Key service requirements include mechanical sweeping of roads and parking areas with specified monthly and seasonal frequencies (1-2 times monthly depending on season); manual cleaning of sidewalks, gutters, and vegetation control from April through October; parking lot painting and repainting on a recurring four-year cycle; pothole and surface repair using hot or cold mix asphalt; road shoulder maintenance within 5 centimeters of pavement edge; annual grading and graveling of tank trails and range roads; bridge inspection and minor repairs (excluding major structural work); storm water discharge system maintenance; Foreign Object Debris (FOD) removal from Stuttgart Army Airfield (SAAF) on a twice-monthly schedule with three-hour response time for on-demand requests; and wash rack inspection and maintenance.
All work shall be performed in accordance with German safety regulations and Host Nation standards, with personnel meeting mandatory certification requirements. The Contractor must submit a comprehensive Preventive Maintenance (PM) Program Proposal within 90 days of award detailing schedules for all recurring tasks, plus monthly status reports including traffic disruption logs, sweeper water/capacity reports, and debris disposal reports. Documentation shall be managed through GFEBS work orders processed as either Preventive Maintenance Orders (PMOs) or Demand Maintenance Orders (DMOs) and uploaded to Government SharePoint per the Two-File System. All traffic disruptions require seven calendar days' advance notification to the Contracting Officer, Fire Department, and Directorate of Emergency Services. Work on range roads and tank trails requires ten calendar days' advance coordination with Range Control.
