SECTION 1
GENERAL
1. Purpose
2.
: To provide classification policy, guidance, and procedures for information and activities pertinent to the STINGER Based Systems (SBS) program.
Authority and Scope
a. This guide is issued pursuant to provisions of Department of Defense (DoD) Regulation 5200.1-R Information Security Program, Army Regulation (AR) 380-5 Department of the Army Information Security Program, and DoD Manual 5220.22-M, National Industrial Security Program Operating Manual. Information classified according to this guide, including operations and activities that reveal such information, shall be safeguarded in accordance with applicable agency security directives. This guide includes requirements established by Executive Order (EO) 13526, Classified National Security Information.
b. This guide constitutes authority and shall be cited as the basis for classification, re-grading and declassification of information and material associated with the SBS program. Changes in classification required by application of this guide are effective immediately.
There is no retroactive requirement to re-mark classified SBS documents which were generated prior to the effective date of this guide. However, mark those documents generated under EO 13526, to comply with applicable agency policy directives for implementing the EO. The classification shown within this Security Classification Guide (SCG) is the highest level anticipated.
3. Office of Primary Responsibility guide and its interpretation should be addressed to Program Executive Office, Missiles and Space (PEO MS), CMDS Project Office, ATTN: SFAE-MSLS-CMDS-SBS, Redstone Arsenal, AL 35898-5000.
: Cruise Missile Defense Systems (CMDS) Project Office has primary responsibility for overall management of the SBS program. Inquiries, challenges, suspected compromises of information and suggestions concerning this
4. Classification Challenges: If there is substantial reason to believe the security classifications prescribed in this guide impose requirements that are impractical or, if this guide needs to be changed due to the technological changes in the state-of-the-art or progress attained in the effort, communicate such to the CMDS Security Manager. Pending final decision, handle and protect the information at its current classification level or at the recommended change level, whichever is higher. Point of contact for challenge to classification decisions for information related to the SBS program is the PEO MS, CMDS Project Office, ATTN: SFAE-MSLS- CMDS-IS, Redstone Arsenal, AL 35898-5000, commercial 256-842-2658 or DSN 788-2658. Include sufficient description to permit identification of the specific information under challenge with reasonable effort. Include detailed justification outlining why the information is improperly or unnecessarily classified.
5. Reproduction, Extraction and Dissemination
6.
: This document provides authority to reproduce, extract from and/or disseminate the SCG as necessary to those supporting the effort, including industry. Reproduction, extraction and dissemination are limited to the restrictions of the Distribution Statement applied to this SCG. Distribution authorized to DoD agencies and their contractors for administrative and operational use.
Determination of Classification
a. The security classification system should deny foreign governments information regarding United States (US) capabilities and intentions that would permit them to modify their military systems and plans in a manner to lessen the effectiveness of US systems and devalue the US investment in the acquisition of that system. Information that requires application of national security considerations include: effectiveness, countermeasure susceptibility, limitations, and concepts for potential operational deployment and tactics. Equally important is the protection of information that, if known by a foreign country, could reduce the time, cost, and risk of developing a viable defense system or similar technology for weapon system application. Critical data needed to accomplish program goals require higher security classification. Information shall be classified based on context as well as content.
b. Generally, the following information is classified:
(1) Quantitative and other detailed information relative to specifications, performance parameters, overall performance capabilities.
(2) Information concerning breakthroughs, significant technical advances, or advantages in technology and applications. A breakthrough occurs when a technological development is imminent or is achieved that constitutes a marked or sudden deviation from a trend or shows unexpected progress in relation to time and is not predictable qualitatively; or when an increase in performance or capability appears to open a field of application to new military system uses. A significant technical advance is defined as an advance of sufficient magnitude to have potential use in an operational or advanced system that results in a definite military advantage.
(3) Technical and non-technical information that could provide another country with significant assistance in the development of similar equipment, thus reducing the requirement for commensurate expenditure of resources, as compared to US efforts, and reducing US lead-time advantage.
(4) Information that could significantly assist a potential enemy in the quantitative assessment of US actual and planned systems.
(5) Test results from an operational weapon system test; weapon-like test bed; simulations; technology demonstrations; and component, prototype, or subsystems test.
(6) Information regarding damage and vulnerability to US weapon systems, including theoretical analysis.
