Questions & Responses #2
Question Response
1.
Primavera P6 is mentioned as the scheduling software. Will it be possible to use Microsoft Project as an option?
Micorsoft Project is an acceptable option.
2. Can we use Procore as the submittal software management system?
Submittal process will be discussed with the awardee at the pre-construction meeting. The 115th has employed several methods/software for managing the submittal process.
3.
It is required to provide a 6 ft tall chain fence around storage and materials trailers.
Specification for chain fence is not part of the bid documents. Could another type of fence be provided?
Install chainlink fence per requirements. Specifications are for construction, not for temporary facilities.
4.
Drawing C-301, indicates to remove the existing sanitary line. The line “runs” below the next building perimeter fence. It is the intention of the job to remove and reuse the existing materials (some of the material may be damaged in the removal) or cut and replace them with new materials. If any replacement is required, please provide the specifications required for the chain fence.
The intent is for the fence to remain in place during removal.
Access to the airfield side of the fence can be provided as necessary. If the fence as it exists should be damaged during removal it shall be replaced in kind. Airfield security shall be maintained at all times, fencing shall not be left open overnight.
5.

Contractor will not be assessed liquidated damages for any delays that are beyond their control.
6.
Reference Q&A #1 dated 14FEB23, specifically question #3. Please verify that contractors should only price general conditions based on the mandatory PoP of 180 calendar days prescribed for in the solicitation. If the PoP is adjusted by lead times after contract award, the contractor would then be awarded general conditions costs based on the additional days added to the PoP.
As determined by the A-E and approved by 115 CES, the government stands by the 180-day Construction PoP.
The Government understands that due to supply chain issues, long lead times are a concern. The government cannot address any and every lead time concern during the solicitation process and has amended Clause 52.211-10 for clarification, providing flexibility for lead times. “Begin Performance” shall include beginning the submittal/RFI approval process to facilitate ordering of long lead time items.
Once there is a better understanding of lead times the government will work with the awardee to determine a Notice to Proceed date and subsequent mobilization date.
The contractor will be responsible for managing and
