About this file
This document contains a question and answer file related to a solicitation for the load, assembly and pack of 60mm, 81mm, and 120mm full range practice cartridges. The United States Army Contracting Command New Jersey, in support of the Office of the Project Manager Combat Ammunition Systems, is seeking the 60mm M769, 81mm M879A1 and 120mm M931 full range practice cartridges. The cartridges consist of a hollow shell body with no energetic fill and, except for color, look identical to the high explosive cartridges. The practice cartridges utilize a center vent tube to simulate weight and allow the fuze signature to vent through holes in the aft shell body. They accept specific practice fuzes for each caliber that contain a spotting charge producing a flash/bang/smoke signature upon ground impact. The plastic ogive simulates the contour and functions of the multi-option fuze used on service mortars. Currently, four increments are used as the propelling charge system initiated by the ignition cartridge. The cartridges are packed one to a fiber container, which are packed into a wooden wirebound box.

Question 1: Do we understand correctly that OP1 are FFP and OP2 to OP5 are equivalent to NTE pricing?
Answer 1: All pricing for Ordering Period 01 (OP1) through Ordering Period 5 (OP5) should be Firm Fixed Price (FFP). Contractors can propose lower pricing than what was put on contract when submitting proposals for subsequent delivery orders.
Question 2: Could you please explain the scope of work related to the guaranteed minimum amount of $50,000.00?
Answer 2: The scope of work could involve a specific quantity, a First Article Test (FAT), inert models, or process flow diagrams. This will be determined after award based on Army requirements.
Question 3: We have identify a discordance between the information included in the RFP and the Att.
0001 regarding the price to provide for CLIN 5000 – CDRLS-DD1423 or as mentioned in the RFP the CLIN 5000 shall not Separately price (NSP). Thanks.
Answer 3: The price matrix listing the CDRL 5000 as one lot and the solicitation listing CDRL 5000 as NSP should be considered the same thing. All CDRLs should be priced together.
Question 4: We have been experiencing a major uptick in price of materials; due to the increase in the price of raw materials. We have not been able to secure firm pricing from some of our suppliers/vendors.
Would it possible to include an EPA clause (such as 52.216-4 Economic Price Adjustment-Labor and Material)?
Answer 4: Due to the nature of this procurement being competitive with the possibility of multiple awards, an EPA clause will not be considered at this time.
