All work includes electrical, plumbing, control wiring, refrigerant recovery per environmental regulations, system testing, and BAS integration with full commissioning and operational verification.

General requirements include: work hours 7:00 AM to 5:30 PM Monday through Thursday (alternate schedules require written CE and Security approval 48 hours prior); AF Form 103 work clearance for earthwork or wall penetrations; contractor responsibility for locating and marking all underground utilities except natural gas and Cox communications; submission of technical literature, Safety Data Sheets, and Form 889 for equipment requiring maintenance; compliance with EMS Environmental Protection Statement and 138FW Safety and Accident Prevention Guide; AT Level I awareness training for all employees within 10 days of contract start; debris disposal documentation and tracking by tonnage and volume; interim and final SF 1354 submissions at 50% and 100% completion; AF 66 submittal register maintenance; and coordination with CE project manager and Security Forces regarding perimeter fence breaks. DBIDS contractor passes require Security Forces background clearance approval, and final payment is contingent upon badge return or continuing need validation. The contractor must comply with all applicable installation/facility access and security policies, including personal identity verification requirements and Force Protection Condition (FPCON) protocols.

General

1. The contractor shall provide all labor, materials, tools, equipment and transportation necessary to complete the work identified in this Statement of Work.

2. All debris is to be disposed of off base with proper documentation in accordance with the waste management plan generated by the contractor after the project is awarded.

3. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within government-controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

a. For Contractors that do not require CAC but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

4. All contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative.

5. This project is to be in accordance with the current version of the EMS Environmental Protection Statement. A copy of this document will be provided to bidding contractors via sam.gov as an attachment.

6. This project is to be in accordance with the current version of the 138FW Safety and Accident Prevention Guide. A copy of this document will be provided to bidding contractors via sam.gov as an attachment.

7. The contractor shall apply all environmental health and safety procedures required by local, state and federal regulations.

8. All work to be performed 7:00 AM to 5:30 PM Monday thru Thursday in accordance with the general conditions stated in the general conditions of the specifications. If alternate work schedule is desired, it must be requested in writing and approved by CE and Security 48 hours prior to the desired schedule.

9. The contractor is required to provide an AF Form 103 (Work Clearance Request) prior to any earthwork or wall penetrations.

10. The contractor is responsible for marking/locating all underground utilities. All base underground utilities are not covered by the Call OKIE service, contractor will be responsible for locating and marking those utilities as well. The only utilities that Call OKIE service will mark is Natural gas and Cox communications. All other utilities to include base communications fiber optic lines, electric, sewer and water will be the contractor’s responsibility to mark. Contractor must have all utilities marked in an area before a dig permit is issued.

a. If a utility is damaged, the contractor will repair per current code specifications or base standards.

11. Prior to any work, the contractor shall submit for approval by CE, one electronic copy of technical literature for all products to be used. Provide Safety Data Sheets for all appropriate products. Provide a Form 889 for all equipment/items that canned maintenance or repairs where parts will need to be purchased to maintain or repair the equipment at a later date.

a. Two Ways to Get a Form 889

i. Check SAM.gov

12. All DBIDS Contractor passes will be approved by the BCE and issued by SFS after completion of required background checks. Final payment to the general contractor will not be made at the completion of the construction project until all contractor badges have been returned or the continuing need is validated and documented in writing by SFS and BCE personnel.

13. Contractor will be responsible for keeping a log of all debris disposed of off base to include tonnage, volume, and disposal site. This data will need to be readily available through the project for semi-annual data calls or inspections.

14. Contractor will be responsible for submitting an interim 1354 when project is 50%completed and a final 1354 when the project is 100% complete as part of closeout documents.

15. Contractor will be responsible for filling out and maintain form AF66 submittal register.

16. The Contractor shall provide a submittal register and project schedule prior issuance of

NTP.

17. Contractor shall coordinate with CE project manager and security forces POC for any potential breaks in perimeter fence during project duration.

Scope of Work

1. General The Contractor shall furnish all labor, materials, equipment, and supervision necessary for the removal and replacement of Heating, Ventilation, and Air Conditioning (HVAC) equipment at multiple facilities. Work includes all electrical, plumbing and control wiring necessary for installation. Contractor shall be responsible for connecting all new system requirements to the Tulsa Air National Guard Base’s building automation system to function correctly. Contractor shall be responsible for all commissioning actions of the new equipment to include testing and balancing. All work shall be performed in accordance with the referenced documents and applicable building codes. The Contractor shall coordinate all activities with the Government Project Manager (PM) and Security Forces (SF) as required.

2. Base CLIN 0001: Building 230 – Communication Vault System Replacement

a. The system serving the communications vault is in building 230 and is undersized and malfunctioning.

b. Contractor shall remove the current 1.5-ton system in its entirety to include piping.

c. Contractor shall install a new system capable of at least 4-tons of cooling.

a. New system shall be multi-stage capable of saving energy and provide appropriate dehumidification.

b. New system shall have both dehumidification and humidification modes.

c. Contractor shall be responsible for all plumbing and electrical requirements.

d. Connect the new system to the existing building automation system

(BAS) and ensure full functionality.

e. Perform a full operational test.

