About this file
This document is a Justification and Approval for Other than Full and Open Competition under FAR Part 6 for the procurement of Monaco Enterprises Inc. fire alarm systems. The authority cited is 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2)(iii)(A) due to the substantial duplication of cost to the government that is not expected to be recovered through competition. The current fire alarm system is proprietary to Monaco Enterprises and no other manufacturer's products can communicate with the existing system, requiring an estimated over $1M to convert to a new system. Market research confirmed Monaco Enterprises as the sole source capable of meeting the government's requirements. The contracting officer has determined the anticipated cost will be fair and reasonable based on comparative analysis of historical prices and the independent government estimate.
The related federal contract opportunity is a solicitation for the ADD/ALTER (ADAL) Fire Crash Rescue Station Building 510, a single firm fixed-price construction contract for services including facility upgrades and new construction. The project requires the use of Monaco Vulcan fire alarm panels, for which justification has been provided. This solicitation is being issued under full and open competition with a NAICS code of 236220 and an estimated magnitude between $5-10M. The bid opening date and time are specified, and interested offerors must be registered in SAM.

Justification and Approval for Other than Full and Open Competition – FAR Part 6
1. Contracting Activity: W50S9H – Volk Field ANGB
2. Description of Action: This approval is for a new Firm Fixed Price (FFP) Construction contract that will utilize UMMC Funding.
3. Description of Supplies/Services: Monaco Enterprises, Inc: Monaco Vulcan Fire Alarm Panels with respective smoke detectors compatible with BT2-8 transmitters.
4. Authority Cited: 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A), Substantial duplication of cost to the Government that is not expected to be recovered through competition.
5. Reason for Authority Cited: The CRTC currently employs Monaco Enterprise, Inc equipment and systems for our base-wide fire alarm system. The overall system incorporates a central reporting station that is located at the fire station with transceivers located in every building on base and communicates back to the central reporting station. Monaco Enterprise, Inc's equipment/systems are proprietary in nature and no other manufacturer's equivalent products can communicate and support the current Monaco Enterprise, Inc system currently employed at this installation. To install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through completion resulting in unacceptable delays in fulfilling the agency's requirements. This estimated cost for converting the entire installation to a new automated control system would be well over $IM.
6. Efforts to Obtain Competition: In order to maximize competition, the Government conducted market research to determine commercial sources capable of meeting the security requirement.
Monaco Enterprises, Inc. is the sole source vendor capable of meeting the Governments need.
7. Actions to Increase Competition: If future fire security system requirements arise, the Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, the Government will continue to conduct market research to find equipment/systems that are not proprietary in nature. For this requirement however, Monaco Enterprises, Inc. is the only company that can meet the Governments requirement.
8. Market Research: Market Research was conducted to determine the commercial availability of the required items. Market research was conducted by querying the Government database FPDS-NG as well as SAM.gov for previous contracts and historical purchases. Additionally, market research was conducted via commercial websites to gain additional information on commercial availably. Market Research indicated that the WI ANG and the US Air Force have awarded numerous contracts to Monaco Enterprises, Inc. for same and similar fire alarm panels and smoke detector systems.
9. Interested Sources: A sources sought was not posted for this requirement based on the proprietary rights of the fire security alarm panels and smoke detector system. Monaco Enterprises Inc. is the manufacturer of the required Vulcan Fire Alarm Panels and system compatible smoke detectors, and it is a customary industry practice for manufacturers to limit proprietary information to technicians who have been properly trained and certified on how to install, maintain, repair, and integrate their equipment and systems.
10. Other Facts: Monaco systems and items are already in place at the installation and in this instance, no other manufacturer's systems or items will communicate and work with the current system. The cost to convert a new system is not reasonable compared to the cost to maintain parts of the current system.
11. Technical Certification: I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.

13. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable.
Determination of Price Fair and Reasonable will be made using comparative analysis of historical prices paid as well as a comparative analysis of the Independent Government Estimate
(IGE).
