About this file
This is a Pre-Award Request for Information (RFI) responses document for a federal construction solicitation. The document provides clarifications and answers to 17 questions submitted by potential contractors regarding the construction of two covered parking structures with rooftop solar panels at Jefferson Barracks Air National Guard Station in St. Louis, Missouri (Solicitation W50S8K26QA002). The project involves constructing vehicle operations covered parking with specific requirements for structural steel, concrete foundations, electrical systems, and photovoltaic installation.
Key technical clarifications include: AISC certification for steel fabrication is mandatory and cannot be waived; concrete work encompasses 12 piers and 24 bollards (two per pier) placed in asphalt with concrete backfill; no geotechnical report was completed, requiring contractors to perform field utility locates through MO One Call and Base Civil Engineering; steel structure painting must use polyurethane, fluoropolymer, or acrylic urethane enamel in medium gray (semi-gloss); parking stops may be 8 feet long with 6-inch height using two anchor rods instead of the originally specified three; inverters will be mounted under carport structures with underground conductor/conduit connecting to the Main Distribution Panel from below; and no steel mockup is required. The Government confirmed multiple warranty requirements including 1-year FAR warranty on construction, 5-year PV system warranty, 25-year/80% power warranty on PV modules, 10-year PV module workmanship warranty, 20-year inverter warranty, and 15-year PV mounting system warranty. The amount of pavement patching required will be determined by the contractor's construction methods. This solicitation is set-aside for small business concerns with a Government target price range between $500,000 and $1,000,000.

Sheet1
| LTUY202005 Construct Vehicle Operations Covered Parking Pre-Award RFI Responses | ||
| 1 | AISC Certification. Will the Government consider waiving the AISC certification required by the specifications, Div. 05 - Steel Fabrication? | No, the Government will not consider waiving this certification requirement. |
| 2 | Temporary Power. Are there any loads that need temporary power during the shutdown? Some facilities want life safety and data systems kept online, but I’m not sure if that would apply to this building. | Confirmed with end-user, no. They just need to have coordination for when an outage would happen. |
| 3 | Concrete. For the Concrete Foundations, is it intended that this would encompass the (12)-piers as well as the concrete bollards as well in bid? Also is there a Pier foundation schedule? | Yes. Pier and foundation details are provided on drawings A120, A510, S001, S100, S101, S300. |
There is not a pier foundation schedule.
| 4 | Earthwork. Is there a geotechnical report we can be sent? | A geotechnical report was not completed for this project. |
| 5 | Bollards. At the site visit it was mentioned to include 24 concrete bollards. Is this a correct number? Is there an arrangement for the concrete bollards? | 24 bollards. There are 12 piers. Two bollards per pier, placed in front of and to either side of concrete pier and column as vehicle would enter parking space. |
| 6 | Steel Mockup. Will a mock up will be required for the parking structure steel? | No. |
| 7 | Structure Paint. What type of painting system will be required for the structure? Is there a finish coat specified? We have identified it is to come shop primed but do not see the info on finish painting/coating. | See Section 09 90 00 Paints and Coatings Specification provided. Finishing paint should be Polyurethane, Fluoropolymer or Acrylic Urethane Enamel. Color should be a medium gray such as Pewter Gray, semi-gloss. |
| 8 | Parking Stops. Are 8-foot-long parking stops acceptable in lieu of 7-foot-long parking stops on solicitation drawings? Can parking stops have a minimum height of 6” instead of the called out minimum height of 6.5”? Can parking stops be secured using two 30” rods instead of the designed three anchor rods? | 8 foot long stops are acceptable. Two rods are acceptable. 6" height is acceptable. |
| 9 | Bollards. For bidding purposes, can the contractor assume that all 24 steel/concrete bollards are to be placed in asphalt? | See sheet C2.0 Bollards are to be placed in existing asphalt parking areas, located as described in RFI #5 response with a concrete backfill on sides and bottom, as per detail 017 on sheet C2.0 |
| 10 | Utility Locations. Solicitation drawing S100 depicts the locations of footings for the covered parking structures. Are there available Red Line drawings of the area’s utilities? Have the locations of the piers been inspected prior to solicitation for underground utilities? Are these footing locations identified as ready for excavation, or will utility locates need to occur? | Utility locates are always necessary prior to any excavation. Contractor shall notify: |
- MO One Call for locates and clearances for commercial utilities
- Base Civil Engineering (via AF Form 103) for locates and clearances of government utilities and archaeological features A utility layout for the Vehicle Maint (VM) area (titled VM Utilities) is provided showing water and sewer lines in the vicinity, as well as an approximate site plan (titled JB CE UTIL-ANSI A) showing utilities and covered parking structures. THESE ARE FOR REFERENCE ONLY AND ALL UTILITIES WILL BE FIELD VERIFIED.
| 11 | Point of Interconnection. Where is the Point of interconnection with the MDP (Lineside tap or Loadside IC?) | Loadside. | |
| 12 | Inverters. It looks like the inverters will be mounted under the carport structures, are these the preferred mounting locations? | Yes. | |
| 13 | Overhead Cable. Based on the solicitation drawings, is it the intent of the Government to connect the carports to the MDP with overhead cable? | Intent of government is for underground conductor/conduit from PV inverters and turn up to building exterior to enter MDP from below. See E101. | |
| 14 | Bollards. Are the bollards to be installed in concrete or asphalt? | See response to RFI #9 above. | |
| 15 | Bollards. What are the required bollard specifications (material, size, finish, footing/embedding details, etc.)? If these details are shown on a drawing, could you please identify the applicable drawing/detail number? | See drawing C2.0 for bollard detail. | |
