1.1 Scope

The former Brooks Air Force Base (AFB) (now known as Brooks-City Base [i.e., Brooks]) is not listed on the National Priorities List (NPL). On 22 July 2002, Brooks AFB was transferred from federal ownership to the Brooks Development Authority (BDA), a local defense base development authority under Texas statute. As a result of the property transfer, the name of the installation changed from Brooks AFB to Brooks City-Base. At this time, the Air Force leased the occupied land and facilities on Brooks City-Base from the BDA. In 2005, Brooks City-Base was recommended for closure in the 2005 Defense Base Closure and Realignment Report (United States 2005). The Air Force mission ceased at Brooks City-Base on 15 September 2011. The BDA is developing Brooks City-Base as a business center for research and technology.

In addition to the requirements presented in this PWS, this scope includes the following:

· No base-specific requirements in addition to those in the PWS.

Contractors are not responsible for the following:

· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support

· No base-specific requirements in addition to those in the PWS.

2.6.2 Public Meetings and Hearings

· No base-specific requirements in addition to those in the PWS.

2.6.5 Site Access: Permits, Easements, and Work Site Access

· No base-specific requirements in addition to those in the PWS; however, coordination with the local reuse authority, Brooks Development Authority (BDA), is necessary when accessing any of the sites for Five-Year Reviews and LUC/IC inspections.

3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates

· No base-specific requirements in addition to those in the PWS.

6.1 Land Use Controls (LUC)

· The Contractor shall conduct LUC/IC monitoring for sites identified in Attachment 1 and prepare a report. Currently, LUC/IC monitoring is held on an annual basis.

6.15 Five-Year Reviews

· The Contractor shall prepare a Five-Year Review Report for the sites identified in Attachment 1. The next Five-Year Review report included in BECOS will be initiated in 2020. The contractor is responsible for subsequent FYRs within the BECOS PoP.
