The contract is a Cost-Plus-Fixed Fee (CPFF) arrangement with a base period of one year and two one-year option periods (three years total), with travel costs on a "not to exceed" basis as a separate cost non-fee CLIN. The contractor must provide comprehensive programmatic support, systems engineering expertise, and cybersecurity management services across seven major task areas: Enterprise Architecture modernization, Public Safety Answering Point (PSAP) modernization, Next Generation 911 (NG-911) infrastructure implementation, Commercial NGCS and Army ESINet deployment, Land Mobile Radio (LMR) modernization, Army Emergency Mass Warning and Notification (EMWN) modernization, and configuration management. Additionally, the contractor must conduct market analysis to support cost alternatives and provide independent test and validation support for interoperability assessments.

The PWS requires delivery of multiple technical and administrative deliverables on defined schedules, including an Architectural Modernization Plan (due 120 days after award), System Design Documents, Integration and Testing Plans, quarterly Cybersecurity Assessment Reports uploaded to eMASS, quarterly Program Reviews, monthly status reports, and monthly invoices. The primary place of performance is Fort Belvoir, Virginia, with situational telework authorized on a case-by-case basis for personnel residing more than 75 miles away. All contractor personnel must be U.S. Citizens with an active or interim SECRET security clearance, complete required cybersecurity and anti-terrorism training, and possess relevant certifications in public safety communications. Key Personnel positions include Engineering Program Manager, NG-911 PSAP Engineers (Principal and Voice), and Land Mobile Radio Engineer (Principal), all of whom must be approved by the Contracting Officer for any replacements. Labor categories range from journeyman-level engineers with five years of experience to master-level specialists with 15 years of experience, with specific certifications required for each role such as PMP, CISSP, NENA, and APCO certifications.
