QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
IN SUPPORT OF THE
COMMON HARDWARE SYSTEMS – 6th GENERATION (CHS-6) CONTRACT
1.0 SCOPE
The purpose of this QASP is to describe the procedures required of the Contracting Officer Representative (COR) to monitor the performance of the Common Hardware Systems–6th Generation (CHS-6) contract, reference PWS Section 1.8. Monitoring of this contract will be an effort performed jointly between the CHS-6 COR, the applicable and Product Lead CHS (PdL CHS) action officers, Defense Contract Management Agency (DCMA) personnel, and the customer. This QASP details the actions required of the COR. A separate Memorandum of Agreement (MOA) will be developed between PdL CHS and DCMA referencing this QASP to ensure adequate resources will be allocated for contract surveillance.
This is an Indefinite Delivery Indefinite Quantity (IDIQ) contract for various computers, printers, displays, power supplies, network and communications equipment, operational transit cases (OTC), transit cases (TC), storage cases (SC), and installation kits (IK). There are four (4) versions of the equipment; non-ruggedized (V1), partially ruggedized (V1+), ruggedized (V2) and near-military specification (V3). Most items are required in only two (2) of the four (4) versions; Attachment 0006 captures what configuration items are required in conjunction with the CHS-6 base contract. Hardware items ordered by the customer shall be awarded via Delivery Orders (DO) or Basic Purchase Orders (BPOs). The contract also has a Cost Plus Fixed Fee (CPFF) portion called Technical Assistance and Support Services (TASS), which will be awarded as Task Orders (TO) to the contract. This QASP is applicable to this contract.
2.0 FUNCTIONS SURVEYED
The functions of the COR are documented in the following paragraphs.
2.1 INSPECTION
The work performed under this contract will be inspected by the COR, the applicable PdL CHS action officer, DCMA personnel, and the customer. With respect to hardware, DCMA will be the primary action office for inspections. The COR will rely heavily on DCMA with respect to hardware acceptance. The following paragraphs describe the inspection processes, which are required for each of the general categories of technical, schedule, management, and cost performance measured against the DOs and BPOs.
2.1.1 TECHNICAL
The COR will monitor the overall technical performance of the CHS-6 contractor as follows:
· Adherence to the CHS-6 Performance Work Statement (PWS) and Attachment 0002 (CHS-6 PWS Appendix A – Survivability, Reliability, Verification). The CHS-6 PWS and Attachment 0002 form the basis of the verification requirements and will be supplemented by the items product specifications, as detailed below. Specifically, the following efforts shall be monitored:
· First Article Test (FAT) PWS Section 3.12; applicable to first unit produced; may consist of multiple units to reduce test schedule. FAT is applicable to all V1+, V2, V3 and select OTCs. FAT will commence no later than (NLT) 120-days after award of the DO and shall not exceed 90-days. FAT will consist of the visual, mechanical, and electrical requirements of the item’s product specification along with the survivability and reliability verification requirements detailed in Attachment 0002 (CHS-6 PWS Appendix A – Survivability, Reliability, Verification). FAT is not required for V1 or SC items. IKs and TCs are not required to undergo their own FAT, but will be employed for the FAT of the particular item they are designed to support. The primary monitors of this effort will be the PdL CHS test manager and the DCMA Quality Assurance (QA) representative.
· Production Acceptance Test (PAT) PWS Section 3.13; applicable to 100% of units produced after the first article. PAT is a subset of FAT; it includes the visual, mechanical and electrical verification requirements of the item’s product specifications. PAT will be performed within the applicable delivery window for post FAT items; specifically 90-days for V1+ items, 120-days for V2 items, 150-days for V3 items and 120-days for OTCs. PAT is not required for V1, IK or SC items. The primary monitor of this effort will be the DCMA QA representative.
- Adherence to the applicable QA Provisions (QAPs) in Contract Data Requirements List (CDRL) C002 for the particular CHS-6 item. This CDRL details the requirements of the V1+, V2, V3, IK, and OTC product specifications. Within CDRL C002 is a description of the QAPs required within the product specifications. As part of the QAPs, there are detailed quality conformance inspections required in the product specifications. The DCMA QA representative will ensure that all the inspections required in the item’s product specification are performed and complied with for the applicable CHS-6 items. Any issues should be brought to the attention of the COR.
· Adherence to the QA requirements in the CHS-6 PWS, Section 4.9. The COR shall ensure that the contractor is adhering to the higher-level Quality Management System (QMS) that they have identified in their proposal. The COR may elect to direct an audit of the contractor’s QMS to verify that the system adheres to the Quality Assurance Program Plan (QAPP) that was submitted as part of their proposal and incorporated into the CHS-6 contract.
· Adherence to the hardware marking and labeling requirements set forth in the CHS-6 PWS, Section 3.19. DCMA shall have the primary role in assuring that the equipment being sold off at the contractor’s plant meets the requirements specified.
2.1.2 SCHEDULE
The schedules that are being inspected under this contract are detailed in Section B of every delivery order awarded on the CHS-6 contract. The COR has the overall responsibility of monitoring all hardware deliverables. The COR will review the monthly TASS cost reports specified in the CHS-6 PWS and CDRL B004. CDRL B004 will also be used to ensure that adequate progress is being made on all CPFF TASS efforts and will be subject to validation, as well. DCMA will review these reports for validation of what is presented within CDRL B004. If there are any problems noted in the reports, it will be brought to the attention of the contractor, the Contracting Officer (KO) and PdL CHS.
2.1.3 MANAGEMENT
The CHS-6 PWS details the program and data management requirements for the CHS-6 program, reference PWS Section 4.0. The COR is responsible for ensuring the contractor is adhering to the requirements in this paragraph. The COR will be present at the initial post award conference and each Bi-Annual Program Management Review (PMR) held thereafter. Problems noted by the COR, in the execution of any area of the contract, shall be brought up to the contractor, the KO, and the PdL CHS.
2.1.4 COST
The hardware being procured will be on a Firm Fixed Price (FFP) basis, so there is no cost monitoring of the items ordered on contract. However, there is a CPFF component of this contract under TASS. The TASS cost reports in the CHS-6 PWS and CDRL B004 are required for each CPFF TO on contract. The COR shall interface with the PdL CHS TASS manager to ensure the validity of the costs provided in the TASS cost reports. Areas of discrepancy shall be brought up to the contractor, the KO, and to PdL CHS.
2.2 DOCUMENTS/REPORTING
As per the COR designation letter, a monthly COR report is required. The COR monthly report will reference the validated CDRL B004 for documenting the contractors performance with respect to TASS deliverables. The COR shall monitor the status of all CDRL deliverables. The COR monthly report shall document any issues with hardware, TASS, and/or CDRL deliverables.
As per the COR designation letter, the COR shall also be responsible for:
· The forwarding of accepting / receiving documents to the paying office for payment. Wide Area Work Flow (WAWF) is the preferred method of processing payments, and the COR will register with WAWF and take the required training.
· Monitoring the contractor’s input into “Accounting for Contract Services” at the Contract Manpower Reporting Application (CMRA) website (http://www.ecmra.army.mil/). The COR will register with the CMRA website, as required in the COR designation letter.
· Serving as the Synchronized Pre-Deployment and Operational Tracker (SPOT) system validation authority. The COR will serve as the government administrator responsible for the personnel deployment information that is input into the SPOT website.