3. Optional CLIN 1001: Building 020 – Chiller Replacement

a. Chiller is located outside Building 020 at the Northeast corner.

i. Current Model Number: YCALoo64EB17XCBSDTXA

b. Equipment Removal

i. Safely disconnect all electrical and water piping from the existing chiller.

ii. Properly recover all refrigerant.

iii. Drain all water from the existing chiller and associated piping.

iv. Remove and dispose of the existing chiller.

c. Install New Chiller:

i. New chiller must meet or exceed the cooling capacity and performance specifications of the existing unit.

ii. Contractor is responsible for any modifications to the existing equipment pad on which the unit sits.

iii. Contractor shall perform all piping work to connect the new chiller to the existing chilled water loop. Replace all associated flow control valves and actuators.

iv. Connect the new chiller to the existing building automation system (BAS) and ensure full functionality.

d. System Star-up and Testing:

i. Charge the new chiller with the manufacturer specified refrigerant and oil.

ii. Fill the system with water and perform a full system start-up

iii. Test for leaks and verify operation is within the specified design parameters.

4. Optional CLIN 1002: Building 240 – Compressor Replacement

a. The contractor shall replace one (1) failed compressor in the existing York Chiller located at the northeast corner of Building 240.

i. System: York Air-Cooled Scroll Chiller

ii. Model Number:

XX5XXXXXNB1AXXX (YCAL 41 to 65 Ton Series)

iii. Compressor Type: Suction-gas cooled, hermetic scroll compressor.

iv. Current Refrigerant used: R-407A

b. Equipment Removal and Preparation

i. Properly recover the existing R-407A refrigerant from the independent refrigerant circuit in accordance with environmental regulations.

ii. Safely disconnect electrical wiring and piping to remove the failed hermetic scroll compressor.

c. New Equipment Installation

i. Provide and install one (1) new, OEM-compatible hermetic scroll compressor matching the capacity of the YCAL0064 configuration.

ii. Compressor Features: The replacement compressor must maintain the system's design integrity, featuring a large internal volume and oil reservoir to provide liquid tolerance, and must be equipped with crankcase heaters for extra protection against liquid migration.

iii. Refrigerant Circuit Components: Because the YCAL utilizes independent circuits per compressor, the contractor shall supply and install necessary original replacement parts for the affected circuit. This includes replacing the high-absorption removable core filter-drier.

iv. Piping & Insulation: Ensure the entire suction line and liquid line between the expansion valve and the cooler remain properly insulated with flexible, closed-cell foam insulation.

d. System Restoration, Testing, and Commissioning

i. Perform a thorough evacuation of the repaired circuit.

ii. Recharge the system in accordance with compressor specifications.

iii. Conduct diagnostic to ensure the new scroll compressor operates efficiently.

iv. Perform a full operational test.

5. Optional CLIN 1003: Building 402 – Rooftop Unit Replacement

a. The contractor shall replace two (2) existing rooftop units (RTUs):

i. System: Carrier Corporation

ii. Model Number: 48TCED12A2A5A0A0A0

b. Equipment Removal:

i. Safely disconnect all electrical, gas, and control wiring from the two existing RTUs.

ii. Properly recover all refrigerant in accordance with environmental regulations.

iii. Remove and dispose of the two existing RTUs and any associated components.

c. New Equipment Installation:

i. Install two (2) new, high-efficiency rooftop units. The new units must meet or exceed the performance specifications of the existing equipment.

ii. Equipment Pad/Curb: The contractor is responsible for all modifications to the existing roof curb or equipment pad to accommodate the new units. A licensed engineer must approve any structural modifications.

iii. Piping and Connections: Install new refrigerant lines, condensate drains, and gas lines as required. All new refrigerant lines shall include new liquid line filter dryers and sight glasses.

iv. Ductwork: The contractor is responsible for all ductwork transitions required to connect the new units to the existing duct system, ensuring an airtight seal.

v. Controls: Connect the new units to the existing building automation system (BAS). All control functions must be fully operational and tested.

d. Testing and Commissioning:

i. Conduct comprehensive testing of both new RTUs to ensure proper functionality, airflow, and adherence to the manufacturer’s specified standards.

ii. Provide a full commission report upon completion.

6. Final Inspection and Testing

a. The Contractor shall coordinate with government to perform a final inspection and testing of all installed components to ensure proper operation and compliance with all specified requirements. This includes but is not limited to:

i. System Operation: Verification of proper start-up, staging, and shutdown for all new equipment at Buildings 230, 402, 020, and 240.

ii. Performance Verification: Confirmation that all equipment meets the manufacturer's design parameters, including correct operating temperatures, pressures, and electrical draws for the specified systems.

iii. Safety Controls: Testing of all safety cutouts (e.g., high/low-pressure switches, flow switches) to ensure equipment shuts down safely.

iv. Leak-Free Connections: A final check of all refrigerant, water, and gas piping connections to confirm the absence of leaks.

v. Documentation: Submission of all required closeout documents, including commissioning reports, warranty information, and Operations & Maintenance (O&M) manuals for acceptance.
