About this file

The document is a Title VI Assurances document from the U.S. Department of Transportation, specifically outlining nondiscrimination requirements for federal-aid contracts between transportation agencies and consultants. The document requires all federal-aid Department of Transportation contracts to contain specific appendices (A and E, with B, C, and D included if applicable) that mandate nondiscrimination practices. These assurances must also be included by consultants in all subcontracts performing work under the primary contract.

The assurances detail comprehensive nondiscrimination provisions covering multiple protected characteristics including race, color, sex, national origin, religion, age, and disability. The document references numerous federal statutes and executive orders that prohibit discrimination, such as the Civil Rights Act of 1964, the Rehabilitation Act of 1973, the Americans with Disabilities Act, and Executive Orders addressing environmental justice and limited English proficiency. Consultants are required to comply with these regulations, provide necessary reports and information, and face potential sanctions including withholding of payments or contract termination for noncompliance.
