About this file

This document is a California Department of Transportation (Caltrans) Local Assistance Procedures Manual Exhibit 15-H form for Proposer/Contractor Good Faith Efforts, specifically designed to document a bidder's efforts to meet Disadvantaged Business Enterprise (DBE) participation goals for a federal-aid project. The form requires bidders to submit detailed documentation within five calendar days of the cost proposal due date or bid opening, demonstrating their attempts to engage and include DBE firms in the contract. The form includes sections for reporting DBE solicitation efforts, such as advertising publications, written notices to certified DBEs, breakdown of work items made available to DBE firms, reasons for rejecting DBE firms, assistance provided to DBEs in obtaining project information, and efforts to help DBEs secure bonding, credit, insurance, and necessary resources.

The primary purpose of this document is to ensure good faith efforts in promoting DBE participation, with bidders required to show proactive steps taken to meet the established DBE contract goal (the specific percentage is left blank in this template). The form serves as a protective mechanism for bidders, helping to maintain their contract eligibility even if they fail to meet the DBE goal due to unforeseen circumstances like certification issues or mathematical errors. By documenting outreach methods, communication attempts, work breakdown strategies, and support provided to DBE firms, the form aims to create transparency and accountability in the procurement process, ultimately supporting the broader goal of increasing opportunities for disadvantaged businesses in public contracting.
