About this file

This is a Questions and Answers sheet documenting industry inquiries and government responses regarding RFP W15P7T-27-R-A001 for System Engineering and Technical Assistance (SETA) Support for Public Safety Communications (PSC). The Q&A sheet, revised as of September 26, 2026, addresses 29 questions submitted by potential offerors between August 27 and September 7, 2026, with responses from Contracting Officer Katia Lacoste and Contract Specialist Rosa Acevedo.

The Q&A clarifies key proposal requirements and contract terms, including: work location and travel compensation per PWS Section 7; no GSA schedule requirement; prohibition against proposing the same individual for multiple Key Personnel positions; revised Attachment 0005 (Corporate Experience Information Form) requirements; and confirmation that all attachments, including the Cost/Price Proposal Workbook (Attachment 0006), are available. The government removed the DAWIA Certification requirement from position A.1 but declined to reduce minimum experience requirements (15 years for positions A.1, A.7, and A.9; 12 years for positions A.3, A.4, and A.5) and will not convert the contract from Cost-Plus-Fixed Fee (CPFF) to Firm Fixed Price (FFP). Additional clarifications address Past Performance submission procedures, page limits, CPARS availability, and GIS/LIS deliverables. The incumbent contractor is CACI with subcontractor Netmaker Communications under a task order valued at $2,544,295. The government anticipates contract award in November 2026, and no Industry Days or Forecast Briefings were held prior to this solicitation.

8/27/26W15P7T-27-R-A001GeneralN/AWhat percentage (if any) of the work is required to be performed on-site? Will contractors be able to charge a higher rate for on-site work to accommodate travel time or directly bill for travel time to reach the site?Refer to PWS Section 7.
8/27/26W15P7T-27-R-A001GeneralN/ADoes the contractor require any type of small business certification? What type of documentation is required to prove that the small business threshold is met? Is SAM registration sufficient to qualify for this opportunity?See Volume VI, Page 14 of the RFP.
8/27/26W15P7T-27-R-A001GeneralN/AIs the contractor required to have a GSA schedule?GSA schedule not required.

Revised portion is highlighted in yellow for ease of reference. See RFP Section B. PROPOSAL VOLUMES - Table 1 .
8/27/26W15P7T-27-R-A001Cost/Price, Page 11To help ensure this requirement, a Microsoft Excel workbook titled “Cost Price Proposal Workbook” has been provided as Attachment 0006 to this solicitationAttachment 0006 is not currently available. When will that be provided? All attachments are available and viewable.
8/27/26W15P7T-27-R-A001Volume III: Experience, Page 10Enterprise Mass Warning & NotificationThis EMWN is mentioned as a functional area, but not as a position in terms of "Key Personnel". Can the contractor then provide evidence of this experience and expertise via a separte resume/individual separate the four key personnel on P10 (Engineering Program Manager, NG-911 PSAP Engineer, NG-911 Voice Engineer, and Land Mobile Radio Engineer)? Additionally, can the government provide more details regarding the type of experience required? Is the warning and notification for Army personnel, or the public? While EMWN is a functional area of BECS, there's no dedicated EMWN position required for this effort. PD BECS is focused on the interoperability of EMWN with the other BECS capabilities. Refer to PWS section 5.6.
8/28/26PWS DeliverablesArchitectural Modernization Planning and System Design DocumentsGiven the draft PWS deliverables around Architectural Modernization Planning and System Design Documents, I have a scoping question: does the Architectural Modernization Plan deliverable anticipate network performance monitoring and fault-localization capability as part of the modernized BECS architecture, or is monitoring/observability tooling addressed under a separate contract vehicle?Network performance monitoring and fault-localization would be addressed under a separate vehicle.
8/28/26No DCAA CASAs a small business without existing DCAA-compliant cost accounting infrastructure for a CPFF prime role, I'm specifically interested in subcontracting opportunities under whichever firm is ultimately awarded this contract. Is there a small-business specialist for this program, or for CPE C2IN more broadly, you could point me to for that purpose? Please visit SAM.GOV as interested parties are viewable. Vendors can also reach out to office of Small Business Programs (OSBP) if they have general questions. Please refer to: usarmy.apg.acc.mbx.small-business-outreach@army.mil.***********

28-AugRequest for ProposalPage 11, Volume IV: COST/PRICE 4.Cost Plus ContractThere are many advantages to the Government is selecting a Firm Fixed Price (FFP) contract over a Cost Plus contract. FFP contracts provide predictability, lower administrative load, stronger cost discipline, and faster execution compared to cost-plus contracts, making them a preferred choice in many procurement scenarios. Additionally, Senator John Cornyn of the Senate DOGE Caucus has publicly stated that FFP contracts will improve performance measurements and control costs. Will the Government change the contract award to FFP with T&M for travel and ODCs?This effort will not transition to FFP.

7-Sep-26PWS5.3.1PWS §5.3.1 requires the contractor to address GIS and Location Information Services (LIS) requirements and ensure accurate data integration for 911 call routing, and Appendix A labor category A.9 requires both NENA GIS standards and SDSFIE for provisioning boundaries, emergency service boundaries, address points, and centerline data. Will the Government furnish current installation SDSFIE GIS layers (site/structure address points, road centerlines, and related features) as GFI, and is the GIS Engineer expected to produce the SDSFIE-to-NENA NG9-1-1 GIS Data Model crosswalk and authoritative Emergency Service/Provisioning Boundaries, or only to review GIS/LIS artifacts delivered by the system integrator? The Government will furnish the current installation SDSFIE GIS layers (site/structure address points, road centerlines, and related features) as GFI.
7-Sep-26PWS5.4.1PWS §5.4.1 requires connectivity both to commercial ESInets/NGCS and to a projected Army/DoW ESInet. Where an Army installation currently sits inside a state or local NGCS service area, will PD BECS GIS treat the installation PSAP as the authoritative NENA Emergency Service Boundary (requiring coordination with the state 911 GIS repository so boundaries do not overlap), or will Army PSAPs remain nested under the surrounding jurisdiction’s commercial NGCS? This determines whether GIS/LIS effort is an enterprise Army boundary program or a per-installation interface to existing state GIS.PD BECS GIS team will treat the installation PSAP as the authoritative NENA Emergency Service Boundary.
