Attachment 2 Central South Region - England 5 December 2019
1.1 Scope
Originally known as Alexandria Army Air Base, the base was opened on 21 October 1942 and during World War II performed Boeing B-17 Flying Fortress aircrew training. It was placed on inactive status on 23 September 1946, although a small cadre of Army and Air Force personnel (331 Comps Squadron) remained assigned to Alexandria Municipal Airport throughout the late 1940s. On 10 October 1950, the United States Air Force reopened Alexandria Air Force Base during the Korean War. The station's primary mission was tactical fighter operations for Tactical Air Command. In October 1990, the Base Realignment and Closure Commission decided that England Air Force Base (EAFB) would be closed by September 1992. A drawdown of equipment and personnel began almost immediately. The 23d Fighter Wing's A-10 aircraft were sent to Air National Guard units, and EAFB was closed 1 June 1992. The facility was closed as an Air Force base in December, 1992.
All property at former England AFB has been transferred. The England Authority has successfully transitioned the area to England Airpark which includes, among other facilities, the Alexandria International Airport (AEX). EAFB is not listed on the Superfund National Priorities List.
In addition to the requirements presented in this PWS, this scope includes the following, based on the anticipated start date of June 2021:
· Prepare or revise 54 Conveyance Notices to either add, remove, or revise restrictions, if required.
· Prepare or revise 54 Statements of Basis, if required.
· Comprehensive annual inspection and inventory of existing wells including an annual well inventory/maintenance report including any wells installed or retained for PFOS/PFOA sampling under a separate project.
· Payment of annual hazardous waste fee to LDEQ (currently less than $100 per year).
· Well abandonment of wells approved for abandonment by the Air Force and LDEQ (approximately 90 wells) and abandonment and replacement of wells that no longer function properly.
· Limited sampling of six SS045 wells for 1,4 Dioxane (low level detection method) if requested by the AF or LDEQ.
· Installation of additional monitoring wells (approximately 10 wells), if required to fully delineate plume extent.
Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· The Contractor shall participate in BCT teleconferences are held to update the technical team and regulators on site status and coordinate document review efforts. Currently, BCT teleconference are held on an annual basis.
· The Contractor shall participate in face-to-face BCT meeting held to allow for on-site status updates to the technical team and regulators, and to review past field efforts and present future efforts for consideration by the team. Currently, face-to-face BCT meetings are held annually.
2.6.2 Public Meetings and Hearings
· The Contractor shall participate in public meetings and prepare public notices per year. Currently 2 public meeting occur each year and 4 public notices a year are required.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· Advance notice and coordination with England Airpark is required for all field activities.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· The Contractor shall conduct inspections and reviews to confirm compliance with all non-CERCLA environmental restrictions associated with the sites. Currently, inspection and reviews occur annually.
· The Contractor shall provide supporting information and technical support to the Air Force for property owner requests to remove restrictive covenants.
· The Contractor shall support/perform screening and response to requests information from the public and other stakeholders related to development activities on and surrounding former base property including verification of LUC/ICs, review of plans in relation to existing restrictions, etc.
· The Contractor shall coordinate LUC scheduled inspections with (LDEQ) approximately one month in advance.
6.15 Five-Year Reviews
· The Contractor shall prepare Five-Year Review in 2025 (to be initiated in 2024 including standard protectiveness determinations for LF015, SS045 and WP036) with very brief summaries comprising low complexity effort for all sites listed on the site list and other sites addressed in the latest Five-Year Review (to be finalized in 2020).
· The Contractor shall implement the most recent Five-Year Review recommendations (to be finalized in 2020). Recommendations will be provided in 2020.
