1. Could the Government identify the tooling used by PMXG (nomenclature, p/n, qty) and the maximum production rate achievable with that tooling? Please confirm that the tooling currently used by PMXG is not considered GFP (for use separately by the Contractor).

The Government does not have this information. If you require this information, please contact PMXG directly.

2. Re the Annual (FY'23) F117 ESS Spare Parts Usage Report: New & Repair Condemned

(October 2023) data, please confirm/advise:

a. New Part qty – indicates how many parts of that p/n were replaced with new, the balance of all CNDM being used?

b. Depot CNDM – indicates how many parts were scrapped following inspection by

PMXG (due to BER, hard time, normal practice to replace vs repair)

c. Repair CNDM – indicates how many parts were scrapped during the repair process

A, B, & C- The government is working on acquiring this information and will update the Bidder’s library as appropriate.

d. The # of engines that were repaired in FY’23 and their work scopes?

138 engines were produced in FY23. Their workscope was determined by the OEM, so the Government cannot share that information at this time.

3. When does the Government anticipate release of the evaluation criteria?

The Government will be releasing the evaluation criteria with the RFP.

4. Will the Government allow that any licensing fees required by OEM’s from Contractors would be excluded from the evaluation criteria and/or compensated by Government in the contract?

The Government anticipates that since this is a Firm Fixed Price contract that this amount would be adjusted into contractor pricing.

5. Will the Government consider:

a. Contracting directly with the OEM for airworthiness responsibility?

Yes

b. Contracting directly with P&W/Boeing material purchase agreements (pricing, lead time) that the selected contractor(s) can utilize for this program?

The government does not anticipate a separate materials contract with the OEM.

6. Will the Government provide engine history (TSN, CSN, TSLSV, CSLSV, last SV report, current EGTm, engine SRAN history) with the RFP? This information is required to generate future SV work scopes, material requirements, etc. See note 3.

The Government will be able to provide all information that we have access to in G081. We are currently building a new platform that will include more data that will be needed in contractor decision making.

7. In order to factor existing DER/PMA into a RFP response, will Government solicit both OEM only & DER/PMA pricing offers (assumes Government acceptance of commercial PMA/DER’s available at time of offer)?

The Government is working on the approval process to accept all DER/PMA and OEM pricing offers.

8. In the Industry Day Vendor Questions and Government Answers provided In June 2024, the USG indicated that a draft SOW/PWS would be issued. Does the USG still intend to issue a draft and if so, is there a timeline for release?

The Government will be releasing a draft PWS in early March 2025.

9. Product improvements are an important requirement for the continued life of the F117 program and should be included in the EPRSS contract and as opposed to a separate contract. Product Improvements have been mentioned during Industry Day discussions and follow-on questions; however, the initial requirements document did not appear to include details regarding product improvements. Will more details be provided regarding the expectations for product improvements in a draft SOW/PWS when issued?

Yes
