contents references “SECTION 00 10 00 - BID SCHEDULE, NOTES”. Will bid schedule notes be provided? There are no bid schedule notes available at this time.

Sheet S152 show between grid lines X and A, and 1.2 and 12, at the mezzanine area there appears to be to be new steel called out. No details or other requirements are listed or shown, clarify this area – see screenshot red ircles below.

No new steel in mezzanine area between "grid lines X and A, and 1.2 and 12". Columns tagged as W8X28/W10X54 are improperly labeled - they are existing columns to remain, not new work.

29 The room finish schedule shows CT-1 in rooms 114, 115 and 118. The drawing has CT-2 in room 114 and in the middle of the whole room.

The Remarks column in the Finish Schedule states CT-1 is for walls and CT-2 is for floors. The Finish Plan on A-701 is correct, CT-2 should be used for floors and trim in 114, 115, and 118.

The room finish schedules shows a room 143 Women’s Vestibule but I can’t find a room 143 on the drawing. I am assuming it’s the area going into the womens locker/restroom. But again the schedule says CT-1 and the drawing says CT-2.

The Finish Plan on A-701 is correct, CT-2 should be used for floors and trim in the vestibule into and throughout the women's restroom and locker room.

31 Is the CT-1 only going on walls based on the drawing and the Architectural Finish Schedule because those match up. But the Room finish schedule has the discrepancies.

Correct, CT-1 is for walls. See answer to questions 29 and 30 above addressing some rooms incorrectly listed in the Room Finish Schedule as getting CT-1 on floors. Those rooms should be CT-2.

I was questioning the Women’s Shower as CT-2 rather than the CT-3 like the Men’s shower. I measured the shower as CT-3 because that seems to make more sense to put the mosaic in the shower than a 12x24 field tile.

Large format tiles can get slippery when wet.

Yes, CT-3 should be used in all showers. The women's shower did not receive a seperate room number like the men's shower did, so the Room Finish Schedule had CT-2 listed which will be in the locker room portion of Room 121.

33 I reached out to Tile X Design for the specified tile and my contact there told me that the Mirage Hub Design has been discontinued for a couple years – please advise new tile.

34 Are thermacore doors per attached product brochure approved to use on this project.

Individual product selections will be proposed by the Contractor and approved or denied by the Government during the Submittal process after contract award. For bidding purposes, ensure you understand the applicable specification section(s).

Please confirm that this requirement will be enforced and all non-AISC Certified erectors/fabricators should be excluded from the bid.?

Confirmed, Section 05 12 00 1.3 AISC QUALITY CERTIFICATION will be enforced

Solicitation calls for a mandatory 365 calendar day performance period. Please advise if this can be changed to negotiable as the PoP will be tight given the award timeline related to new construction building additions given the projected winter conditions in Wisconsin and Mechanical / Electrical Components such as transformers / ATS / panels have a significant lead time which could impact the viability of the 365-day period of performance.

The Period of Performance is 365 days to include all options. If leadtime items extend that period, the POP will be reivewed at that time as long as contractor has done due diligent in the timeliness, and accuracy of submittals and ordering.

43 A-701 Floor Finish Plan shows no finish designations for Apparatus Bay – South (Room 139) and A-710 Finish Schedule has “-“in the finish schedule for this room. Please verify that this area will not receive any finishes. Confirmed.

QA LOG ‐ ADD ALTER FIRE STATION ‐ 07092024 Page 7 7/9/2024 10:41 AM

Full Drawing Set file verbiage and solicitation attachments list project #YAQF04926. Floor plans also show hatch lines between project #YAQF04926 and project #YAQF172012, yet there are no files named #YAQF172012. Wanted to verify there are no further drawings available outside of the 133 page “DRAWINGS FULL SET” attached to the solicitation.

No further drawings are available. Any references to YAQF172012 refers to the renovation portions of the building (CLIN 0001) where YAQF049026 refers to the addition (CLIN 0004).

45 Per Specification 21 13 13 and Specification 28 31 76 a QFPE is required on the project. Please advise if the contractor or the government will be contracting for this service. The contractor will be providing this service.

Specifications do not have a commissioning Specification, but there is mention of commissioning services in other Specs. Please verify that 3rd party commissioning is not a part of this project.

Commissioning is not part of this project. Exclude all references to Commissioning in the specifications.

The provided Geotech report recommends 3’ of undercutting with structural fill below the pavement subgrade.

The details in the plan only show the base aggregate and pavement, no mention of undercutting. Please verify that the 3’ undercut is not required, and contractors are to bid the details in the drawings.

The base aggregate as shown on the plans is acceptable, and is how it should be bid.

Undercutting is not required.

48 Sheet T-121 shows an “N” symbol next to several of the Access Control openings, but the Notes and Symbols Sheet T-001 does not have an “N” designation. Please advise what this device is. The "N" symbol designates a Card Reader with Keypad.

Bid Item #0010 OPTION – Equipment Yard Screens - Can you please provide some additional information for the requirements, locations, etc. associated with the equipment yard screens bid item #0010 Equipment Yard Screens

Details for CLIN 0010, listed in the plans as Bid Option 6, can be found on S-101, S- 121, S-501, A-101, A-201 at a minimum.

50 1. Spec Section calls out for ASTM C578 type 1 insulation which is expanded polystyrene (Section 07 24 19,

2.4.2 Insulation Board note b.) Confirm this is correct.

The EPS insulation specified is correct for use with the EIFS. XPS insulation shall be used with the brick veneer.

1. Rooms 112 and 114 call for RBR-1 base. That’s not listed in the Finish Schedule. There is RBR-1 for the floor so the question is if they want us to cut the rubber floor tiles to create a base? If so, 4” or 6”.? If not, do they want the same B-1 base (4” vinyl) in those rooms?

The Finish Schedule (A-710) lists RB-1 as rubber wall base. The Room Finish Schedule (A-710) lists Room 112 as RB-1 for Base. Room 114 has CT-1 as base.

52 For restroom 119, it says CT-2 for the base. The elevations show no base. This room has CT-2 wall tiles. What is required?

119 is a hallway. The mens restroom 118 and womens restroom 120 have CT-1 for base and walls as listed on the Room Finish Schedule on A-710. CT-2 is a floor tile.

53 For restrooms 115 and 117 it says to see elevations for base specs, but like room 119, the elevations don’t show any base. What is required?

The entire mens restroom (vestibule 114, locker room 115, sink area 117, and toilet area

118) get CT-2 floors, CT-1 base, and CT-1 wall tile. The mens showers 116 get a different floor tile CT-3. The same scheme applies to the womens restroom.

54 Section 01 45 00 00.10 page 5 lists a submittal clerk. Is a submittal clerk required to be on the project site or can they be stationed at our home office.

The submittal clerk was not one of the listed positions required to be on-site. Reference the slide deck from the site visit for which positions are required on-site.

55 Section 01 45 00 00.10 page 5 paragraph 3.4.4 note the required CQC training course certificate needed within 90 days of project NTP. Confirm that Volk Field personnel or WIARNG will offer this course within 90 days.

This course is not offered by Volk Field, however the Government may waive this requirement if presented with a Quality Control Manager with sufficient qualifications and experience.

Section 01 35 26 page 9 paragraph 1.6.1.1.1 states that the SSHO can also serve as the Quality Control Manager.
