SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been modified:

QUESTIONS AND ANSWERS

1. Could you please clarify the Date and time in which this IFB is due to be received by the Government?

A: The bid due date has been updated to 10:00 AM EST on 23 August.

2. Under Section 00010 Notes. It talks about a Different date. Does that just apply to the bond?

A: Correct it just applies to the bond. It allows two extra days to provide the original bond.

3. Ok, so if that's the case are we allowed to submit our proposal electronically?

A: No

Section 08 33 23 Coiling Doors1 On A101 there is a note A1 that states door 126C is to be custom color powdercoat.

4. Is this the only Overhead door to be custom powdercoated, or should this be for all doors? The specification indicates, Part 3 paragraph 3.2 doors are to be field painted.

A: All new exterior roll‐up doors to be custom powder coated.

Again on A101, Note A2 indicates that door 133‐E is insulated. The specification 2.3 Overhead Coiling Doors, paragraph 2.3.1 indicates doors to be insulated.

5. The note A2 on A101 makes this confusing. Are all doors insulated per specification or just door 133‐E?

A: Only new exterior doors to be insulated.

6. Electrical power plans, note E13 indicates, states doors to be motorized suitable for Class 1 Division 2 space. What are the exact requirements? the specification does not indicate this type of motor operator.

A: The door specification itself does not change. The motor operator needs to meet the class 1 div 2 requirements.

7. Door 126B‐E is a door that is taken down and reinstalled. This door also has the

E13 note applied. Does this door now have Class 1 Division 2 Motor operator, or is the motor operator to be replaced to meet this requirement? Also this Door requires a 1 hour fire rating. Does the existing door meet this requirement?

A: This existing door meets the fire resistance rating requirements. The motor operator needs to meet the class 1 div 2 requirements.

8. The specification requires slide locks. The motor operator will lock door. I recommend this option be deleted. If not the TANG will have maintenance issues.

A: Pond/Gov't has no issue with them being removed.

9. Sheet I‐101/101A Nose Bay Existing or New epoxy per general note

A: Room 101A/Nose Bay should state EP‐1 on finish schedule, as noted in Remarks will we redone with the Hangar Floor.

10. 102A Mech EP‐1 or Existing epoxy

A: Room 102A should state Existing on the Finish Schedule and as noted on sheet I‐101

11. 103 Mech EP‐1 or Existing epox

A: Room 103 should state Existing on the Finish Schedule and as noted on sheet I‐101. 103A should not be on the finish schedule as room was removed with HEF removal modification.

12. 113 Fuel Cell Supervisor CT‐1 or Epoxy to match existing

A: Room 113 correctly states CT‐1. The note with arrow on sheet I‐101 should be pointing to room 101A/Nose Bay, not room 113.

13. Per drawings page M‐602 there is quantity 6 existing airhandler units (AHUs). It is unclear whether these AHUs are to be integrated into the new building automation system. If they are required to be integrated and user graphics created for them, do the existing AHUs have BACnet communication cards to allow for integration? If not is the controls contractors responsible to provide said BACnet cards?

A: The existing six (6) AHUs are currently controlled by the existing DDC system. The contractor shall relocate the connection points along with the AHUs and reconnect the AHUs to the DDC system.

14. Sheet S151, Key note S15 calls for a delegated design at the new draft curtain and refers us to specification 05 40 00 for more information. I have not found this specification. Please clarify the requirements.

A: Detail A3/S‐302 refers to note S8 on S‐151. It should refer to note S15.

Detail A3 also specifies 1 ½” metal studs. It should specify 2 ½” metal studs. It also specifies 1 5/8” metal stud blocking, It should specify “Size as required.”

See attached Specification Section 05 4000.

15. Sheet A101, Key Note 6 calls for a spill containment barrier. It suggests a manufacturer, but not a model number. I have not found a specification or construction details. Please clarify the requirements

A: There is enough information in the note for bidding and submittal purposes. There is not an associated specification for this item.

16. The drawings for the demo of buildings 110 & 111 appear to be missing some drawings.

A: Drawings CS503, CS504, CS505, and CS506 are provided. Be advised, some details referenced on these sheets may not apply.

17. Sheet CS110 calls for some detail sheets (CS503, CS504, CS505 & CS506) that are not on the

SAM.gov web site.

18. How do the details on Sht. S‐303 apply to this project, since Sht. FD‐101 indicates that the existing Foam Generator is to be removed?

A: Sheet S‐303 is not used and should have been removed from set. Title block says, “not used”.

Sheet S‐151 Keynote S15 calls out detail A3/S‐303, this is a typo. It should reference A3/S‐302

19. Is the flatness of the current epoxy flooring system acceptable for the new floor that will be installed? If not, a higher build system and or leveling will need to be specified to bring it to an acceptable level.

A: We are not aware of any issues with the flatness of the existing floor that may affect the installation of the new system. Refer to specification section 09 67 23.15 – Fuel Resistive Resinous Flooring, 3‐Coat System for additional information.

20. Since this area involves fuel, would a conductive ignition control ESD flooring system not be required?

A: Provide flooring system as specified.

21. The rooms around the hangar appear to be flat and the existing coating well adhered. Is total removal required for existing rooms that have sound, well bonded coating that can be recoated?

A: Prepare areas to receive new coatings as specified.

22. On the overall floor plan for plumbing P11 note says to drop 3 breathing air drops and tie together. With that said it is just labeled as CA on the drawing and the two tables do not mention breathing air material. Just lubricated compressed air. I assume if it is in fact breathing air then it needs to be cleaned and capped copper like medical gas. Can you confirm please?

A: For breathing compressed air piping, provide cleaned and capped copper.

23. It appears that Bldg 110 will be unoccupied during the project. Therefore, can it be used as a Field office?

A: Once under contract, buildings are turned over to the contractor for their use.

