About this file

This document appears to be a request for a one-time exemption from competition for the Idaho Division of Juvenile Corrections to procure a mobile kitchen, mobile dishwashing unit, and mobile storage unit to be delivered prior to April 3, 2024 when the kitchen at the Juvenile Correction Center in Nampa will be unavailable due to a construction project. The agency received quotes from two vendors, with U.S. Mobile Kitchens providing the lower quote of $218,710. The agency is requesting this exemption as they do not have time to cancel the existing Request for Quotation (RFQ) and issue a formal Invitation to Bid.

The pricing quotes indicate that U.S. Mobile Kitchens is the lower bidder at $218,710 compared to Stewart's Mobile Concepts at $285,400. The agency has reviewed the quote from U.S. Mobile Kitchens and found it to be acceptable. The attachments include the approved Larger Delegation of Purchasing Authority, a preliminary quote tabulation, the RFQ 275, emails from February 6, 2024, and a zip file containing the quotes.

Text version

U.S. Mobile Kitchens: $218,710.00

Stewart’s Mobile Concepts: $285,400.00

Based on information that we received prior to developing the RFQ, we anticipate that it will take around two months for the units to arrive. A construction project that is scheduled to start on or around April 3, 2024 will cause the kitchen at the Juvenile Correction Center in Nampa (JCC-Nampa) to shut down, so, in order to continue to serve the juveniles food, we need the mobile kitchen (and mobile dishwashing unit and mobile storage unit) to be on-site at JCC-Nampa before April 3, 2024 so that food service staff can ramp up operation.

We have reviewed the quote from U.S. Mobile Kitchens, and have found it to be acceptable. Since we do not have time to cancel the RFQ and have Purchasing issue an Invitation to Bid, we are requesting approval of this one-time exemption request.
