(b) - States “The Technical Factor will consist of the comprehensive plan for the AMCOM Fleet Management Centers and the resolution of the AMCOM Fleet Management Centers sample tasks. The Government will evaluate the offerors comprehensive plan for AFMC to meet the requirements in the RFP and PWS. The offerors’ response to the AMCOM Fleet Management Center sample tasks in Section L will be evaluated to determine the application of the proposed comprehensive plan to provide a realistic and effective resolution to the scenario.”
Comment: The Evaluation Criteria doesn’t match the requirements as stated in Section L, “The Offeror’s AFMC sample task responses shall include the step-by-step approach and methodology for accomplishing the work requirements in response to the notional AFMC sample tasks provided below. The offeror’s scenario response will be evaluated on their overall interpretation of the PWS requirements and application of their proposed comprehensive plan to accomplish the scenario effort, identification of appropriate resources, and application of processes and resources to successfully to conduct the sample tasks. Major emphasis should be placed on understanding of and ability to operate in commercial and Army systems and resources the contractor intends to employ.
Contractor Recommendation: If the government is going to ask for step by step approach and methodology for accomplishing Sample Tasks, then there should be some mentioning of evaluation criteria of the step by step process to accomplish these tasks.
Response: Section M narrative will be revised to state “The offeror’s response to the AMCOM Fleet Management Center sample tasks in Section L will be evaluated to determine the application of the proposed comprehensive plan (to include step by step processes and procedures) to provide a realistic and effective resolution to the scenario”.
Question 45
Reference: RFP W31P4Q-16-R-0036, Section L, Page 11, Paragraph iii, Volume III –
PAST PERFORMANCE
Section L states, “This volume shall contain Past Performance information regarding similar Government contracts. This volume shall not exceed 25 pages plus five pages for each major subcontractor, excluding Past Performance Questionnaire Forms. Offerors shall submit three (3) Government and/or commercial contracts for the prime offeror and one for each major subcontractor in performance or awarded during the past three years from the issue date of this RFP, which are relevant to the efforts required by this solicitation. Relevant efforts are defined as services/efforts that are the same as or similar to the effort (as compared to NAICS code 493110) required by the RFP. The Offeror shall also submit the written consent of its major subcontracts to allow the disclosure of its subcontractor’s past performance information to the Offeror. In addition, letters of commitment shall be included for major subcontractors for their past performance to be considered….”
Question:
The above section L paragraph highlights a potential issue within your solicitation for AMCOM Fleet Management Center Centralized Distribution Activities (W31P4Q16R0036) that unnecessarily restricts competition.
As a small business set aside, and particularly a Service Disabled Veteran Owned Small Business (SDVOSB) set aside, the requirement for three past performance examples from the prime contractor will significantly limit competition from a number of well qualified firms within the small business category and provides significant advantage to only incumbent organizations. There are a number of experienced and well qualified SDVOSBs with strong management capability and significant experience within the DOD sector. These companies have the ability to form and lead a robust team capable to bid, transition, and execute this contract effectively with seasoned U.S. military veterans and logistical specialists with industry, government and military backgrounds.
The past performance requirement as written restricts competition within this specialized functional area to a very narrow and limited set of incumbent companies. This does not serve to provide the Government with broader proposal options, more competitive value– based pricing, nor a wider aperture of qualified companies and personnel to perform this work for the Army, bringing proven performance, processes, and best of breed in logistical management practices and procedures to support the war fighter.
We respectfully request that you modify the past performance requirements that opens the bidding to allow for additional SDVOSB companies with proven management capability in the DOD sector and the ability to bring not only a great portfolio of business experience but a proven diverse team of performers in logistical management.
We also request that you consider broadening past performance criteria that focuses on a set of metrics that demonstrates proven contract performance readiness. Examples would include business stability, proven management capability, ability to form a robust functional team with logistical expertise in industry and the DOD, the technical solutions to meet all the requirements of the PWS, and the ability to preserve the incumbent workforce or enrich the workforce with a pool of well qualified, proven logistical specialists.
We also request that the past performance criteria encompass the entire team(s) past performance experience as evidence of qualification to perform this work effectively.
This will open the opportunity to additional SDVOSBs, provide more competition in both technical solutions and pricing, and offer a more progressive approach to meeting the war fighter requirements in this solicitation. It will also mitigate the potential for real or perceived unfair competition to Service Disabled Veterans Owned Companies.
Response: Attachment 0011, Evaluation Approach (Section M) of the RFP states “Absent any relevant current or past performance history or when the performance record is so sparse that no meaningful confidence assessment can be reasonably assigned, the offeror will be assigned an “unknown confidence (neutral) rating” and its proposals will not be evaluated favorably or unfavorably on past performance”. Therefore, in accordance with the past performance evaluation approach all offerors without a record of relevant past performance will be given a neutral rating for the past performance evaluation factor.
Question 46
Reference: Attachment 0010, the table on page 3 identifies 45 pages as the maximum number of allowable pages for the Technical Volume (excluding those materials identified in the 3rd sentence of the notes section that immediately follows the table).
Page 6, second paragraph, restricts the total of all sample task responses to 20 pages.
Question: Will you please confirm that the maximum number of pages for the Technical Volume, including sample responses, is 45 pages?
Response: The maximum number of pages for the Technical Volume is 45 pages. The 45 pages are to include the comprehensive plan for AMCOM Fleet Management to manage and execute the requirements of the RFP (including the 20 pages for responses to all the sample tasks identified in the RFP) and the PWS.

Question: The PWS states the contractor must provide a property control system. Is this referring to an automated property control system required which must be developed on software/hardware procured by the contractor? Since the contractor is also required to use DPAS for GFP, would this be a redundant system? If the requirement is beyond DPAS capabilities, is there already a system in place which can be transitioned to the new contractor?
Response: The contractor is not required to develop an automated property control system. This is a manual property control system. GFP is maintained in DPAS. The hand receipt transactions will be transitioned.
Question 50
Reference: C.11.6.2
Question: The PWS says the contractor will compensate for lack of parts in a NMCS situation. Can the government clarify what is the intent of this statement?