24. They are asking for a Champion L29 (40hp) Compressor. That Compressor produces 173cfm @ 125 psi. However, they are asking for 345cfm. Also the Dryer (CRN200) is no longer in production. We do have a CGD200 available. Don't understand why they ask for a 200cfm Dryer while asking 345cfm from their compressor. Have I missed something? Do they want two compressors & dryers?

A: Provide 175 CFM @125 psi air compressor. Provide 200 CFM air dryer as a 175 CFM air dryer is not standard. Refer to updated drawing P-601.

25. Note 13 on Sht. AD001‐0 says to see Asbestos Report and Asbestos Management plan. Where is this Report located?

A: See BLDG 111 Asbestos attachment for Bldg 111 asbestos report. Bldg 113 has no known asbestos containing material. Please note, it is the contractor’s responsibility to evaluate the structure to determine the extent of ACM that needs to be abated as part of their bid.

26. In the "MTANG+Demo+110+and+111+drawings.pdf" drawing set, the Site Plan Notes on drawing GC006 references drawings GC002, GC003, GC004, and GC005 but these drawings are not part of the drawing set. Please provide these drawings.

A: Drawings GC002, GC003, GC004, and GC005 are provided. Be advised, some details referenced on these sheets may not apply.

27. In the "MTANG+Demo+110+and+111+drawings.pdf" drawing set, drawing CD100 shows detail drawings CD101, CD102, CD103, CD104, CD105, CD106 which are not part of the drawing set.

Please provide these drawings.

A: Drawings CD101, CD102, CD103, CD104, CD105, CD106 do not apply the demo of bldg. 110 and 111.

28. Please confirm that the entire demolition shown on CD100 is included in the scope of work for this project. Specifically, the demolition that is around the KC‐135 Apron approximately 0.5 miles southwest of Bldg 111. If this area is within the scope, it appears (from Google Maps) that there is a building directly above underground utilities marked for demolition between the KC‐ 135 apron and Briscoe Rd (shown as Brisco Dr on Google Maps). Please confirm that this is part of the scope of work for this project.

A: This area by the apron is not part of the Bldg 110 and 111 demolition scope.

29. Due to the instability in our current economy with price escalations and procurement issues, please change the contract type to a Fixed‐Price with Economics Price Adjustments pursuant to

FAR 16.203.

A: Contract type cannot be changed.

30. Please allow us an additional week for RFI's (19 August, 2022) and an additional week for the bid due date (30 August, 2022).

A: Declined

31. Hangar Door Specs have language that refers to a cable system. Please advise if cable system or pickup bracket system is preferred.

A: Provide cable system as specified.

32. Hangar Door Specs have language that refers to sensing edge system. Please advise if this should be included.

A: Provide as specified.

33. The hangar door leaves are 4” thick. This isn’t deep enough to install an internal motor and drive unit assembly. What would you suggest? An alternative is an external motor assembly, commonly knows as a rubber tire operator, but these require more space and add 14‐inches to the door thickness. Example here https://hangardoors.aero/motorized‐hangar‐doors

A: Hangar door is being refurbished. Motor assembly and all other components to be reconfigured to accommodate new work.

34. Whats the anticipated start date for the hangar door work?

A: The contractor will propose what time works for the overall schedule to start in order to meet the contracted period of performance.

35. Are electrical components on the hangar door required to be explosion proof if they are 18‐ inches above the finished floor?

A: Hangar door components are not required to be electrically classified provided that they are above 18".

36. Scope of work says to provide draped cord power system but hangar door specs state trolley buss. Please advise which you prefer.

A: Provide a new drape cord power conveyance system.

37. Option 1, sheet CS110 references drawings CS503, CS504, CS506 & CS507. I have not found these drawings in the bid documents. Please direct me to them or make them available.

A: Drawings CS503, CS504, CS505, and CS506 are provided. Be advised, some details referenced on these sheets may not apply.

38. Option 1, sheet AD001, Notes 13 & 14 reference an Asbestos Report and an Asbestos Management Plan. I have not found these items in the bid documents. Please direct me to them or make them available.

containing material. Please note, It is the contractors responsibility to evaluate the structure to determine the extent of ACM that needs to be abated as part of their bid.

39. The structural specification requires fabrication to be done in an AISC Certified fabrication shop. We are requesting that the AISC certification requirement be waived if a Los Angeles City Certification can be substituted instead? Or can this AISC certification be waived if a third party monitoring agency performs inspection of the fabrication plant during the steel fabrication and erection process?

A: It is permissible to waive the AISC Certification for the Fabricator and Erector if the third party/special inspector performs an inspection of the fabricated items at the fabricator’s shop during fabrication and observes the erection process during construction

A: Per the solicitation all questions are due no later than 5 working days prior to bids being due. Therefor there will not be 7 days.

47. Sheet M101A, Key Notes M3 & M4 call for tank purge supply and exhaust duct. What material should this duct be made from?

A: Exhaust and supply ducts must be interior 302 Stainless steel with neoprene outer coating.

48. Sht. CS‐110 Shows details on CS‐503, CS‐504, CS‐505 & CS‐506. These sheets are not included in the set that was posted with solicitation.

49. Sheet E‐111, Keynote E11 calls for replacement of existing hanger bay receptacles with class 1, division 2 explosion proof receptacles, reuse existing circuitry, and to mount at 48” AFF. Sheet E‐ 141 classifies this hanger area as class 1, division 2 only up to 18” AFF. Please clarify if the receptacles will need to be explosion proof since they will be mounted at 48” AFF. If explosion proof devices are required, will an explosion proof seal off be required to be installed on the existing raceways feeding the existing devices?

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour National Office because National Office has responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
