About this file
Summary: Annex F Performance Work Statement – Grounds Maintenance Services, USAG Stuttgart
This Performance Work Statement (PWS) establishes comprehensive grounds maintenance requirements for USAG Stuttgart, including four bases, military housing areas, an airfield, golf course, and support facilities. The contractor must provide recurring and on-demand grounds maintenance services spanning mowing operations, edging, trimming, fertilizing, seeding, sodding, leaf and debris removal, tree and shrub maintenance, hedge and shrub care, irrigation system operation, athletic field maintenance, playground cleaning, and specialized landscaping work. Services must comply with the stricter of German DIN standards or U.S. regulations, with specific performance standards outlined in Technical Exhibit F-03. The scope encompasses high-visibility improved areas (family housing, schools, administrative facilities) requiring intensive maintenance; semi-improved common areas; and unimproved grounds. All personnel performing specialized work, including tree pruning and herbicide application, must possess applicable certifications. The contractor is responsible for damage prevention and repair at no additional cost to the Government, with damage notification required within two hours of occurrence.
Deliverables include an Annual Grounds Maintenance Plan (due within 30 days of award and annually thereafter), Weekly Work Schedules (due 7 days prior to work week), Monthly Green Waste Disposal Reports, pest control and herbicide application plans, fertilization and irrigation plans, and tree management documentation. All work must be executed through Government-issued Operations Work Orders (OWOs). The contract emphasizes compliance with German environmental laws, particularly regarding herbicide use and tree cutting restrictions (October 1 through February 28), and requires the contractor to utilize approved facilities for green waste disposal. Special event support accommodates approximately 25 annual VIP visits and ceremonies, with one additional duty day provided for schedule recovery.