(7) Information concerning the development of countermeasures or counter-countermeasures that reveal US weapon systems vulnerability, or current US judgment as to the effectiveness or efficiency and possible weapon systems application.
(8) Reasons for Classification: EO 13526, Classified National Security Information.
1.4a – military plans, weapon systems, or operations;
1.4g – vulnerabilities or capabilities of systems, installations, infrastructures, projects, plans or protection relating to the national security; which includes defense transnational terrorism;
7. Public Release
a. The fact that this guide shows certain details of information to be unclassified does not authorize automatic public release of such information. Separate from classification, there are other reasons why information may not be releasable including national-level policy implications. Other important release restrictions are governed by the provisions of the Freedom of Information Act (FOIA), Operation Security (OPSEC) and regulations that apply to technical or other export controlled data. FOIA requests shall be processed through established FOIA channels as described in DoD Regulation 5400.7-R, DoD Freedom of Information Act Program. Strictly control distribution of the material until reviewed and approved for public release by the US Army (USA) PEO, MS.
b. Any proposed release into the public domain of information pertaining to SBS from outside of the SBS or other PEO MS Office, will be submitted through Commander, USA Aviation and Missile Command (AMCOM) Life Cycle Management Command Congressional and Public Affairs Office, ATTN: AMSAM-PC, Redstone Arsenal, AL 35898-5000, in accordance with Chapter 5, AR 360-1, The Army Public Affairs Program. Releases which require referral to the Office of the Assistant Secretary of Defense (OASD) (Public Affairs) as set forth in DoD Manual 5220.22-M, National Industrial Security Program Operating Manual, DoD
5230.9 Clearance of DoD Information for Public Release, with Change 1, and DoD Regulation 5400.7-R, shall be submitted 60 days in advance to allow sufficient time for processing. No material will be released until clearance is granted.
c. All material proposed for public release will require an OPSEC review by CMDS OPSEC personnel and technical review by a SBS subject matter/technical expert review before release to the general public. After OPSEC and technical reviews, material will be submitted to the PEO MS Security Office for final OPSEC review and approval.
d. The PEO MS Security Office is responsible for coordinating requests for public releases received from the USA AMCOM Public Affairs Office. The PEO MS Security Office will maintain a record of all public releases by PEO MS personnel.
8. Foreign Disclosure
a. Release of any information on this program to any foreign government, foreign nationals, representatives of a foreign government or nation, or US citizen residing in a foreign country, is subject to the provisions of AR 380-10, Foreign Disclosure and Contacts with Foreign Representatives. Any government activity or defense contractor receiving a request for classified or unclassified official information pertaining to this program from any foreign government, foreign national, representative of a foreign government or nation, or US citizen residing in a foreign country shall advise the requestor to make an official request through his Embassy to the Department of Army, Deputy Chief of Staff for Intelligence (DCSINT).
b. For classified military information, the disclosure authority is the PEO MS Foreign Disclosure Officer (FDO) and the HQDA, G2.
Such material must be consistent and supported by an appropriate release mechanism (i.e., Foreign Military Sales (FMS) case or Delegated Disclosure Letter).
c. For controlled unclassified information (CUI), the disclosure authority is the respective Project Manager in accordance with the PEO MS Memorandum, subject: Authority to Disclose Technical Controlled Unclassified Information (CUI), 20 June 2007.
d. Foreign military sales issues will be considered during the review of all classification guides and coordination for such issues will be made with FDOs and security assistance/FMS representatives.

Overall Es or Lm against a non-countermeasures or generalized countermeasures threat is CONFIDENTIAL. Allowable specification performance degradation against a general type of countermeasures, e.g., Infrared Countermeasures (IRCM), is CONFIDENTIAL. Es, Ph, Pk, and Lm against specific aircraft and CM events are CONFIDENTIAL for BASIC and SECRET for POST/RMP/BLOCK I. Specific countermeasure characteristics disclosure requires SECRET classification of system and missile performance including, but not limited to:
a. CM-to-Aircraft signal ratio, CM carrier and modulation frequencies, CM signal level versus time, etc., for those CM with fixed positions relative to the aircraft.
b. Characteristics of deployed free-fall or propelled CM include decoy CM frequency of occurrence, direction(s) of deployment, deployment position on the aircraft, intensity time history, any of the previous characteristics linked with reactive or preemptive deployment, etc.
