1.1 Scope
The former Kelly AFB is not listed on the National Priorities List (NPL). Environmental restoration is executed through the Texas Commission on Environmental Quality (TCEQ) issued Resource Conservation and Recovery Act (RCRA) post-closure care permit and compliance plan, consequently there is no Federal Facility Agreement or Records of Decision. Property transfer at the former Kelly AFB was completed in 2010.
In addition to the requirements presented in this PWS, this scope includes the following:
· Properly plug and abandon all former Kelly AFB shallow groundwater wells no longer regulatory required in Zones 2, 3, 4 and 5 and outside the former Kelly AFB’s base boundary and not needed for future PFC investigations.
Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· Former Kelly BCT meetings are currently held on a semi-annually basis. BCT meetings are typically held in San Antonio at an off-site location, typically at a hotel located in proximity to the former Kelly AFB.
2.6.2 Public Meetings and Hearings
· The Contractor is responsible for all community involvement requirements to meet RCRA and other regulatory requirements including public meetings and public notices in English and Spanish.
· The former Kelly AFB restoration advisory board (RAB) has been adjourned, however, the Air Force may elect to conduct Ad-Hoc meetings to inform the San Antonio community of the environmental cleanup progress.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· The Contractor may be required to prepare and to obtain regulatory approval for modifications to existing Kelly AFB RCRA Permit based upon the Contractor’s proposed technical approach for achieving the objectives of this TO.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· The Contractor shall maintain a web-based mapping system of active monitoring/recovery wells and abandoned wells (e.g. Web AppBuilder for ArcGIS).
· The Contractor shall be responsible for creating and updating semiannually a web-based GIS system of all current shallow groundwater wells and adding any new wells as they are installed during this TO.
6.14 Land Use Controls (LUC)
· The Contractor shall conduct LUC/IC inspections for sites identified in Attachment 1. Currently LUC/IC monitoring is held on an annual basis.
6.15 Five-Year Reviews
· The Contractor shall prepare a Five-Year Review Report for sites identified in Attachment 1. The next Five-Year Review is due June 2025.
· The Contractor shall implement all Five-Year Review recommendations included in the 2020 Kelly AFB Five-Year Review being prepared by another Contractor (the PBR contractor will have an opportunity to review the 2020 document prior to submittal to the regulators).
