About this file

This is a Summary of Work specification section for a federal construction contract at Newark Air Traffic Control Tower (AJW-2E11A), issued by the FAA in April 2026.

The contract requires installation of a new ductless mini-split HVAC system at the FAA ATCT base building (Room 141A, TSS) in Newark, New Jersey. Mechanical work includes installing three interior wall-mounted units with refrigerant and drain piping, a 6-ton heat pump anchored to the exterior concrete wall, core penetrations through concrete with waterproofing, and insulation of all refrigerant and condensate piping above the ceiling. Electrical work requires a new dedicated 208V, 3-phase power circuit, NEMA 4X 60A non-fused stainless steel disconnect at the outdoor unit, power and control conduit and wiring to all units, and concrete wall penetrations with roof deck penetration through the Carlisle EPDM roof (to be completed by a Carlisle-authorized applicator to preserve warranty). Controls integration involves connecting the mini-split system into the existing FAA Schneider Electric EcoStruxure DDC system via BACnet, installing an IP-IO module at VAV-17 for backup cooling control, and submitting point lists and graphics for COR approval. Structural and interior work includes concrete core penetrations, support framing for all units and steel plates, pipe and conduit support, and wall restoration with painting.

The project operates under strict constraints given the site's status as a 24/7 air traffic control facility. Work is limited to 7:00 a.m. to 4:00 p.m. Monday through Friday for normal operations, with noisier activities conducted 4:00 p.m. to 5:30 a.m. The contractor must maintain building weather-tightness, prevent any interference with air traffic control operations, obtain FAA approval before any utility interruptions (with 10 days' notice required), and submit a Plan of Action before work requiring service shutdowns. All work must comply with current codes and FAA standards, coordinate with the Contracting Officer's Representative (COR), and obtain manufacturer certifications regarding asbestos and lead-free materials. The contract includes a one-year warranty period for materials and equipment, with substantial completion requiring contractor acceptance inspections, red-lined drawings, system commissioning, and a punch list with 30 days for corrections.

performance of this contract will be repaired/replaced immediately by the contractor at no cost to the FAA.

Any work or activity that may impact the National Airspace System (NAS), such as work on critical equipment or circuits, will require coordination with the Contracting Officer’s Representative (COR). The COR will prepare and submit a work or activity specific “Risk Assessment” for the facility’s review and approval. This process may take one week to complete.

Typically, this type of work or activity is performed from midnight to 05:00 am and/or on weekends.

No work will be per-formed until the Contracting Officer’s Representative (COR) has an approved plan that has been reviewed by the local facility ESU.

SUMMARY OF WORK 01 10 00 - 5

C. Shutdowns shall be coordinated with the operations of the COR in all circumstances, and shall be scheduled in a manner to create the minimum amount of interference with existing FAA or airport facility operations. When shutdowns are necessary and have been approved by the COR, employ additional labor and work overtime as necessary to restore the facilities to operation at the earliest possible time at no additional cost to the FAA. Work shall proceed continuously until all service is restored.

C. The use of materials with strong odors and fumes shall be kept to a minimum and alternate products shall be used to the maximum extent possible even if the use of these produces results in additional labor or time. If materials with strong odors must be used, a mitigation plan shall be presented by the contractor to the FAA prior to use for approval. The COR must be notified ten (10) days before using/applying any substance.
