ON-CALL/AFTER DUTY HOURS SUPPORT

1 JAN 05

1.0 Purpose. The primary purpose for these procedures is to increase the supply, maintenance, training and overall readiness capabilities of supported units. These procedures should not be utilized in any manner to circumvent established retail/wholesale internal operating policies/procedures.

1.1 Scope. This procedure is applicable to all organizations who may have a requirement for this type support.

1.2 Objective. This plan outlines policies/procedures for requesting after hours support from AFMC CDAs and delineates responsibilities to principal players.

1.3 Forward. The AFMC CDAs will provide after hours supply support for units/organizations undergoing training exercises and for units preparing for deployment in support of contingency operations. The type and duration of support provided shall be tailored to fit the particular mission. Existing retail, wholesale, and AFMC CDA operating procedures remain in effect and will not be circumvented.

1.4 Responsibilities. Requests for and approval of after hours support will be initiated at no lower than battalion level. Requests will be by memorandum, signed/approved by the requesting battalion commander, or his designated representative, and forwarded to the responsible AFMC CDA. The memorandum will include the type support required

4.19 The AFMC CDA will verify paperwork accompanying the unserviceable ARI.

4.20 The AFMC CDA will determine the repair activity and associated shipping address responsible for repair of the unserviceable ARI.

4.21 The AFMC CDA will prepare the unserviceable ARI for shipment to the repair activity.

4.22 The AFMC CDA will ensure the required paperwork (DD Form 1348-1a) accompanies the unserviceable ARI to the repair activity.

4.23 The AFMC CDA will attempt to ensure that unserviceable ARI are shipped to the repair activity the same day as received from the SSAs.

4.24 The AFMC CDA will maintain a log indicating receipt and shipment dates for all unserviceable ARI accepted under this program.

4.25 The AFMC CDA will maintain on file a copy of the DD Form 1348-1a/DA Form 2765-1 and the DA Form 2407 for historical and accountability purposes.

4.26 The AFMC CDA will ensure that the remaining copies of the DD Form 1348-1a (DA Form 2765-1 for school) are delivered to the DPW&L or DOL, depending on location of post, camp, or station, the same day as receipt of the unserviceable ARI from the SSA. The same day delivery of the DD Form 1348-1a/DA Form 2765-1 to DPW&L/DOL will ensure the expeditious entry of turn-in document into the retail system with perpetuation to the wholesale system.

4.27 AMCOM will take action to track processing times from shipment of unserviceable ARls from the AFMC CDA to receipt of the unserviceable ARI at the repair activity.

4.28 AMCOM and DPW&L/DOL will jointly take action to ensure proper credit is provided as a result of implementation of these expedited procedures.

2.0 General.

2.1 (AR 700-15) Materiel will be packaged to prevent damage and deterioration and to provide for efficient and economical handling.

2.2 Commercial packaging will be used when such packaging is cost effective (DOD 4140.1-R).

2.3 Materiel packaged at a level lower than that required for a particular shipment or storage will be repackaged to upgrade it to the appropriate level.

2.4 Automated packaging equipment will be used to increase productivity and reduce operating costs. AFMCs will keep abreast of current industry packaging technology to maintain a viable modern packaging program.

2.5 Standard sized modular units, intermediate, and exterior packs will be compatible with established pallet, containerization, and air cargo transport system sizes approved by the International Organization for Standardization and the American National Standards Institute. The concepts of "minimum weight and cube packs" and "packaging designed to fit the item" will be used.

2.6 The applicable Federal, military, and international regulations for the mode of transportation must be followed at all times for shipment of hazardous materials.

2.7 Hazardous cargo is regulated by Title 49, Code of Federal Regulation (49 CFR) for geographical North America shipments, International Maritime Organization, International Maritime Dangerous Goods Code for international vessel shipments;

International Civil Aviation Organization and International Air Transport Association for international and domestic commercial air shipments, and Air Force Regulation 71-4/TM 38-250/NAVSUPPUB 505/MCO P4030.19/DLAM 4145.3 for military air shipments.

Transportation through the Defense Transportation System is covered in DOD 4500.32- R. Hazardous cargo shipments must be packaged and marked to meet the requirements of these documents (as governed by the modes of transportation selected).

2.8 MIL-STD-1686 and MIL-HDBK-263 will be used as guidelines in the identification, packaging, handling, and storing of Electrostatic Discharge items.

3.0 Levels of Protection.

3.1 Levels of Preservation.

3.1.1 Level A. Preservation designed to protect an item of supply during shipment, handling, storage, and distribution to consignees worldwide.

3.1.2 Level B. Preservation designed to the unique requirement of selected commodities for which the de-processing demands of Level A preservation (would) bear significantly on the operational readiness of the item (e.g., vehicles and weapons).

3.1.3 Level C. Minimal preservation designed to protect an item for limited storage and immediate use.

3.2 Levels of Packing.

3.2.1 Level A. Maximum protection to meet the most severe worldwide shipment, handling, and storage conditions. A Level A pack must, in tandem with the applied preservation, be capable of protecting materiel from the effects of direct exposure to extremes of climate, terrain, and operational and transportation environments.

Situational Example for Level A Pack: Mobilization; strategic and theater deployment and employment; open storage and deck loading.

Example of Containers Used for Level A Pack: Overseas type wood boxes; plastic and metal reusable containers.

3.2.2 Level B. Intermediate protection to meet moderate worldwide shipment, handling, and storage conditions. A Level B pack must, in tandem with the applied preservation, be capable of protecting materiel NOT directly exposed to extremes of climate, terrain, and operational and transportation environments.

Situational Example for Level B Pack: Security…
