About this file
This is a Questions and Answers (Q&A) document addressing clarifications on a federal contract project involving HVAC systems installation and replacement.
The project requires all work to be performed in accordance with referenced documents and applicable building codes, including local, state, and federal environmental health and safety requirements. Roof unit installations must comply with all applicable regulations, including handrail requirements where specified. For Building 402, the contractor should maintain the existing Carrier brand for consistency. For Building 240, the replacement compressor must be OEM-compatible with the existing York chiller configuration. Building 230 (Communications Building) requires removal of the existing 1.5-ton cooling system and installation of a new system with a minimum cooling capacity of 10 tons, as modified by solicitation amendment issued on 27 August 2026. The original Statement of Work (SOW) specified a minimum 4-ton capacity, which was superseded by the subsequent modification requiring the higher 10-ton minimum capacity.

Question Answer
Does the entire project need to be done to code?
Yes. All work shall be performed in accordance with the referenced documents and applicable building codes. Applicable local, state, and federal environmental health and safety requirements also apply.
Do the roof units need to have railing?
All installations need to comply with all applicable regulations, so if they specify a handrail then it needs to be installed
Do any buildings have specific brand names that are required?
For Building 402, the existing unit is identified as Carrier, we would prefer to stay with that brand. For Building 240, the replacement compressor must be OEM-compatible with the existing York chiller configuration.
Does the Comm Building (B230) need a 4-ton unit or will there be an increase in size for this unit?
Building 230 requires removal of the existing 1.5-ton system and installation of a new system capable of at least 4 tons of cooling. The SOW establishes 4 tons as the minimum required capacity. and IAW the modification to the solicitation issued on 27 Aug 2026, the new system needs a minimum 10 ton cooling capacity.
