QUESTIONS and ANSWERS
As of 6/9/21
1. Question: Are bids to be hand-delivered or can we send our bid package via FedEx?
Answer: Interested bidders may submit complete bid packages via FedEx, UPS, USPS, Courier, etc. Address per Block 7 of the solicitation. Please plan accordingly to ensure delivery prior to due date and time.
2. Question: Is the contractor required to test existing cables?
Answer: Yes. May be tested as one cable between elbow junctions.
3. Question: Where is the location of TCB 9?
Answer: TCB-9 does not exist. See Revised E6.1 issued by amendment.
4. Is aluminum or copper URD required? The plans and specifications conflict.
Answer: Cable to be #1/0 aluminum URD, 100% insulation XLPE. Single phase runs of cable to be full neutral. Three phase runs of cable to be either 1/3 neutral or full neutral.
Design intent is to match Green Mountain Power (GMP) standard cable type.
5. Is the contractor required to pay any Green Mountain Power (GMP) fees associated with this project?
Answer: The extent of GMP work is expected to be the removal of the wood structure GMP substation, the removal of the temporary overhead line along Falcon Drive, and miscellaneous pole work to tie the new S-VTANG switch to the new 12,470V service. There are no GMP fees expected for this project for the work above. If the contractor uses GMP as a subcontractor to perform any work outside of the scope noted above, the contractor shall pay any GMP fees.
6. Please clarify extent of work involve with “remove cable back to GMP Substation”.
Answer: GMP Substation shall refer to the wood structure located adjacent to switches S1 and S6. Contractors shall remove all cables back to the riser pole switches.
7. What duct bank requires concrete encasement? What is considered “Low Voltage” and what must be concrete encased for “Low Voltage” duct bank, if different?
Answer: All duct banks for circuits above 600V shall be considered high voltage and shall be encased in concrete. Low voltage circuit conduits (under 600V) that are not part of a ductbank that included high voltage cables only requires concrete encasement when run under roads (paved or not paved) and parking lots.
8. When work is in a parking lot, can the entire parking lot be closed during construction or must work are be isolated/fenced?
Answer: No. The entire parking lot cannot be closed during construction. The COR will work with the contractor to provide the largest area of access as possible while allowing base operations to continue.
9. Can NCO Drive be closed during construction activities in the roadway?
Answer: No. Only one lane on NCO drive can be closed at a time. Contractor to provide flaggers to route traffic during lane closures. At night, contractor to place signs to use caution and yield to oncoming traffic.
10. Do any of the transformers being removed have PCBs?
Answer: The contractor shall bid the project as if there are no PCBs in the transformers.
11. Could you provide a specification on the 6 single phase submersible transformers AST2/2A/2B & BPT2/2A/2Bs?
Answer: Specification 261200 – Medium Voltage Transformers is replaced in its entirety with Specification 261200 Medium Voltage Transformers – REV1 06/1-21. It now includes submersible transformers.
12. Please clarify the 15kv cable required. The prints call for 3-1/c 1/0 alum. URD 15kv cable with a full neutral per conductor with xlp insulation. The specs approved Okonite as a cable manufacture. Okonite does not make xlp cable, is epr insulation acceptable? Also is the full neutral for each conductor correct, or do you want 1/3 neutral per conductor?
Answer: The intent is to match, within reason, GMP standards. Provide 175mil (100%) insulation, full neutral for all URD cables. Okonite cable may be used in lieu of Hendrix since it works with the same elbow connectors.
13. Could you provide specifications for the Fault indicators?
Answer: Design intent is to use the test point of elbows to provide test point reset type faulted circuit indicators with low pass filter and variable trip setting that reset when power restored. Eaton STAR FCI STHIA or equal. Verify all indicator flags are viewable without moving equipment. Just prior to completion of project, use testing tool to verify all indicators are reset and batteries are operational. Provide testing/reset tool to Owner when complete.
14. Could you provide specifications for the Sectional Cabinets?
Answer: Detail 3 on E6.1 indicates 66" LONG THREE PHASE TC CABINET (EATON SEC36A23FOOOOMOG, OR EQUAL). Detail 5 on E6.1 indicates 30" LONG SINGLE PHASE MTC CABINET (EATON SEC13023FOOOOMOG, OR EQUAL) on
FIBERGLASS GROUND SLEEVE (EATON GS303022, OR EQUAL).
