PERFORMANCE WORK STATEMENT (PWS)

FOR

PSXE162007 Repair Dining & Medical Training Facility, Building 420

1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform construction activities associated with the renovation of a 23,200 square dining and medical training facility, building 420, to include all Services, as defined in this PWS.

1.2 Background: Existing Building 420 was constructed in 1994, with a two level addition added in 2003. The original building portion was constructed on an excavated site. At one corner of the first floor level of the building, the interior concrete floor slab has severely cracked and dropped below the original floor elevation. The settlement has also resulted in cracking in the walls, and the exterior brick façade has cracked and dropped down. The settlement of the subsoil requires investigation by the A-E to best determine the method of remediation, which will be followed by soil and building structural stabilization and repair. The facility does not have a fire suppression system and therefore does not comply with current ANG and UFC directives for facilities of this building type classification. Dining Facility and Services are located on the second level and do not comply with current accessibility requirements. Original building design provided limited disability access based on original operations and occupancy for that time and therefore did not include an elevator. The current method of access now discriminates against those with severe impairments who are offered dining privileges. The existing HVAC system for most of the facility is comprised of original equipment, and has exceeded its’ serviceable life, and does not comply with mandated AF energy efficiency standards. Fan motors, hydronic piping, valves, controls, fan coil units are worn beyond repair, piping systems sweat and leak water. HVAC controls and mechanical components constantly fail and do not respond to thermostat temperature settings through the energy management program.

Indoor temperatures cannot be maintained at creature comfort levels. Constant and costly maintenance is required to keep the air distribution system from complete failure. Hot water heating systems required for food service preparations and dishwashing are no longer efficient, and the original boiler for the building heating system has exceeded the factory recommended service life. Interior lighting systems are not energy efficient and require replacement parts that are no longer manufactured. Suspended and drywall ceilings in major areas throughout have been water damaged and require replacement, repair, and repainting. As a result of water damage and leaking pipes, mold continues to be present on ceilings and pipe and ductwork insulation. Wall and floor finishes throughout are worn and damaged, and require repair and upgrade to meet quality of life standards. Several doors and frames exposed to rain have rusted out and require replacement.
