About this file

This document is a Request for Information (RFI) from the U.S. Air Force Materiel Command regarding the F117 Engine Sustainment Support (ESS) contract. The RFI provides a preliminary list of Government Furnished Property (GFP) tooling that may be available to the contractor and requests additional information from industry on their ability to reach initial rate production (IRP) without certain F117-specific tooling. The RFI asks industry to provide a detailed timeline for depot stand-up to IRP, including potential schedule impacts and justifications. This RFI is related to a Special Notice for an upcoming F117 ESS contract opportunity, which is scheduled to have an Industry Day on August 5, 2024. The contracting officer requests industry to register for the event by July 26, 2024 and provides details on the agenda and one-on-one sessions.

GFP RFI Responses with Additional Questions

USAF respectfully requests responses submitted to alexandra.crothers@us.af.mil jessica.roberson.3@us.af.mil and dawn.copeland@us.af.mil by 2pm CT on Wednesday 4 Dec 2024

Industry Question: Could the USAF provide recalled tooling to the contractor? If yes, will you provide validation that said tooling will be in current configuration (not obsolete), in good functional condition, and up to date on required calibrations as applicable?

Answer: The USAF is considering a GFP list that the contractor would be able to choose from of current configuration, calibrated tooling that would be available. The condition is expected to be A-condition but may be impacted by transportation. This tooling would become available after the off-ramp work in process (WIP) is completed, so short term leases of minimal tooling may be necessary for the contractor to reach initial rate production (IRP). It is not the Government’s intention to transfer all GFP tooling, but only a selected list that is provided from the contractor of what is needed as it becomes available.

To better understand Industries ability to reach IRP, USAF requests more information regarding transition time as it relates to GFP. Please answer the following questions in as much detail as possible:

1. Knowing what parts are unique to the F117 engine, having the preliminary list of GFP tooling, and a working knowledge of the PW2000 manuals, what maintenance areas do you anticipate being able to complete without specific tooling for the F117 configurations?

2. Please provide a detailed timeline to depot stand-up up to IRP. For variances in the timeline, list the specific indicators that would individually push your schedule to the right and your justification for the additional time added.
