About this file

This document is an Asbestos, Lead and Hazardous Materials Pre-Renovation Inspection report for the Volk Field Fire Station project. The report identifies asbestos-containing materials (ACM) found during the inspection, including sink undercoating, duct canvas, and door caulk. It also notes that a notification of demolition/renovation must be submitted to the Wisconsin Department of Natural Resources if more than 160 square feet or 260 linear feet of ACM will be removed.

The related federal contract opportunity is for the construction of a new 3,430 SF facility addition and renovation of approximately 15,970 SF of the existing Volk Field Fire Crash Rescue Station Bldg. 510 in Camp Douglas, Wisconsin. The solicitation is for a single firm fixed-price construction contract with a 365-calendar day period of performance. The North American Industry Classification System (NAICS) code is 236220 with a $45,000,000 small business size standard. Brand name products required include Advantor security systems and Monaco Vulcan fire alarm panels. Award will be made to the responsive and responsible lowest bidder.

PART 1 GENERAL

1.1 HAZARDOUS MATERIALS INSPECTION INFORMATION

This Document with its referenced attachments is part of the Procurement and Contracting Requirements for Project. They provide information for Bidders' convenience and are intended to supplement rather than serve in lieu of Bidders' own investigations. They are made available for Bidders' convenience and information. This Document and its attachments are not part of the Contract Documents.

Because hazardous materials conditions indicated by the inspection report are a sampling in relation to the entire construction area, and for other reasons, the A/E, the A/E's consultants, and the firm reporting these conditions do not warranty the conditions beyond the items examined in the report. Any party using the information described in the inspection report shall accept full responsibility for its use.

The Asbestos, Lead and Hazardous Materials Pre-renovation Inspection Report for the Project, dated September 8, 2020, prepared by Environmental Management Consulting, Inc., is available for viewing as appended to this Document.

a. The investigation and analysis results in this report are based on materials exposed to viewing at the time of the investigation. No destructive investigation activities were conducted. There is a possibility that additional asbestos and/or lead-based paint may be found during construction activities in inaccessible spaces or equipment. Refer to Section 02 82 00 ASBESTOS REMEDIATION and Section 02 83 00 LEAD REMEDIATION for requirements upon finding undocumented hazardous materials.

ASBESTOS PRE-RENOVATION INSPECTION

Environmental Management Consulting, Inc. (EMC) was contacted by Mr. Jeremy Blum of Mead & Hunt to conduct a pre-renovation asbestos survey of Volk Field – Fire Station.

Mr. Jeremy R. Noegel of EMC inspected the subject property on August 6 & September 2, 2020. The building was inspected for the presence of asbestos containing building materials. Bulk samples were extracted for each building material found suspect to contain asbestos as discussed with the owner. All samples were submitted to a NVLAP certified laboratory for analysis via Polarized Light Microscopy (PLM). This report will summarize the findings of this inspection.

The inspection was conducted throughout the entire facility. It was a non-invasive inspection.

No work is necessary for these materials.

ADDITIONAL REQUIREMENTS

If this renovation will involve the removal of greater than 160 square feet or 260 linear feet of asbestos containing materials a “Notification of Demolition and/or Renovation and Application for Exemption” (Form 4500-113) must be submitted to the Wisconsin Department of Natural Resources (WDNR). Residential property as defined by the WDNR chapter 447 may be exempt from notification requirements. However, if any amount of asbestos removal is required for the project, the above stated notification will be required to be submitted to the Wisconsin Department of Health Services. The owner/operator is responsible for submitting all notifications.

If during the course of renovation, suspect materials are found, that have not been identified or sampled, work must stop, and a State of Wisconsin Certified Asbestos Building Inspector must be contacted to assess the material. There are inaccessible areas within the building that could not be accessed during the inspection, which could result in additional suspect materials discovered.

All bulk sampling information including a bulk sample chart and the laboratory results are attached to this report. Please contact the EMC office if you have any questions.

LIMITED LEAD-BASED PAINT PRE-DEMOLITION/ PRE-RENOVATION SURVEY

Lead based paint is regulated by various different agencies in the State of Wisconsin.

• Wisconsin Department of Health: Defined by the State of Wisconsin as paint, which contains lead at or above the concentration of 0.5%, by weight or

1.0 mg/cm2 (XRF). HFS 163 applies to all work in target housing and child occupied facilities in Wisconsin. The rule also applies to situations with a child lead poisoning or ordered lead hazard reduction or abatement.

• OSHA: Any level of lead in paint above the laboratory detection limit is considered lead paint. Any Employee would may disturb a component with lead paint is therefore subject to the OSHA Construction standard for lead (1926.62).

For renovation projects, if lead is present, OSHA 1926.62 requires employers to assume exposure at certain trigger tasks to insure employee exposure is not above the action level. Engineering and administrative controls as well as training and personal protective equipment may be required. Painted surfaces may contain levels below 1.0 mg/m2, which could create lead dust or lead contaminated soil hazards if the paint is turned into dust by abrasion, scraping or sanding. OSHA applicable work practices may be required to protect workers against these hazards

• DNR: For demolition, architectural lead painted components may be demolished and properly disposed of as solid waste if the paint is not separated from the structural material (intact). A hazardous waste determination is not necessary if the lead paint is intact. Recyclers should be contacted for specific work practices if structural steel is to be recycled.

In considering if site specific brick, block or concrete may be recycled, lead painted surfaces are not considered “clean” fill. DNR issued guidelines and interpretations, “Concrete Recycling and Disposal Fact Sheet” have determined that painted surfaces which do not meet the statutory definition of lead paint (HFS 163.03(61)) may be considered clean.

Lead paint scrapings and chip debris may be considered hazardous waste.

Prior to disposal lead chip debris should be characterized or assumed as hazardous waste. Paint waste is considered hazardous waste if it fails the Toxicity Characteristic Teaching Procedure (TCLP) for specific toxic metals.

This test determines how much toxic metal could leach from a waste and potentially migrate into the groundwater.

LEAD PAINT FINDINGS

The following surfaces were identified to contain lead above the Wisconsin Department of Health definition of Lead-Based Paint of 0.5% Lead by Weight.

1. Ceramic Wall Tile in Room 115 – Approximately 100 Sq. Ft.

2. Red Paint on Garage Door Frames – Approximately 440 Sq. Ft.

Other paint testing identified lead levels in paint below the State of Wisconsin threshold of 0.5% lead. See chip sample results below.

Approximately 100 square feet of lead containing ceramic wall tile in Room 115.

Approximately 440 square feet of lead containing paint on garage door frames

Representative chip sampling showed the following:

- Lead IS present in the paint.

Chip sample results were as follows:
