About this file

This is Addendum #2 for the Maryland Motor Vehicle Administration (MVA) IFB No. V-HQ-25025-C for a Chiller Replacement project at the Glen Burnie location. The addendum, issued December 16, 2024, provides responses to 21 bidder questions regarding technical specifications, with bids due Friday, December 20, 2024 by 12:00 pm local time. The project involves replacing existing chillers, installing new concrete housekeeping pads, electrical work, and air separator modifications. All crane operations must be performed outside of business hours, specifically after hours on Saturday or Sunday when the MVA is closed.

The addendum clarifies several technical requirements including: concrete pad specifications (4" high with 6" perimeter extension), VSBE requirements (must be listed on eMMA), equipment substitution procedures, building facility usage terms, and modifications needed for air separator installation (additional 90-degree elbows required). Any equipment substitutions outside the basis of design must be pre-approved by the A/E and MVA. Building facilities may be used by contractors if maintained properly. As-built drawings will only be provided to the awarded contractor, and all feeders and conduits must be new installations.

RE: MVA Chiller Replacement, Glen Burnie, IFB No. V-HQ-25025-C

ADDENDUM #2

The following amends the above referenced IFB solicitation documents. Receipt of this addendum must be acknowledged by completing the enclosed “Acknowledgement of Receipt of Addendum” form and submitting it along with the Bid you return to MVA.

The bid due date remains as Friday, December 20, 2024, by or before 12:00 pm (local time).

The following questions have been submitted to the MVA for a response:

Question 1: Will the Pre-Bid Conference sign in sheet be posted?

Response 1: See Addendum No. 1.

Question 2: Electrical Related-Drawing E101 Detail 3, Drawing Note 2-Remove Associated feeder and conduit back to source switchboard #1 at Boiler Room on ground floor. (CH1 and CH2) This will require removal of ceiling tile in some areas. Can this work proceed during the day? When the existing conduit is removed from the wall in some areas, after installing new, areas will require painting. Are we to include in our bid touch up to match existing?

Response 2: Tasks that do not impact branch operations and/or disconnect services may be performed during the day at the sole discretion of MVA. Touch ups and paintings to match the existing condition are to be included in the bid.

Question 3: Drawing E201 General Note #2-Existing lighting fixture supports shall be removed.

This also will occur with the hanger supports (old and new). The hangers/supports are fastened above the ceiling which is leaving an opening. Please advise how you want this closed? (Finish to match existing? Cover Plate?)

Response 3: Provide finishes to match the existing ceiling condition.

Question 4: Drawing M501 Detail 3- the last note- Concrete equipment pad, see floor plans for sizing, see equipment concrete pad detail on S001. Has an arrow to a concrete pad under the Expansion Tank. We do not have drawing S001. Please forward.

Response 4: See Response 5 for Concrete pad details.

Question 5: There are numerous references' to existing concrete pads under the chillers, even the wording modify to accommodate new chiller. There are no concrete pads at present.

Please confirm this is an error.

Response 5: Existing chillers are not on pads. Provide new minimum 4” high concrete housekeeping pad, below the equipment footprint and 6” beyond the equipment perimeter.

Question 6: Please confirm the VSBE must be a State Company/Firm listed on EMMA.

Response 6: VSBE must be a company/firm listed on eMMA.

Question 7: Can JCI/York be permitted as an acceptable chiller manufacturer?

Response 7: Any equipment outside of the basis of design must be approved as a substitution by the A/E and MVA. Please refer to the specifications for directions on submitting substitutions.

Question 8: Can water cooled centrifugal chillers be provided?

Response 8: Any equipment outside of the basis of design must be approved as a substitution by the A/E and MVA. Please refer to the specifications for directions on submitting substitutions.

Question 9: Can new refrigerant R-513A be provided?

Response 9: Any equipment outside of the basis of design must be approved as a substitution by the A/E and MVA. Please refer to the specifications for directions on submitting substitutions.

Question 10: Can crane lifts & rigging be done during normal business hours and days while the building is occupied ?

Response 10: No. All craning operations must be done outside of business hours. Business hours for the MVA are listed in the specifications. Craning may occur after business hours on Saturday and all day on Sunday since the MVA is closed.

Question 11: There are no concrete pads to be modified for the existing chillers. Will new concrete equipment pads be required for the new chillers?

Response 11: See Response 5.

Question 12: Are contractors needing to furnish temporary construction toilets or will building facilities be allowed to be used?

Response 12: Use of building facilities may occur, as stated in the section, “Temporary Utilities.”

Bathrooms may be used as long as order and neatness of the facilities are maintained. Otherwise, privileges will be rescinded.

Question 13: As every contractor discussed during the walk through, the locations of the new air separators on the drawings will not work. All piping is run too close to the concrete deck. Please advise how to proceed with this?

Response 13: Please include an additional four (4) 90 elbows in the bid to provide new location of air separator.

Question 14: Are Daikin & York acceptable manufacturers for chillers on this project?

Response 14: Please refer to Basis of Design within the chiller spec. Any manufacturers not listed must be pre-approved. Please refer to the requirements in the specifications under Substitutions.

Question 15: Are temporary field offices required for this project?

Response 15: Please refer to “Temporary Offices” within the specifications.

Question 16 : Can existing as-builts be provided, specifically for Chiller #1 & Chiller #2 electrical feeder? During the walk is what not possible to determine the length of the existing feeders.

Response 16: As-built drawings will be issued to the awarded contractor. MIN could not confirm the feeder path during design. MIN does not have the length of the existing feeder.

Question 17: The feeds for chiller 1 & 2 were EMT conduit coming out of the switch board and through the first wall at the ground floor mechanical room. There was a large junction box in the mechanical room ceiling, out of this junction box it looked like flex conduit installed on a tray rack. Can the existing length of flex conduit be provided?

Specifically, what is the length before it transitions back to EMT conduit?

Response 17: MIN could not confirm the length of the existing flexible conduit. All feeders and conduits shall be new.

Question 18: Will demolition of existing feeders and installation of new feeders located on ground floor and second floor be performed during normal or off hours?

Response 18: Tasks that do not impact branch operations and/or disconnect services may be performed during the day at the sole discretion of MVA.

Question 19: Referencing drawing M101, have you confirmed that the 4 air separators can be correctly installed in the location you have chosen with the existing piping so close to ceiling?

Response 19: Please include an additional four (4) 90 elbows in the bid to provide new location of air separator.

Question 20 : Please provide detailed drawing of a side view showing the top of air separator will fit in proposed location.

Response 20: Please include an additional four (4) 90 elbows in the bid to provide new location of air separator.

Question 21: There is mention of modifying existing chiller housekeeping pad in drawings, there doesn’t appear to be an existing pad. Do you just want the steel plate installed along with the spring supports?

Response 21: See Response 5.
