Questions & Responses #3
Question Response
1.
SWPPP, documents require that we provide a Construction General Permit for the Job. Usually, the owner provides us with the WDNR Site NO. (Fin) or a copy of the NOI and we include this information in the reports. What will be required?
A storm water permit was applied for all F-35 projects (including this project). The contractor needs to conform with sediment and errosion control measures contained within the drawings and specs.
2.
Does the existing roof have a warranty or warranty supplier to contact, if any patch or repair is required?
Existing roof does not have a warranty currently.
3.
Drawing C-301, the existing visual scale seems to be 1:300 but the sanitary dimension (292 lf) matches with 1:200. Please clarify.
The scale included on sheet C-301 is incorrect and should be a 20' scale instead of the 30' indicated. Ref Addendum 1.
4.
Drawing SF-101 detail C4, indicates the framing of an exterior wall. Please clarify this type of wall and the exterior and interior finishes.
BKG: From exterior to interior: New exterior wall to infill the demo'd area at the OH door will be 1 1/2" EIFS on 1/2" exterior sheathing on 6" metal studs @ 12" OC, per detail C4/SF-101. 6" metal studs should be filled with batt insulation. 2-1/2" furring strips to the inside the metal studs, and 5/8" gypsum board on the interior face of the wall. See QA3 attachment 1/Detail P-8 for existing construction. See addendum 1, Detail A4/Sheet AE600 for new construction.
5.
Drawing AD-100, Axis 9 between Axis H-J-K indicates to remove a double door and a piece of the exterior wall. If this detail is to match detail C4 in SF-101 the portion to remove should be 20 ft instead of 16 ft as this detail measures. Please clarify.
BKG: The dimension to remove from existing wall should be 18'-0". See addendum 1, Detail A1/Sheet AE100 for revised floor plan and dimensions. See addendum 1, Detail A1/Sheet AD100 for revised demolition dimensions. See addendum 1, Detail D1/Sheet AE201 for revised Elevations and dimensions.

7.
Drawing AD-100 indicates (keynote 6) to remove the panels and the gypsum board of the north wall in the corridor (not the framing). Drawing AE-100 indicates partition tag legend I6b. Are we to understand that over the existing frame we will provide a layer of gypsum board?
BKG: Remove chair rail, acoustical panels, gypsum board, and 2-1/2" metal furring to the interior 6" set of studs. Add a new layer of 5/8" gypsum board to the existing 6" metal studs.
Refer to QA3 Attachment 2/Detail P-17 and P-17A for original wall type detail.
8.
Drawing AD-100 indicates (keynote 8) to remove wall finish and insulation (frame remains). Drawing AE-100 indicates partition tag legend I6b. Are we to understand that over the existing frame we will provide a layer of gypsum board?
BKG: Correct. Along Corridor 104, between Grid F and continuing East until the West wall of Women's Locker 106, the wall is to be demolished down to the existing studs. New gypsum board is to be placed on the studs. See QA3 Attachment 3/detail P-4A for existing wall type detail and refer to partition detail I6b on Sheet A-002 for partition type.
9.
Drawing AD-100 detail C4 indicates the removal of the existing wall and to be replaced with a structural cfs framing of 362S and 362T. Based on the photos from the pre-walk (see below) looks like the exterior wall consists of 6” precast panels and another interior board wall. Could you please clarify the existing structures in the area?
BKG: Moving from exterior to interior - Existing structures consist of a 6" Precast Concrete wall (4" Precast Concrete inside the offset), 2" insulation board, vapor barrier, 2-1/2" metal furring channels, and 5/8" gyp board. See QA3 attachment 1/Detail P-8 for existing construction.

Referring to Section 01 45 35 Page 3, Subsection 1.5.3.1 Special Inspector NDT Level III Certificate, Subsection 1.5.3.2 Associate Special Inspector NDT Level II Certificate plus 1 year of related experience.
Is a NDT Level III mandatory for these inspections or can this be amended to be a NDT Level II for the Special Inspector referenced in 1.5.3.1? My rational for this change is below.
In many situations, a high number is a higher order of something. In the case of NDT, it’s really more of a separate classification rather than a higher order. A level II is a fully certified individual to perform NDT work. Fully trained with substantial number of on-the-job work performance hours. The Level II is the level similar to a journeyman plumber or electrician, if you will. A Level I, would be the apprentice level.
A Level III is someone which is qualified to write NDT procedures, perform NDT training, develop NDT programs, and the like. A level III can be more of a program or managerial person and may or may not be someone that routinely practices NDT inspection. Using the plumber/electrician example, the Level III would be the guy at the labor union or trade school teaching the trade. Some Level III’s do both training and practicing in the trade, but
FSB believes that a NDT Level II is appropriate for the Special Inspector as recommended in this question.
Government concurs with AE.
many don’t.
As such, the typical and correct requirement for routine inspection work, such as this, is a Level II. Calling for a Level III has the risk of requiring a person that doesn’t actually conduct NDT inspection on a routine basis and isn’t a routine practitioner of the trade being placed out in the field. It also highly limits the availability of people to do this work. Only a small percentage of individuals in the NDT industry have Level III credentials.
24.
