ATTACHMENT B.3 - Task Order Pricing Sheet
Instructions
The purpose of the Task Order Pricing Sheet is for the Offeror to provide detailed breakdown of prices proposed for each Task Order (TO) (for the initial submission, one TO Pricing Sheet for each Task Order Performance Work Statement (PWS) listed in Section C) to be issued under the resulting contract. The period of performance for the task orders are noted in the Task Order PWS. All cost categories (labor, assets/equipment, ODCs) used to build the prices in the TOs must be derived from the items listed in the Rate Book (see Attachment B.1 herein) and clearly cross reference to those items. The TO Pricing Sheets are developed using the Offeror's proposed categories and rates from its Rate Book, multiplied by the quantity of each category proposed, to arrive at yearly totals for Labor, Assets, and Other Direct Costs. Further, TO prices must be broken down into three phases: a) Build-Out Phase - The planning, design, and development of the new solution and the preparation for transfer of all current operations to the new solution, b) Transition Phase - The transition of the current operation to the target solution, and c) Ongoing Operations and Maintenance Phase - The ongoing provision of operations and maintenance services necessary to support IRS’ goals and objectives. For those TOs for which a phase is not involved (for example, a follow-on TO for continued Operations and Maintenance of a capability developed under a previous TO), no entries will be made in the appropriate columns.
Appendices to Work Descriptions provide projected IRS web portal demand and Help Desk usage levels; this traffic is substantially higher during tax filing season (generally, January- May each year) than the rest of the year. Offerors are encouraged to devise and price cost-effective ways of providing sufficient portal capacity to meet peak demands during tax filing season without materially degrading performance or requiring the IRS to pay for high levels of unused (and unneeded) capacity during the rest of the year.
In addition to seasonal fluctuations, which are relatively predictable and can be planned for well in advance, the IRS’s web portal traffic is subject to substantial levels of ad-hoc volume spikes based on the occurrence of specific events – e.g., a television appearance by the Commissioner or tax legislation passed by Congress, such as the economic stimulus legislation. Depending on the specific circumstances causing an ad-hoc volume spike, more or less advance notice from the IRS to the Contractor may be possible. Offerors are encouraged, when configuring their Work Description solution and price proposals, to devise cost-effective means of providing incremental on-demand capacity as needed by the IRS in a cost-effective manner without materially degrading performance.
The TO Pricing Sheets must include all categories (labor, hardware, travel, etc.) that the Offeror proposes; proposed prices must be fully burdened and include profit and rate escalation. If additional categories (of labor or hardware, for example) are proposed in the future with the addition of new Task Orders, productivity improvements or infrastructure asset refreshment, they may be added to the Contractor's Price Book upon Government review and approval of the Contractor's proposed additions and changes.
Other Direct Costs (ODCs) are any costs, other than the listed categories, identified in direct support of the services to be performed under this contract. They include materials and any other costs (including subcontracted efforts) that are directly attributable to the services provided, rather than those that are the primary purpose of the TOs issued under the contract. If the Offeror proposes subcontracting any work, the Offeror shall provide separate price proposals for each subcontractor in the same format required for the Offeror. Subcontract prices must be clearly delineated in the Offeror’s price proposal. A Task Order Price Breakdown sheet must be provided for each subcontractor proposed to accomplish any portion of a Task Order, as well as a total Task Order Price Breakdown sheet summing all of the proposed Labor, Assets, and ODCs of the prime and all subcontractors, as shown in the template provided, proposed to accomplish the overall Task Order.
Offeror’s proposed price breakdowns must support, in detail, their Technical Proposal for price realism purposes. Proposed prices that are considered to be unrealistically low or high, or that are not aligned with the Offeror’s Technical Proposal, will be deemed reflective of an inherit failure to comprehend the complexity or risks of the contract requirements and may be grounds for rejection of a submission.
