About this file

This is a Questions and Answers (Q&A) document addressing clarifications on a federal contract opportunity for HVAC equipment replacement and installation across multiple buildings.

The project encompasses replacement of cooling and heating systems in four buildings: Building 230 (Communication Vault System), Building 020 (Chiller Replacement), and Building 402 (Rooftop Unit Replacements). Building 230 requires removal of the existing 1.5-ton system and installation of a new 3-ton CRAC (Computer Room Air Conditioning) unit with precision environmental control capabilities from Liebert manufacturer. The system must maintain room temperature of 65-75°F with 40-60% humidity, supply 1500-1800 CFM airflow, and operate at .30-.75 inches water gauge external static pressure (defaulting to .5). Building 020 chiller replacement and Building 402 rooftop units must match existing unit performance specifications. Building 402 requires Carrier brand equivalents with 20% outside air and 80% return air, leaving air temperature of 50-55°F in summer and 85-110°F in winter, and does not require economizers. All work must comply with applicable building codes and environmental health and safety requirements. Contractor responsibilities include duct system design modifications, electrical upgrades if necessary to support new equipment, disposal of existing equipment and refrigerant (new refrigerant only), and preparation of contract-specific Quality Assurance/Quality Control and Safety Plans post-award. All contractor personnel require real IDs and background checks. The government does not extend tax exemption to contractors. A heat load calculation for Building 230 is available in a separate document titled "Sanitized Heat Load Calculator_Vault."

Question Answer

Does the entire project need to be done to code?

Yes. All work shall be performed in accordance with the referenced documents and applicable building codes. Applicable local, state, and federal environmental health and safety requirements also apply.

Do the roof units need to have railing?

All installations need to comply with all applicable regulations, so if they specify a handrail then it needs to be installed

Do any buildings have specific brand names that are required?

For Building 402, the existing unit is identified as Carrier, we would prefer to stay with that brand. For Building 240, the replacement compressor must be OEM-compatible with the existing York chiller configuration.

Does the Comm Building (B230) need a 4-ton unit or will there be an increase in size for this unit?

Building 230 requires removal of the existing 1.5-ton system and installation of a new system capable of at least 3 tons of cooling. The SOW establishes 3 tons as the minimum required capacity.

Building 230 – Communication Vault System Is this system serving a computer/IT or communications equipment space requiring a precision environmental control system similar to Liebert? Yes Is the replacement system intended to be a DX system? Yes, the system should be a CRAC unit

The original scope states a minimum 4-ton system, while the subsequent modification references a minimum 10-ton system. Please confirm whether we are to quote a 4-ton system or a 10-ton system. Quote a 3 ton system If a precision cooling system is required, would Compu-Aire be an acceptable manufacturer in lieu of Liebert, provided the equipment meets the required performance specifications? Current estimated lead time for Compu-Aire is approximately 24 weeks compared with approximately 46 weeks for Liebert. Liebert Please provide the required room temperature setpoint and allowable operating range. 65-75 Please provide the required humidity setpoint and allowable humidity range. 40%-60% Please provide the required supply-air temperature or leaving-air temperature for the space. not applicable, control to meet room temp requirements Please provide the required airflow/CFM. 1500-1800 CFM Please provide the required external static pressure. Replace in kind

Please provide the available electrical voltage, phase, and amperage.

Replace in kind

Is there a blueprint, floor plan, mechanical plan, or duct layout available for Building 230? .30-.75 in w.g. Default to .5

If the system is being increased from the existing approximately 1.5-ton system to either 4 tons or 10 tons, who is responsible for the design of the new duct system and associated modifications? the contractor Was a load calculation performed to establish the required new cooling capacity? If so, please provide the load calculation and design criteria used. yes, included on a separate document titled Sanitized Heat Load Calculator_Vault If the required system is 10 tons, has the existing electrical service and panel been evaluated to confirm that it can accommodate the increased electrical load? we require a 3 ton unit. And no it hasn’t been evaluated If electrical service, panel, feeder, breaker, transformer, or other electrical upgrades are necessary to support the new equipment, are those upgrades part of this contract scope? yes Please provide the required BAS points, control sequence, communication protocol, alarms, and monitoring requirements. reinstall existing sensors Building 020 – Chiller Replacement Please provide the design and performance criteria required to properly select and rate the replacement chiller, including:

1.Entering Water Temperature (EWT)
2.Leaving Water Temperature (LWT)
3.Required system GPM
4.Required cooling capacity at design conditions
5.Design outdoor ambient temperature
6.Required chiller efficiency/performance criteria
7.System fluid type and glycol concentration, if applicable
8.Evaporator pressure-drop requirements or limitations
9.Available electrical voltage, phase, and amperage
10.Required BAS points, communication protocol, and sequence of

operation Same requirement as existing unit Building 402 – Rooftop Unit Replacements Please provide or confirm the following design criteria for the replacement rooftop units:

Required supply airflow/CFM Same requirement as existing unit Entering Air Temperature (EAT) 20% outside air, 80% return air Leaving Air Temperature (LAT) 50-55 during summer, and 85-110 in winter Required outside-air CFM or percentage of outside air Same requirement as existing unit Required cooling capacity at design conditions Same requirement as existing unit Required heating capacity Same requirement as existing unit Required external static pressure Same requirement as existing unit Whether economizers are required Economizers are not installed and not needed

Required ventilation/outside-air requirements 20% outside air, 80% return air Required BAS points, communication protocol, and sequence of operation Automated Logic is the brand of the control across the installation Whether the existing duct system is to remain as-is or whether duct modifications are anticipated Existing ductwork will remain in place Whether the new units are to be selected as current Carrier equivalents matching or exceeding the existing units' performance, or selected based on separate building design conditions selected as current Carrier equivalents What are the plans to accommodate 10 tons of cooling equipment in the Current attic space or occupied space of the Vault Communications Room? N/A - we require a 3-ton unit

Is it ok to recover existing refrigerant and reuse for new compressor? No, all refrigerant used must be new Is the contractor responsible for disposal of equipment or does client want to retain equipment? Contractor is responsible for disposal of equipment and refrigerant

In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?

Contractors are responsible for assessing the supervision needs. All contractors are required to have real IDs and pass the background checks to work on the installation.

Are contractors required to issue a contract specific QA/QC Plan? Yes, post award Are contractors required to issue a contract specific Safety Plan? Yes, post award

Is this project tax exempt?

The Government does not pay taxes for items purchased directly, but we are unable to extend our tax exemption to contractors.
