About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) under FAR Part 6. It describes a proposed firm-fixed-price construction contract to provide security equipment and systems for a Crash Fire Rescue facility at Volk Field ANGB. The government cites the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(A) due to the substantial duplication of cost that would be incurred if they were to use a different manufacturer's security system, rather than continuing with the incumbent Advantor Security Systems. The existing Advantor system is proprietary, and no other manufacturer's products are compatible. The government conducted market research but did not issue a sources sought notice, as Advantor is the sole provider. The contracting officer has reviewed the justification and determined the anticipated cost will be fair and reasonable.
The federal contract opportunity related to this JOFOC is an Invitation for Bids (IFB) to award a single firm-fixed-price contract for construction services to add to and alter the existing Fire Crash Rescue Station Bldg. 510. The project includes new construction, renovations, and upgrades to various building systems. The brand name Advantor Security System is required. The solicitation is open to full and open competition, with a pre-bid conference and site visit scheduled. The contract duration is 365 calendar days after notice to proceed.

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: W50S9H – Volk Field ANGB
2. Description of Action: This approval is for a new Firm Fixed Price (FFP) Construction contract that will utilize UMMC Funding.
3. Description of Supplies/Services: The installation uses Advantor Systems to provide a comprehensive security system with sensors and controls that span the entirety of the base and ties into an Advantor hub at the Base Defense Operations Center (BDOC). For this project, Advantor will provide the access control, intrusion detection, and video surveillance equipment as the security system for the Crash Fire Rescue facility.
4. Authority Cited: 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A), Substantial duplication of cost to the Government that is not expected to be recovered through competition.
5. Reason for Authority Cited: The Volk Field CRTC currently employs Advantor Security Systems equipment and systems for our security alarm system in buildings of secure and mission critical nature. The overall system incorporates a central reporting station that is located at base security with transceivers located in every building on base and communicates back to the central reporting station. Advantor equipment/systems are proprietary in nature and no other manufacturer's equivalent products can communicate and support the Advantor system currently employed at this installation. To install another manufacturer's equipment/systems would require substantial duplication of cost to the government not expected to be recovered through completion, resulting in unacceptable delays in fulfilling the agency's requirements. Also, this intrusion detection system is critical to the success of securing flight operation missions as it is used as a force multiplier as it is in operation 24-hrs-a-day, 7-days-a-week.schedule limitations could include an approved Army campaign plan or significant loss of life or property.
6. Efforts to Obtain Competition: In order to maximize competition, the Government conducted market research to determine commercial sources capable of meeting the security requirement.
Advantor Systems Corporation is the sole source vendor capable of meeting the Governments need.
7. Actions to Increase Competition: If future security system requirements arise, the Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, the Government will continue to conduct market research to find equipment/systems that are not proprietary in nature. For this requirement however, Advantor Systems Corporation is the only company that can meet the Governments requirement.
8. Market Research: Market Research was conducted to determine the commercial availability of the required items. Market research was conducted by querying the Government database FPDS-NG as well as SAM.gov for previous contracts and historical purchases. Additionally, market research was conducted via commercial websites to gain additional information on commercial availably. Market Research indicated that the WI ANG and the US Air Force have awarded numerous sole source contracts to Advantor Systems Corporation for same and similar security items and systems.
9. Interested Sources: A sources sought was not posted for this requirement based on the proprietary rights of the security system. Advantor Systems Corporation is the sole vendor for their system, and they have no authorized resellers, distributors, or service technicians. Current and historical contracts have been awarded to Advantor Systems Corporation utilizing FAR 6.302-1(a)(2)(iii)(A), therefore, a sources sought notice was not posted for this requirement.
10. Other Facts: Advantor Security Systems and items are already in place at the installation and in this instance, no other manufacturer's systems or items will communicate and work with the current system. The cost to convert a new system is not reasonable compared to the cost to maintain parts of the current system.
11. Technical Certification: I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.

13. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable.
Determination of Price Fair and Reasonable will be made using comparative analysis of historical prices paid as well as a comparative analysis of the Independent Government Estimate
(IGE).
