Instructions
ATTACHMENT B.1 - Rate Book
Instructions
The purpose of the Rate Book is for the Offeror to record its fully loaded unit prices, including profit and rate escalation, to accomplish all work under the contract, broken down for each fiscal year by 1) fully loaded unit prices for labor categories (see Attachment B.2 herein), 2) fully loaded unit prices for assets, and 3) fully loaded unit costs for other direct costs (ODCs) for the period of the contract. The Rate Book unit prices shall be used as the "building blocks" to derive total prices proposed in the development of Task Order Pricing Sheets (see Attachment B.3 herein).
The labor categories described in Attachment B.2 are those anticipated by the Government to be required to perform the work under this contract. The Offeror may propose personnel with different position titles having equivalent skills and experience to those described in Attachment B.2; in that event, the Offeror shall include a mapping of its company labor category titles to the Government labor category titles. In addition, if the Offeror determines that there is a category of labor, not included in Attachment B.2, that is necessary to perform the work under the contract, it may propose the additional category, along with the description of duties and rationale for adding the category.
The Rate Book must include all labor categories, assets, and ODCs the Offeror plans to use during contract execution. If additional labor categories, assets, and ODCs are proposed in the future with the addition of Task Orders, productivity improvements or infrastructure asset refreshment, they may be added to the Contractor's Rate Book upon Government review and approval of the Contractor's proposed additions and changes.
Other Direct Costs (ODCs) are any costs, other than the listed categories, identified in direct support of the services to be performed under this contract. They include materials and any other costs (including subcontracted efforts) that are directly attributable to the services provided, rather than those that are the primary purpose of the task orders issued under the contract. If the Offeror proposes subcontracting any work, the Offeror shall provide separate price proposals for each subcontractor in the same format required for the Offeror. Subcontract prices must be clearly delineated in the Offeror’s price proposal. In addition, the Offeror shall provide a separate matrix clearly identifying the allocation of the proposed hours and costs among the Offeror and subcontractors for each labor category in this Rate Book.
