*** End of Narrative A0000 ***

The purpose of Amendment 0001 is to:

1. Delete DFARS clauses/provisions 252.225-7021, 252.203-7994, 252.203-7995, & 252.203-7996. 252.225-7021 was incorrectly included with the inital RFP and the subsequent clauses have been removed from the DFARS.

2. Update FAR provision 52.215-1 (Section L) and clauses 52.219-9 Alt II & 52.232-25 (Section I) to the JAN 2017 versions.

3. Update Section J Attachments 0001 & 0004 through 0008. The revised documents are attached;

4. Check off FAR provisions 52.204-17 & 52.204-20 in Section K provision 52.204-8;

5. Check off DFARS provisions 252.225-7000 & 252.225-7031 in Section K provision 252.204-7007;

6. Update Sections L and M to remove "Delta" from CLIN 0250 (Section L.4.2.2 & Section M.3.3.1); and

7. Provide the following questions and answers:

Question 1: There is a Buy American Act clause included in the solicitation. Given the items to be procured are mostly of foreign manufacture, can/should this be reviewed and/or removed? (Section I & K)

Answer 1: The Buy American Act clauses and provisions in Sections I & K apply. DFARS 252.225-7000 shall be filled in as applicable for any proposed item that is not a domestic end product.

Question 2: Factor 5 of the solicitation is a Small Business Plan. We believe this requirement is invalid based on the acquisition type.

Can this requirement be reviewed and/or removed? (Section L)

Answer 2: The evaluation factor is required.

Question 3: IP and Technical Data clause are included in this solicitation. The items procured during the life of this contract are non-developmental and manufactured by domestic and foreign sources. Those sources own all IP and Technical Data. Can this be reviewed and/or removed? (Section I)

Answer 3: The clauses apply. DFARS 252.227-7013 shall be filled in as applicable.

Question 4: Section I - Given that shipments are intended to come to the US, it is suggested that the USG add a FAR clause DFAR 252-225-

7013 for Duty Free Entry.

Answer 4: This clause is already included in the RFP in Section I.

Question 5: Section L.3.1 and L.4.4, Factor V, Small Business Participation- Suggest consideration be given to delete the requirement for a Small Business Participation Volume and SB Subcontracting Plan as the majority of this contract involves procurement from Non-US suppliers (cannot qualify as a US small business, regardless of business size). Precedent exists to delete this requirement on current similar US Army IDIQ contracting for NSA/NSMWS (ACC-RI).

Answer 5: The inclusion of the Small Business Subcontracting Plan Factor and the submission of a subcontracting plan are required.

Question 6: The General Spec for Small Cal is being revised; will the new spec be added to, and used for purposes of this solicitation and the contract moving forward? (Attachment 0006)

Answer 6: All five (5) of the General Specifications have been updated.
