*** End of Narrative A0000 ***
The purpose of Amendment 0004 is to:
1. Revise Section D to update the list of items under the PACKAGING AND MARKING sections of Categories I through IV to reflect the changes made to Attachment 0001 under Amendment 0001, as well as move all of the white phosphorus items from category III to category
IV.
2. Update Sections L.4.2.2 1.b) & M.3.3.1(a)2 in accordance with A2 below.
3. Revise Section 3.2 of the SOW in accordance with A13 below.
4. Provide the following questions and answers:
Q1. For small caliber ammo, should pricing reflect Type I (combat) or Type II (commercial) packaging?
A1. Offerors shall refer to Section D of the solicitation for specific packaging instructions. Instructions are based on the AA&E category specified for the items. Items are listed under their application AA&E category in Section D.
Q2. One of the TDP submittal requirements is for the 120mm M533A1 Illumination round. This round designation is specific to MECAR. Will the USG accept technical data for the same ammunition type from an alternate manufacturer?
A2. This amendment removes the requirement to provide a 120mm M533A1 Illumination TDP for evaluation purposes and will be replaced with
CLIN 0216 for the 81mm Mortar Illum (Complete) TDP. Please see the updated sections L&M.
Q3. Will the USG consider Progress or Performance Based Payments for this award?
A3. The USG will not provide Performance Based Payments for this requirement. The Government will consider including FAR 52.232-16 into any resultant contracts provided that the contractor submits a request for Progress Payments along with supporting rationale which supports the contractor's need for Government financing. Proposals shall not be based on the assumption that Progress Payments will be provided. The following documentation shall be submitted by the contractor:
(1) Monthly cash flow forecasts for the period, which include the additional financing.
(2) Estimated profit and loss statements and balance sheets for the same period as the cash flow forecast.
(3) The most recent, audited financial statements.
(4) A description of significant events before or after preparation of financial statements that materially affect the financial condition of the company, the operating statement, or the cash flow statement.
Q4. Wrt Gen Specs: Some manufacturers conduct tests in-process which are not a part of their standard lot acceptance test protocol. For example, pressure testing on RPGs. The new version of the RPG Gen Spec states that in process pressure testing will be accepted. Does this apply to pressure testing only or will other testing conducted in-process be accepted as well?
A4. The Government will accept in-process pressure testing for the RPGs and Rockets only. All other tests must be performed in accordance to the Gen Specs.
Q5. Wrt Gen Specs: OEM testing requirements do not require regular testing at extreme temperatures for acceptance. Temperature testing is conducted during product development and periodically during product improvement. Would the USG consider removal of temperature testing from the Gen Specs so that the test protocol more closely aligns with OEM standards?
A5. The general specifications allow Skip Lot testing at extreme temperatures for most items. Please refer to the applicable general specification for specific requirements. The requirement for temperature testing will not be removed as a requirement.
Q6. Wrt Gen Specs: For fuzed ammunition, what level of detail is required in the paragraph describing the fuze arming sequence? Some manufacturers prefer not to go into significant detail on this. Would a manufacturer be excluded as a potential supplier if they provide fuze characteristics a basic fuze arming sequence but choose not to go into precise details?
A6. A drawing/diagram of the fuze with internal components is required. At a minimum, a functional description of the fuze that includes a detailed description of 1) How the parts interact with each other to become an armed fuze and 2) How the parts interact with each

other to cause the cartridge to function (explode/bound/ignite) upon impact/delay. Please refer to Section 3.6 and appendices of the general specifications.
Q7. Wrt Gen Specs: Maximum range is a requirement listed in the gen specs for LAT but based on the test facilities and conditions, testing at the max range is not always possible. Will the government consider removal of the max range LAT requirement and allow acceptance testing at ranges defined in the OEM test standards?
A7. This requirement will not be removed from the general specifications.
Q8. Wrt Small Cal Gen Spec: Why are pressure requirements different when using a piezo electric transducer and only for 7.62x39mm ammo?
A8. Piezo electric tranducers provide a more accurate pressure reading, however not all companies utilize them so both requirements are listed. Pressure varies based on the location of where the barrel is ported.
Q9. Wrt Small Cal Gen Spec: Certain well known and trusted manufacturers, like Barnual, regularly supply the USG with small caliber ammunition through suppliers like SSI. However, while their 7.62x54mm Ball ammo currently meets the new pressure requirement, it does not meet the velocity requirement defined in the Gen Spec. How did the USG determine the performance requirements for the ammo and would you ever consider revising the requirements in order to open up the list of potential suppliers?
A9. The general specifications incorporate Commission internationale permanente pour l'\'e9preuve des armes \'e0 feu portatives (CIP) standards for velocity. The Government performance requirements are based on industry standards and testing done by the Government.
