About this file
This document contains responses to pre-bid questions regarding a federal solicitation for an energy project to update HVAC and DDC systems across multiple buildings on an Army National Guard base. The scope of work includes replacing hydronic systems, RTUs, split systems, ductwork and boilers at various buildings, along with installing new automated controls systems. Temporary equipment will also need to be provided to maintain temperatures during construction. Access protocols, the presence of asbestos, and roof warranty details are addressed. The controls contractor will be responsible for work at all 21 buildings involved, though only a subset have drawings available; additional electrical and mechanical work may be required without additional plans to ensure a fully functional system.

7/20/2020 11 Building 318 Keynote 4 MD101 Does the mechanical piping to be removed contain asbestos specifically at the elbows?
Not that the base is aware of at this time. There is an asbestos survey. No abatement is to be included in the base bid unless explicitly called out in the plan set.. If the contractor feels as though something is asbestos they need to figure testing in the base bid.

Is the gas piping located beneath the metal roof but above the old roof? If so please provide photos showing access point to this interstitial space and working space constraints.
Yes the gas pipe is located in the space between the new roof and the old roof please see the attached photos labeled 318 pictures

The below is a clarification to the solicitation. We are posting it as we believe the clarification may be beneficial to others.
7/31/2020 22
The Statement of Work states we are to provide all equipment and labor shown in the drawings and specifications titled “Energy: Upgrade HVAC and DDC Systems Base Wide”. The plans with this title show work at six total buildings. The ES2 drawings that were included in the solicitation shows HVAC controls work at 21 buildings.
Please advise if this project is to include the controls work at all 21 buildings. If so will there be electrical and mechanical drawings issued for the non-controls related work needed at these buildings? It is our understanding the controls contractor will need electrical and mechanical contractors assistance in completing their work but this is not called out on any drawings. If drawings will not be issued can we get a scope of work detailing what additional electrical and mechanical work is needed at each building?
Yes, the contractor will be responsible for the controls for all 21 buildings the plan set for controls was left out of the SOW in error. The plan sets and specifications to be bid are listed in the solicitation. The controls system needs to be fully functional at the completion of work. If additional electrical and mechanical work is necessary it must be covered by the contractor to ensure controls shown in the controls shop drawings are fully functional after work is complete. Pre-bid there will not be any additional plans issued for the buildings where only controls are being installed.
Also, please see DFARS 252.236-7001 as contained in the solicitation.
