About this file
This is a Performance Work Statement (PWS) for Annex G addressing pavement clearance and snow and ice removal services at USAG Stuttgart, effective February 10, 2026.
The Contractor shall provide comprehensive snow and ice removal services across multiple installations including Patch Barracks, Robinson Barracks, Panzer Kaserne, and Kelley Barracks, as well as the military airfield. Services include plowing and sweeping of roads, parking areas, sidewalks, taxiways, aprons, and specialized locations such as bunker areas, shooting ranges, dog kennels, and fire hydrants. Snow and ice removal operations commence when snow accumulation exceeds five centimeters or when forecasted conditions indicate ice formation risk. The Contractor must respond to removal requests within two hours of notification by the Contracting Officer's Representative (COR) or Alternate COR and must clear primary roads, access control points, and Child and Youth Services facilities by 0600 hours. Additionally, the Contractor shall perform pavement sweeping within two working days of completion of snow and ice removal operations using vacuum sweepers, maintain de-icing material stockpiles at designated salt silos across installations, and provide pre-treatment services using salt-brine solutions on roads, parking lots, and sidewalks prior to forecasted storm events.
The PWS establishes three priority levels for service delivery, with Priority 1 encompassing mission-critical access routes, emergency services routes, main arterial roads, and hospital/clinic access requiring the most immediate service. The Contractor must furnish all materials, equipment, and supplies required to perform work and is responsible for repairing all damages resulting from snow removal operations within two working days for traffic and safety-affecting repairs, or within ten days for all other damages. The Government provides storage facilities and salt silos at each installation. Historical data indicates an average of three storm events per year requiring activation of the Snow and Ice Removal Plan and approximately fifty ice events annually requiring on-call de-icing. A Snow and Ice Removal Plan must be submitted within sixty days of contract award and updated annually by September 30, with performance standards requiring 90 percent of Priority 1 areas to be cleared within two hours of notification and 100 percent compliance with pre-treatment requirements.

Historically, there has been an average of three (3) storm events that required activation of the Snow and Ice Removal Plan per year. Follow-up service shall continue as weather conditions dictate. Storm classification will be determined by the COR/ACOR.
Snow and Ice Removal Plan.
The Contractor shall provide a Snow and Ice Removal Plan to the KO for approval within sixty (60) days of contract award. Revision shall include updates to Access Control Points closures or openings and re-prioritization of roads per input from DES or DPW. The Contractor's plan shall include the following: an inventory of materials for snow and ice removal; traffic and parking control procedures, communication channels, and priorities between road users, the snow control center, and equipment operating crews; designated areas from which snow and ice shall be hauled when accumulation reaches an established level; and procedures for adding additional crews and equipment in the event of a major incapacitating storm. The DPW, USAG Stuttgart (EOC) and Directorate of Emergency Services (DES) shall be notified when deicing and snow removal operations are started and shall be updated hourly for the duration of the operation. The Contractor shall ensure that no snow accumulates on pavement. Ice control in traffic areas shall be maintained continuously. The Contractor shall begin clearing from areas identified in TE-G-002 by priority level when accumulations have reached five (5) cm or within two (2) hours of notification by the COR/ACOR. Snow and ice removal shall be cleared from walkways, doorways, and gates to provide full opening and safe access for personnel and equipment. Snow and ice piles shall not be left in the plowed or swept areas. Accumulated snow shall be removed and, if necessary, transported to and stockpiled in an area where normal traffic flow and parking will not be hindered. The Contractor shall perform deicing services to maintain free from hazard sidewalks, steps, handicapped ramps, fire hydrants and access to buildings and essential facilities specified in TE-G-002. At critical points (e.g. slopes, exterior steps, etc.), the Contractor shall apply traction control materials as necessary to maintain safe travel. Snow removal shall be performed according to the Contractor’s Snow and Ice Removal Plan accepted by the COR. The Contractor shall schedule and perform snow and ice control on all sidewalks within the designated areas. The Contractor shall remove ice built-up on sidewalks. Ice control methods used by the Contractor shall keep the surface area of all sidewalks clear. The Contractor shall clear sidewalks up to the building, including steps leading into the building.
