About this file
This document contains questions and answers related to solicitation number W50S9F-23-B-0001 issued by the Department of the Army National Guard. The solicitation seeks a single firm fixed-price contract to provide construction services for project XGFG182019 to repair and upgrade building 420 at Dane County Regional Airport - Truax Field in Madison, Wisconsin to support the F-35 mission. Services include modifying existing maintenance and administrative spaces, providing warm aircraft storage, and meeting sustainable building requirements. F-35 Repair B420, Solicitation # W50S9F-23-B-0001 Posted to SAM.Gov 14 February 23
Questions & Responses #1
Question Response
1. Please advise if this project will be tax exempt.
Awardee will be provided a tax exemption certificate from the state of WI.
2.
The Bid Pre-proposal slides (21) indicate that the offerors must request a DOD SAFE Drop-off Code, per page 11 of the solicitation. However, the solicitation identifies that bids shall be submitted in person and identified a bid repository. It also does NOT identify instructions to request a drop-off code. Please confirm that offerors shall submit bids in person, per the solicitation instructions on page 8 (paragraph 5), rather than using a DOD SAFE drop-off code
This is an error in the Pre-Bid slides, as indicated on slide 1, "If there are any differences between Pre-Bid conference slides and the solicitation, the information found in the solicitation will prevail."
Per Solicitation Page 8, Bids WILL NOT be accepted electronically or by Facsimile.
3.
Reference the Solicitation item #11 that prescribes a 180-calendar day Period of Performance. This is unachievable due to equipment procurement and manufacturing lead times for HVAC and electrical equipment. Please verify that the mandatory PoP can be waived and contractors to propose their own PoP with the proposal response.
Lead time concerns as it relates to the PoP schedule will be addressed upon contract award with the awardee. PoP will not be adjusted until actual impact of lead time concerns are studied.