Q10. Wrt Small Cal Gen Spec: Some manufacturers produce and test their ammo according to C.I.P. standards rather than SAAMI. Test methods vary, i.e. pressures measured in accordance with C.I.P. wont necessarily compare to pressures measured in accordance with SAAMI because two different barrel lengths are used (600mm vs 508mm). It appears that the Gen Spec was developed based on SAAMI standards.
Will the USG accept ammo that is produced and tested according to C.I.P.?
A10. The updated general specifications allows for higher pressure based upon CIP standards for pressure. The operating requirements are located in Annex B of the Small Caliber General Specification.
Q11. Wrt Mortar Weapons Gen Spec: The testing requirements far exceed what is normally conducted by the manufacturers and even exceed industry standards for NATO mortar weapon systems (significantly fewer rounds, no accuracy testing, etc.). This could limit the potential number of suppliers willing or able to support a mortars contract. Would the USG consider adjusting the test requirements to be more in line with manufacturer standards or at least in accordance with NATO test standards?
A11. The test quantities for sight verification tests have been reduced from 20 to 15 cartridges in the Firing Matrix.
Q12. Wrt Mortar Weapons Gen Spec: Is it necessary to use HE ammo when testing the weapons? Mortar weapon testing is typically done with inert ammo. HE will increase the cost of testing drastically and will impact schedule because most weapon manufacturers will need to find alternate test ranges that can accommodate HE instead of using their own facilities.
A12. HE is specified because the impact areas is easily identified when it strikes the ground.
Q13. Based on the USG response in Amendment 0002, Sec A, Question 18 and Question 19 will the USG accept like items or consider surplus that exceeds the age requirement as identified in Gen Specs, and if not would the USG consider removing these items from the requirement?

Q14. Ref L.4.4.2 - Please remove the requirement of technical data for the 120mm M533A1 Illumination based on the following response from Mecar: We have received this request to provide the TDP for theM533A1 by one of the other contractor and we have refused to provide them the detailed TDP. If this demand is for the USG to evaluate the quality and level of details of the TDPs, please note the USG, and in particular PD-NSA has access to some of our 120mm Mortar rounds complete TDPs under the BPA contracts W15QKN-12-G-0004-0001, W15QKN-
11-C-0111-0005 and W15QKN-11-A-0117-0004. As mentioned in our offer, complete TDPs and representative supporting qualification records would be submitted within ninety (90) calendar days of receipt of the Purchase Order and EUC for any of the items contracted.
A14. Please see response to question 2.
Q15. M.3.2.3 SUBFACTOR 3, DO-0001: (b)(ii): Are the TDPs required for the item numbers listed in DO-0001?
A15. Yes, TDPs are required for the items listed in DO 0001.
Q16. Because of the specific Solicitation references mandating flow-down language (e.g., Safety SOW, Security SOW, Configuration
Management (Section M.3.3.2), etc.) and the FAR 52.204-10, October 2015 update, regarding Defense Contract Audit Agency potential inspections of major, 1st Tier, Subcontractors, are those Subcontractors required to provide a complete Subcontract to the Prime
Contractor/Offeror (beyond just Pricing)?
A16. All subcontracts should include all flow down clauses/language as prescribed in any resultant Prime contract.
Q17. Section E-6 contradicts Section C. E-6 calls for the QAR to choose the performance verification sample during source inspection.
However GSI cannot be scheduled until successful completion of the LAT per section C. Further E-6 c and d refer to testing by the
Government however Section C 4.0 states that the contractor shall perform LAT testing.
A17. Lot Acceptance Testing (LAT) is being confused with Government Source Inspection (GSI). The Contractor performs the LAT and the
Government performs the GSI. If a Government representative is attending the LAT then the Government representative will randomly select the inspection/test samples required for LAT. If a Government representative will not be attending the LAT then the contractor can pick the samples for LAT. The samples for GSI however must be randomly picked by the Government representative conducting the GSI.
Q18. Does the warhead diameter for the 40mm HEAT TDP need to be exactly 90mm or will the government accept 93mm?
A18. The 90mm and 93mm warheads are separate items on this solicitation. Please reference the Section B Attachment for the separate
CLINs for these items. The TDP for the 40mm HEAT TDP must include the 90mm warhead.
Q19. Should pricing for the mortar weapon systems include BII?
A19. Yes, pricing for the mortar weapon Systems should include BII.
Q20. Should the quote for 120mm Mortar Weapon Systems include a towing carriage?
A20. Yes, the pricing for the Mortar Wepon Systems should include a towing carriage.
Q21. Are the requested wired ordnance just the replacement missiles, or the complete missile, wire, control panel, etc?
A21. The requested wired ordnance includes the complete missile, wire and control panel.
