About this file
This is a command policy letter from the United States Army Garrison Stuttgart establishing procedures for the disposal and recycling of lithium and other batteries throughout the garrison installations.
The policy applies to all members of the USAG Stuttgart community and personnel working, living, or conducting business on Stuttgart installations. Lithium batteries, commonly found in cellphones, power tools, digital cameras, laptops, children's toys, watches, remote controls, handheld games, smoke detectors, electric cigarettes, robot vacuums, and appliances, require specific handling procedures. All lithium battery poles must be taped before disposal at Hazardous Waste Accumulation Points (HWAPs), and batteries housed in metal cases must be dismantled from their cases prior to disposal; batteries in metal cases will not be accepted. Regular and small alkaline batteries may be disposed of at designated green hazardous waste battery container locations at five installations: Robinson Barracks (Buildings 146 and 148), Patch Barracks (Buildings 2325, 2337, and 2350), Panzer Kaserne (Buildings 2952, 2957, and 2990), Stuttgart Army Airfield (Buildings 3254 and 3255), and Kelley Barracks (Buildings 3312, 3317, 3324, and 3326). Lead-acid, nickel-cadmium, and mercury-containing batteries are managed as hazardous waste regardless of recycling or permanent disposal intent and must be stored only at sites with impervious surfaces and weatherproofed cover. For batteries unable to fit through green container slots, Installation Coordinators should be contacted. Failure to comply may result in adverse administrative action. The policy is effective immediately, with the DPW Environmental Division serving as the proponent contact.
