About this file
This document is a Justification and Approval for Other than Full and Open Competition for the procurement of Best lock cores and keys, valued at $3,500, under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(A) due to substantial duplication of cost to the government that is not expected to be recovered through competition.
The justification explains that the Volk Field CRTC currently uses Best lock cylinders (cores) for all keyed doors and locks, and installing another manufacturer's cores would require substantial duplication of cost and unacceptable delays in fulfilling the agency's requirements. Market research indicated that Best cores are commercially available from multiple vendors, enabling competition. The contracting officer has determined the anticipated cost to be fair and reasonable.

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: W50S9H – Volk Field ANGB
2. Description of Action: This approval is for a new Firm Fixed Price (FFP) Construction contract that will utilize UMMC Funding.
3. Description of Supplies/Services: The installation uses Best lock cylinders (cores) for all keyed doors and locks. For this project, Best 6-pin cores with an E keyway will be provided for all keyed locks in the Crash Fire Rescue facility.
4. Authority Cited: 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A), Substantial duplication of cost to the Government that is not expected to be recovered through competition.
5. Reason for Authority Cited: The Volk Field CRTC currently uses Best lock cylinders (cores) for all keyed doors and locks. For expedient access by military police, fire/rescue, and maintenance personnel, utilizing one type of lock core throughout the installation enables a key hierarchy and allows for necessary personnel to utilize a master key rather than locate an individual building key for access. To continue to utilize a key hierarchy with master and sub-master keys requires the same core and keyway to be utilized in every lock To install another manufacturer's cores would require substantial duplication of cost to the government not expected to be recovered through completion, resulting in unacceptable delays in fulfilling the agency's requirements.
6. Efforts to Obtain Competition: In order to maximize competition, the Government conducted market research to determine commercial sources capable of meeting the keying requirements.
Best cores are available from multiple vendors, enabling competition.
7. Actions to Increase Competition: If future key/core requirements arise, the Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, the Government will continue to conduct market research to find equipment/systems that are not proprietary in nature. For this requirement however, Best cores are the only equipment that can meet the Government’s requirement.
8. Market Research: Market research was conducted via commercial websites to gain additional information on commercial availably. Market Research indicated that the required products are readily available through multiple vendors.
9. Interested Sources: A sources sought was not posted for this requirement. Best lock cores and keys are commercially available items available for purchase from the commercial marketplace.
10. Other Facts: Best keys and cores are already in place at the installation and in this instance, no other manufacturer's systems or items will communicate and work with the current system.
The cost to convert a new key system is not reasonable compared to the cost to maintain parts of the current system.
11. Technical Certification: I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
