About this file
The document is a Request for Proposals (RFP) from the City of Pasadena, California, for professional engineering services related to the San Rafael Bridge Seismic Retrofit Project (BHLS-5064(101)). The project involves preparing environmental documentation, preliminary design, final plans, specifications, and estimates, along with right-of-way and regulatory permit support services. The City is seeking a qualified Structural Engineer (SE) licensed in California to improve the existing San Rafael Bridge to meet current seismic codes and standards using local funds and federal Highway Bridge Program (HBP) funding. The project is scheduled for a pre-proposal meeting on March 11, 2025, with questions due by April 1, 2025, and proposal submissions due by April 10, 2025. The initial contract term is three years, with two optional one-year extensions subject to City Manager approval.
The project has a Disadvantaged Business Enterprise (DBE) goal of 14 percent, and proposers must submit detailed technical and price proposals separately. The evaluation will be points-based across six categories: experience (25 points), organization and qualification of key personnel (25 points), project approach and methodology (25 points), scope of services (10 points), schedule of work (10 points), and references (5 points). Funding will come from local and federal sources, specifically the Highway Bridge Program, and the project aims to provide seismic stability for the bridge structure in the event of a maximum credible earthquake. Proposers must comply with various federal and state requirements, including prevailing wage rates, equal employment opportunity provisions, and specific contracting regulations.

1. Introduction
1. Summary
The City of Pasadena is soliciting proposals from qualified firms to provide professional services for Preparation of Environmental Document, Preliminary Design, Final Plans, Specifications and Estimate, Right of Way and Regulatory Permit Support Services for the San Rafael Bridge Seismic Retrofit Project (BHLS-5064(101)).
2. Background
The City of Pasadena is an ethnically diverse community that is home to approximately 142,017 people. Pasadena is the ninth-largest city in Los Angeles County. It is one of the primary cultural centers of the San Gabriel Valley. The City covers approximately 22.5 square miles, with an average of ten residents per acre. The median age of its residents is approximately 36.9 years.
There are over 100,000 jobs in a wide variety of industries in the City of Pasadena.
The City of Pasadena, in cooperation with the California Department of Transportation (Caltrans), proposes to improve the existing San Rafael Bridge to meet current seismic codes and standards through the use of local funds and federal Highway Bridge Program (HBP) . The San Rafael Bridge is a cast-in-place concrete arch structure built in 1922 over the Arroyo Seco Channel. The bridge consists of two parallel identical arch ribs which support non-prismatic spandrel columns.
Repairs to the bridge were performed in 1992, however, the plans indicate that no seismic improvements on the bridge were completed during the repair. The proposed project would not change any of the existing conditions inside the Arroyo Seco channel.
The primary objectives of the proposed project are to provide adequate seismic stability for the bridge structure should a maximum credible earthquake occur.
