About this file
This utilities requirements document pertains to the Idaho Division of Juvenile Corrections' procurement of mobile kitchen, mobile dishwashing, and mobile storage units for the Juvenile Correction Center in Nampa. The agency is requesting a one-time exemption from the standard competitive bidding process due to an urgent timeline, as the existing kitchen facility will become unavailable following a construction project scheduled to commence after April 3, 2024. The procurement includes specifications for three mobile units to support continued food service operations during the facility renovation. The Request for Quote (RFQ 275) was posted on February 8, 2024, with a response deadline of February 13, 2024. The anticipated contract term is up to six months with possible extension. The Division of Purchasing is conducting a transparency review process, inviting suppliers to submit information supporting or contesting the exemption request through the IPRO system or via email to purchasing@adm.idaho.gov prior to the stated closing date.
The procurement value totals $218,710, based on the lowest quote received from U.S. Mobile Kitchens, with a comparative quote from Stewart's Mobile Concepts also considered. No set-asides, incumbent vendor designations, or specific supplier restrictions are identified in this solicitation. Insurance requirements include commercial general liability, commercial automobile liability, workers' compensation, and employer's liability insurance, with minimum coverage limits and additional insured provisions naming the State of Idaho. The final decision regarding the competitive exemption remains discretionary with the Division of Purchasing Administrator, with suppliers retaining no right to appeal the Administrator's determination. This procurement represents a time-sensitive, one-time acquisition necessitated by facility construction requirements.

Model K-171 Trailer Utilities Requirements
Locally licensed professionals including electrician, plumber, and local propane gas supplier must install all utilities and connections.
Please see the supplied floor plan for all the utility tie-in locations.
Electrical Supply: The trailer requires 220v/3Phase/200 Amps of service. (5 wire, Wye-type wiring configuration) is required for this unit) Lessee’s electrician will hard wire the trailer’s service panel to Lessee’s main power source. Lessee’s electrician will supply all necessary cable and wiring needed for connection.
Propane LP Vapor Gas: Lessee will coordinate with a local gas company for the gas supply tanks and refills as needed based on usage. (2) 120 gallon LP tanks or (1) 250 gallon tank is reccommended. Lessee’s gas supplier will need to retrofit the tank(s) to the Leased Equipment’s single point of connection as noted on the supplied floor plan.
Fresh Water Supply: The Leased Equipment has a standard garden hose/fresh water hose 3/4 inch fitting for fresh water connection. Lessee will supply a “Winterized months October - March” fresh water connection with standard city water pressure (30-50 PSI) to insure the proper operation of the leased equipment. Owner highly recommends Lessee to utilize White “RV style” potable drinking water hoses or approved hard pipe to connect to the trailer.
Waste water removal: Lessee shall have the option to handle waste water removal in two (2) ways. The recommended option is for Lessee’s plumber set up an approved Winterized “Months October - March” waste line with grease trap to drain into a nearby sewer. If this is not an option, Lessee may elect to have a local cesspool company or other provider install approved “Winterized months October - March” waste tanks that are approximately 250-500 gallons each in a series of 3 or more. In this situation the waste tanks will need to be pumped daily or weekly or pumped to the estimated needs of the Lessee during the term of the lease.
Site Conditions: Lessee is responsible to provide a Dry, Level Compact Ground Surface suitable to hold a combined total weight of the dishwashing trailer and tractor (50,000 pounds). If footings, cribbing, block and leveling, anchoring, craning or other handling of the leased equipment is required to properly set up the leased equipment, Lessee must notify Owner of these site conditions prior to engaging into this agreement. Lessee will be responsible for all costs and expenses associated with the proper licensed professionals to setup and tear down the leased equipment. A minimum of 14’ unobstructed Height Clearance above the entire Tractor and Trailer combination is also required to maneuver, park, and setup the trailer, and is also Lessee's responsibility. The Lessee is also responsible to supply a commercial delivery route to the drop off location that can handle the weight, height and size requirements of the tractor and trailer combination.
The client is responsible for all permits, licenses, and fees. It is your responsibility to contact your Local Health Department, Fire Marshal, Building Inspectors, etc.
and obtain the necessary permits and licenses to operate the dishwashing trailer during your lease period. We suggest that you notify them well in advance to let them know of your project situation and find out if they have any special requirements.
