About this file
This is a Questions and Answers document addressing clarifications for a federal HVAC systems replacement project. The project encompasses multiple buildings requiring removal and replacement of existing air conditioning and cooling systems with new equipment meeting specified capacities and configurations.
Key project requirements include: all work must comply with applicable building codes and local, state, and federal environmental health and safety regulations; roof-mounted units must include railings as required by applicable regulations; Building 402 requires a Carrier-brand replacement unit; Building 240 requires an OEM-compatible compressor compatible with the existing York chiller configuration; Building 230 (Communications Building) requires replacement of the existing 1.5-ton system with a new 4-ton minimum capacity CRAC (Computer Room Air Conditioning) unit serving precision environmental control for IT and communications equipment. Additional requirements specify that all refrigerant must be new (no reuse of existing refrigerant is permitted), the contractor is responsible for disposal of all removed equipment and refrigerant, and the government does not extend tax exemption to contractors, though the government itself does not pay taxes on directly purchased items.

Question Answer
Does the entire project need to be done to code?
Yes. All work shall be performed in accordance with the referenced documents and applicable building codes. Applicable local, state, and federal environmental health and safety requirements also apply.
Do the roof units need to have railing? All installations need to comply with all applicable regulations, so if they specify a handrail then it needs to be installed
Do any buildings have specific brand names that are required?
For Building 402, the existing unit is identified as Carrier, we would prefer to stay with that brand. For Building 240, the replacement compressor must be OEM-compatible with the existing York chiller configuration.
Does the Comm Building (B230) need a 4-ton unit or will there be an increase in size for this unit?
Building 230 requires removal of the existing 1.5-ton system and installation of a new system capable of at least 4 tons of cooling. The SOW establishes 4 tons as the minimum required capacity.
For Building 230 Communication Vault System is this system serving a computer/IT or communications equipment space requiring a precision environmental control system similar to Liebert?
Yes
For Building 230 Communication Vault System Is the replacement system intended to be a DX system? Yes, the system should be a CRAC unit
Is it ok to recover existing refrigerant and reuse for new compressor? No, all refrigerant used must be new
Is the contractor responsible for disposal of equipment or does client want to retain equipment? Contractor is responsible for disposal of equipment and refrigerant
Is this project tax exempt? The Government does not pay taxes for items purchased directly, but we are unable to extend our tax exemption to contractors.
