*** End of Narrative A0000 ***
The purpose of this Amendment is to answer the following questions submitted by industry:
Q1: Will the government accept pricing without commitment letters for CLINs 0099, 0100, and 0349 through 0359? Any commitment letters offered will be from brokers speculating on the cost of stocks that might be available in the future, and is not representative of the intent of commitment letters.
A1: In accordance with Section L, Paragraph L.4.1.3 (1), Letters of commitment from each supplier/source shall include at a minimum:
-Name and address of the company providing the commitment
-Item of commitment
-Length of commitment for a minimum of 120 days from date the solicitation closes.
-Signature of individual from supplier/source that is authorized to bind the company and provides a firm commitment
All pricing information should be included on the Section B Attachment to the solicitation.
Q2: The ammunition required for testing in the mortar system general specification will add a considerable percentage to the cost of the mortar. The true cost of the mortar systems is further obscured if the ammo is not available (or not available at a reasonable cost) within close proximity of the mortar manufacturer, because shipping costs for a relatively small amount of hazard class 1 material will be economically inefficient. Will the government consider allowing the contractor to price the weapon systems separate from the test ammo when bidding the mortar systems?
A2: The unit price for each item shall include the cost of transportation and any test quantities. All inclusive unit prices shall be included in the Section B Attachment. Please see Section L and Section M, of the solicitation under Price Factor for specific information related to pricing.
Q3: At least one of the TDPs is factory specific. Although we advised the factory of additional information required to build a compliant TDP they refused to release that information until we place a contract with them for that specific item. While this is not unreasonable on behalf of the factory, we are looking for confirmation that if we demonstrate the knowledge of what additional information is required to complete the TDP we will not be penalized for the incomplete information.
A3: The TDPs required by Section L of the Solicitation were revised on Amendment 0004. TDPs required by Section L are not factory specific.
Q4: C.4.0 requires USG notification for Lot Acceptance Tests. The General Specification for NS Mortar Weapons Systems does not have a section called out as Lot Acceptance Testing. It is assumed that the USG would want to be notified of Live Fire Testing in section
4.2.3 and 4.2.4 but it is unclear whether notification will be required for pressure proof testing for all mortar barrels. Please clarify the LAT notification requirements for Mortar Weapon Systems and whether in process pressure proof testing may be performed on the mortar cannon barrels.
A4: In accordance with the Statement of Work, contractors are required to notify the Government of when LAT is to occur. All tests must be conducted during LAT. In process testing is a contractor test but will not replace required testing during LAT.
Q5: Per Amendment 4, Answer #15, TDPs are required for the items listed in DO 0001. Do these required TDPs count against the page count in the Management Volume?
A5: Page limit requirements in Section L.3 are inclusive of all information to be included in that volume. TDPs are included in the page limits.
All other terms and conditions of this Solicitation remain unchanged.
